“Bilateral Scientific and Technological Cooperation of Greece – Cyprus”: New action of the Competitiveness program

SME Adaptation Plans

The new Action of the Competitiveness Program “Bilateral Scientific and Technological Cooperation Greece – Cyprus” has been published. The Action aims to strengthen the scientific and technological cooperation between Greece and Cyprus, as well as satisfying the needs of companies and other entities active in the research and innovation ecosystem, covering the maximum possible range of potential Beneficiaries. The dynamics created through the collaboration promotes the creation of networks of researchers and the strengthening of existing collaboration and it is estimated that it can strengthen the access to other funding sources for international scientific and technological programs.

The Budget of the Action is 2,000,000 euros.

The Action is co-financed by the European Regional Development Fund (ERDF) of the European Union and by National Participation.

Beneficiaries of the Action

Businesses and research organizations.

a. Enterprise: any unit, which has a legal entity, which carries out an economic activity.

The Action is addressed to existing enterprises regardless of the date of establishment, which intend to implement a research and development project, the object of which falls into the selected areas of activity of this Call (point 4.4.) in the context of the National Strategy of Smart Specialization 2021-2027 (ESEE).

Businesses must be legally incorporated and operate in a facility in Greece as legal entities, regardless of their type. Large businesses can participate in the Action, as long as they collaborate with at least one
small and medium-sized enterprise (SME).

b. Research Organization: Body (such as universities or research centers-institutes, technology transfer organizations, innovation intermediaries, research collaborating bodies with a physical and/or virtual presence) regardless of its legal status (public or private law) or its financing method, whose primary purpose is to independently conduct basic research, industrial research or experimental development or the wide dissemination of the results of such activities by teaching, publication or knowledge transfer. In the event that this entity also carries out economic activities, the financing, expenses and income from these economic activities must be declared separately. Businesses that can decisively influence such a body, such as in the capacity of shareholder or member, do not have privileged access to the research results that it produces.

Partnerships have the right to submit a proposal:

  • Private Bodies (companies of all sizes),
  • Public Bodies (Research & Technological bodies, Universities, Research Centers, Institutes and Laboratories thereof) and
  • Other Agencies as defined above, from both states.

Proposals will include at least two cooperating bodies (with the Coordinator included) from the Greek side, i.e. one (1) research organization and one (1) Small and Medium Enterprise.

The maximum subsidized budget of submitted project proposals is 100,000 euros.

The intensity of the aid ranges from 25% to 80%.

The projects to be proposed for funding will be eligible as long as they concern research and development projects and the supported project falls into one or both of the following categories:

a) industrial research(industrial research)
b) experimental development (experimental development)

The intensity of supporting a beneficiary’s research and development project is determined by:

  • the characterization of the research and development category of each work unit of the project (industrial research, experimental development) and
  • the size of the business (very small/Small, Medium, Large)

The funding application is submitted electronically exclusively through the Integrated State Aid Management Information System (OPSKE) using the standard OPSKE Funding Application Form.
