Το ΕΣΠΑ (Εταιρικό Σύμφωνο για το Πλαίσιο Ανάπτυξης) 2021-2027 αποτελεί το βασικό στρατηγικό σχέδιο για την ανάπτυξη της χώρας με τη συνδρομή σημαντικών πόρων που προέρχονται από τα Ευρωπαϊκά Διαρθρωτικά και Επενδυτικά Ταμεία (ΕΔΕΤ) της Ευρωπαϊκής Ένωσης.

Εγκρίθηκε από την Ευρωπαϊκή Επιτροπή στις 29 Ιουλίου 2021 και σύμφωνα με αυτό πρόκειται να διατεθούν για την χώρα μας πόροι συνολικού ύψους 26,2 δισ. ευρώ για τα επόμενα 7 έτη, από τα οποία τα 20,9 δισ. ευρώ αφορούν στην Ενωσιακή Στήριξη και ποσό 5,3 δισ. ευρώ αφορά στην Εθνική Συνεισφορά.

Η Ελλάδα είναι το πρώτο Κράτος-Μέλος της ΕΕ που προχώρησε σε επίσημη υποβολή και της εγκρίθηκε το «Εταιρικό Σύμφωνο Περιφερειακής Ανάπτυξης 2021-2027» για τη νέα Προγραμματική Περίοδο.

Αντικείμενο της Δράσης Ψηφιακό Άλμα είναι η ενίσχυση της ψηφιακής ταυτότητας των πολύ μικρών, μικρών και μεσαίων επιχειρήσεων, αναγνωρίζοντας την ανάγκη για την ενίσχυση του βαθμού ενσωμάτωσης της ψηφιακής τεχνολογίας στις επιχειρήσεις της χώρας μας. Ωφελούμενοι της Δράσης Ψηφιακό Άλμα θα είναι υφιστάμενες πολύ μικρές, μικρές και μεσαίες επιχειρήσεις όλων των κλάδων, οι οποίες πριν την ημερομηνία ηλεκτρονικής υποβολής της αίτησης χρηματοδότησης:
  • έχουν κλείσει τουλάχιστον δυο (2) πλήρεις διαχειριστικές χρήσεις και τηρούν βιβλία Β’ και Γ’ κατηγορίας μέχρι τις 31.12.2017
  • διαθέτουν έναν τουλάχιστον επιλέξιμο ΚΑΔ δραστηριότητας που δεν συμπεριλαμβάνεται στο Παράρτημα ΙV ΜΗ EΠΙΛΕΞΙΜΕΣ ΔΡΑΣΤΗΡΙΟΤΗΤΕΣ (ΚΑΔ)

Basic Requirements for Participation in Digital Jump

Businesses should:
  • Να εμφανίζουν την τελευταία τριετία, τουλάχιστον ένα θετικό αποτέλεσμα προ φόρων, τόκων και αποσβέσεων
  • Provide at the time of application for funding evidence of securing at least 60% of the private participation of the investment project
  • Operate legally with the appropriate, in accordance with the applicable legislation, operating license
  • Submit expenditure that has not been funded and has not been included in another programme financed by national or Community resources
  • Not be included as beneficiaries in decisions to revoke past actions related to digital technology
  • To make one investment proposal per VAT number , exclusively in only one Region
  • Submit an investment plan relating to an eligible Nace code.
The evaluation process will be based on objective criteria and will involve the ranking of businesses in four digital tiers. Ο δυνητικός δικαιούχος-επιχείρηση θα πρέπει να έχει αναβαθμιστεί ψηφιακά κατά δύο τουλάχιστον βαθμίδες και συνεπώς να διαπιστώνεται ουσιαστική αλλαγή στα ψηφιακά του χαρακτηριστικά. Εξαιρούνται από την παραπάνω υποχρέωση οι επιχειρήσεις που κατατάσσονται κατά την ηλεκτρονική υποβολή της αίτησής τους στην ανώτερη ψηφιακή βαθμίδα Β, οι οποίες θα πρέπει να αναβαθμιστούν ψηφιακά κατά μία βαθμίδα, καθώς και οι επιχειρήσεις που κατατάσσονται στην ανώτατη ψηφιακή βαθμίδα Α. Ο συνολικός προϋπολογισμός της δράσης Ψηφιακό Άλμα ανέρχεται σε 50 εκ. € for all regions of the country. The Action is co-financed by the European Regional Development Fund (ERDF) of the European Union and by national resources. Ο επιχορηγούμενος προϋπολογισμός κάθε επενδυτικού σχεδίου κυμαίνεται από 55.000 € έως 400.000 €.

Support for National Register Start-ups “Elevate Greece” to tackle the Covid-19 pandemic – Cycle 2

Objective of the Action Support for National Register Start-ups "Elevate Greece" to tackle the Covid-19 pandemic - Cycle 2, is to enhance the entrepreneurship and liquidity of the start-ups/innovative SMEs, (active in the areas of Smart Specialisation/RIS3), the National Register of Young Entrepreneurs "Elevate Greece" under the adverse conditions of the COVID-19 crisis, which was exacerbated by the prolonged outbreak of the disease, (in the affected CDCs), non-repayable aid (working capital), so that businesses remain viable and jobs are not lost.

Who is covered by the Start-up Business Support

The terms and conditions for participation in the Support for Start-ups applying for funding under this call are as follows:
  • Be registered in the National Register of Young Entrepreneurs/Elevate Greece, www.elevategreece.gr . .Registered companies that were funded under the Decision No. 1729/262/A2/ 16.03.2021 (ID: O88346MTLP-OHY), as amended and in force, may be supported cumulatively from both calls with a maximum total amount of € 100.000. A single enterprise may not be supported under both calls for proposals for the same reference year, i.e. 2020.
  • The activity of the enterprise must be compatible with a sector of the national RIS3 Smart Specialisation Strategy (see Annex VII),
  • They must be micro, small and medium-sized enterprises, as defined in Annex I of Commission Regulation (EU) 651/2014 of 17 June 2014 (Annex V of this call); iv) have started their operations by 31.12.2021,
  • Be active in one of the eligible SRAs, as listed in Annex I "ELIGIBLE ACTIVITIES (SRAs)". The code must be declared either as the main activity or as the activity with the highest revenue,
  • Operate exclusively in one of the following forms of corporate/commercial enterprise: IKE, LTD, LLC, SA, with registered office in the Greek Territory, or capital companies with registered office abroad, which maintain a branch in Greece, as long as it has a Greek VAT number and is registered in the General Commercial Register,
  • They must operate within the Greek territory, i.e. have a Greek VAT number or a certificate from the General Commercial Register,
  • The sum of the costs resulting from the following categories of expenditure must be equal to or greater than 6.250,00 euros:
  1. 1α. of the Commodity Use Markets,
  2. 1β. the Purchases of Raw Materials and Materials for Use,
  3. 1γ. the total benefits to employees (except those who were employed in agricultural-biological activities),
  4. 1δ. the total of the Miscellaneous Operating Expenses,
  • businesses to keep haplographic or duplicative books of the law. 4308/2014,
  • have submitted an income tax and VAT return (if they are subject to VAT) for the reference year 2020 in due time, in accordance with the tax legislation, or a Declaration of Responsibility for those companies that choose 2021 as the reference year, in accordance with ANNEX IV. If an E3 amendment return has been submitted after the deadline for submitting an income tax return, both must be submitted in order to verify that the amounts in the above-mentioned fields of the last timely return have actually been spent.
  • In the case of working capital grants in the framework of all the non-refundable support actions for businesses affected by the pandemic COVID-19 of the NSRF 2014-2020, the total amount of grants from this Action and the other Actions mentioned above, must not exceed the sum of the amounts indicated in the E3 codes for the reference year, on the basis of which the grant of this call is calculated.
  • that there are no grounds for exclusion of paragraph 1 of article 40 of the law. 4488/2017 (Α΄137),
  • in so far as they are active in the processing and marketing of agricultural products, to undertake not to pass on all or part of the aid received to primary producers and to undertake that such aid may not be determined on the basis of the price or quantity of products purchased by primary producers or placed on the market by the undertakings concerned
  • the total amount of de minimis aid received in the past by the single enterprise, including aid under this Action, does not exceed EUR 200 000 (or EUR 100 000 for the road freight transport sector) in any three-year period (current calendar year and the two (2) previous calendar years) preceding the year in which the aid is granted.

Αντικείμενο της δράσης είναι η δημιουργία 3.400 νέων θέσεων εργασίας, πλήρους απασχόλησης με την πρόσληψη ανέργων, εγγεγραμμένων στο μητρώο ανεργίας του ΟΑΕΔ.

Green Tourism

The Green Tourism Act concerns the implementation of investments in the tourism sector by businesses operating as hotels or other tourist accommodation and operating within the Greek territory, while they do not fall under the exemptions of Regulation (EC) 1998/2006. This Act aims to:
  • The development of environmental awareness of those involved in the tourism process and the corporate social responsibility of tourism enterprises.
  • Upgrading the services offered by the tourist units, improving the quality of the services provided and their environmental performance.
  • The creation of infrastructures and action plans that meet the eco-certification criteria.

Who is Green Tourism for

  • Natural or Legal Persons (Limited Liability Company, Limited Liability Company, General Partnership or Limited Partnership, Civil Law Partnership, as well as non-profit legal entities) operating tourist accommodation facilities that operate legally in accordance with the applicable provisions.
  • Existing businesses operating in Greece.
The total budget to be allocated through the Green Tourism Act and coming from Public Expenditure amounts to € 12.904.207. The Public Expenditure of the Act is co-financed by the European Union and in particular by the European Regional Development Fund (ERDF) and from national resources. The minimum budget per submitted investment project is €15.000 and the maximum budget can be up to the amount of €400.000 as set out in paragraph 4.3.5 which defines the aid rates and private participation. Investment projects that do not comply with the above minimum and maximum acceptable thresholds will be rejected.

Expenses subsidized

  • Supply of machinery, special installations and other equipment.
  • Buildings - landscaping - special and ancillary facilities.
  • Costs of certification, verification, validation of environmental management systems.
  • Consultancy fees and other services.
  • Information and promotion.

Green Business

The Green Business Programme is a sub-initiative of the Ministry of Economy, Competitiveness and Shipping (The general objective of the Programme is to create the conditions for the integration of the environmental dimension in the operation of enterprises in order to make interventions in the production chain process.

Who the Green Business concerns

  • The Green Business programme is aimed at Existing businesses active in the Greek sector in the fields of manufacturing and services which act in support of them.
  • All types of small and micro enterprises are considered eligible. For this program, existing businesses are defined as those that have completed three (3) full twelve-month fiscal years.
The programme is financed with a total amount of 30.000.000,00€ (Public Expenditure) from the following operational programmes:
  • An amount of 21.180.000,00€ from the Operational Programme "Competitiveness and Entrepreneurship" approved by the Commission Decision No. C(2007) 5338/26-10-2007 Decision approving Community assistance from the ERDF under the Convergence Objective for the eight regions of Greece.
  • An amount of € 3.300.000,00€ from the Attica Operational Programme approved by the decision no. C(2007) 5443/5-11-2007 Decision approving Community assistance from the ERDF.
  • An amount of 1.500.000,00€ from the Operational Programme Macedonia-Thrace (Central Macedonia) approved by decision no. C(2007) 5337 /26-10-2007 Decision approving Community assistance from the ERDF.
  • An amount of 900.000,00€ from the Operational Programme Macedonia-Thrace (West Macedonia) approved by the decision no. C(2007) 5337 /26-10-2007 Decision approving Community assistance from the ERDF.
  • An amount of 2.820.000,00€ from the Operational Programme Thessaly-Sterea Ellada-Epiros (Sterea Ellada) approved by the decision no. C(2007) 5332/26-10-2007 Decision approving Community assistance from the ERDF (CC1 GR161UPO001).
  • An amount of 300.000,00€ from the Operational Programme for Crete and the Aegean Islands (South Aegean) approved by the Operational Programme for Crete and the Aegean Islands (South Aegean) No. C(2007) 5439/5-11-2007 Decision approving Community assistance from the ERDF.
The amount of subsidy ranges from €15,000 to €200,000. The funding covers 40% of the eligible costs and is increased by 10%, reaching 50% in the case of recruitment of new staff.

Quality Modernization

The new Quality Modernisation Action concerns the financing of business projects medium-sized enterprises and is an integrated intervention aimed at strengthening them for the production of high quality products and services and for improving their export potential. It aims to improve the competitiveness of medium-sized enterprises by investing in their productive modernisation and the adoption of standardisation and certification systems. Beneficiaries of the Quality Modernisation Action are existing medium-sized enterprises, which before the date of online submission of the funding application:
  • at least 3 administrative uses of twelve months have been closed

Start-up Entrepreneurship

The Youth Entrepreneurship programme is aimed at the creation of new small and micro enterprises by unemployed people and those engaged in a professional activity who are not in paid employment. It aims to create micro and small, viable enterprises with an emphasis on innovative business plans and to enhance employment by creating sustainable new jobs. The program is open to:
  • Unemployed registered in the unemployment registers of OAED at the time of submission of the application.
  • Individual service entrepreneurs who are active traders without an employment relationship and who are not in receipt of an old-age pension on the date of publication of the invitation.
Sole traders engaged in commercial activity are not eligible. The action supports business plans with a total investment budget of 15,000 euros up to 60,000 euros to cover eligible costs for up to 24 (months) from the date of the decision to integrate the business plan. The business plans to be funded will address the following strategic priority areas:

Start-up Entrepreneurship - Subsidised expenditure

  • Operating costs (rent for business premises, electricity, telephone, water, heating) up to 60% of the investment project
  • Expenditure on third-party fees (legal, accounting support) up to 8 % of the investment project
  • Promotion, networking and exhibition participation costs up to 15% of the investment project
  • Depreciation of fixed assets / Financial leasing of equipment up to 30% of the investment project
  • Purchase / Finance lease of equipment / Interior design up to 40% of the investment plan (using a flexibility clause)
  • Supply of consumables up to 15% of the investment project
  • Insurance contributions of the beneficiary (entrepreneur/partners) up to 30% of the investment project
  • Salary costs for new posts up to 24.000€
  • Costs of preparation, filing, registration or renewal of a recognised industrial or intellectual property title up to 20% of the investment project
  • Costs will only be eligible if they are incurred after 17.03.2016 starting date for the electronic submission of the application for funding.
  • The funding covers 100% of the eligible costs.

The Program Ανάπτυξη Ψηφιακών Προϊόντων Και Υπηρεσιών ενισχύει επενδυτικά σχέδια για την ανάπτυξη νέων προϊόντων και υπηρεσιών που εμπίπτουν στον κλάδο πληροφορικής και επικοινωνιών και χρηματοδοτείται από το Ταμείο Ανάκαμψης και Ανθεκτικότητας. Στοχεύει ενισχύει επενδυτικά σχέδια για την ανάπτυξη νέων προϊόντων και υπηρεσιών που εμπίπτουν στονκλάδο πληροφορικής και επικοινωνιών, αποσκοπώντας: – στην ενίσχυση της υγιούς επιχειρηματικότητας μέσω της αξιοποίησης των ΤΠΕ – στην ενδυνάμωση του κλάδου ΤΠΕ (σε όρους ανταγωνιστικότητας και εξωστρέφειας) – στη δημιουργία νέων ψηφιακών προϊόντων και υπηρεσιών προστιθέμενης αξίας με ισχυρή εμπορική προοπτική και βιωσιμότητα Για τον σκοπό αυτό, το Πρόγραμμα Ανάπτυξη Ψηφιακών Προϊόντων και Υπηρεσιών θα παρέχει ενισχύσεις, υπό τη μορφή επιχορηγήσεων, για την υλοποίηση επενδυτικών σχεδίων που καλύπτουν όλο τον κύκλο ανάπτυξης ψηφιακών προϊόντων και υπηρεσιών (new product development) και εμπεριέχουν: – Προπαρασκευαστικές δραστηριότητες (ενδεικτικά: έρευνα αγοράς, μελέτη σκοπιμότητας, ενέργειες απόκτησης νέων γνώσεων και δεξιοτήτων για την ανάπτυξη των νέων προϊόντων) – Δραστηριότητες Ανάπτυξης των νέων ψηφιακών προϊόντων/ υπηρεσιών – Συμπληρωματικές δραστηριότητες Εμπορικής αξιοποίησης των νέων προϊόντων και υπηρεσιών Στο πλαίσιο του Προγράμματος ενισχύονται υφιστάμενες ιδιωτικές Επιχειρήσεις που ασκούν οικονομική δραστηριότητα, και για τις οποίες συντρέχουν αθροιστικά οι ακόλουθες προϋποθέσεις: i. They have their registered office or branch in the Greek Territory with a Greek VAT number. ii. They are active on the date of submission of the application for Funding by the Program. iii. They have been established before the date of submission of the Application for Funding to the Program. iv. They constitute a legal entity (Société Anonyme, Limited Liability Company, General Partnership or Limited Partnership, P.C., Sole Proprietorship, Social Cooperative Enterprise, Cooperative) or Sole Proprietorship and keep haplographic or double-entry books. v. They carry out an economic activity in all sectors of the economy, offering products and services in a given market and are subject to the rules of commercial law. Eligible economic activities for the purposes of the Programme are exclusively the activities of the IT sector, as detailed in Annex I of this Call. The Nace codes listed in Annex I must be active before the start of the implementation of the investment project. Proposals may be submitted by undertakings carrying out any economic activity carried out on the free market. Proposals cannot be submitted by entities (natural or legal persons) carrying out activities of a non-commercial nature, such as public administration and compulsory social security activities, gambling activities, organisations, household activities, as well as activities of offshore organisations, which fall under the following SMRs, as well as all their subdivisions.

Youth Entrepreneurship

The Program Youth Entrepreneurship is implemented in the framework of the Operational Programme "Competitiveness and Entrepreneurship" - (ERAN II) and falls under Priority Axis 2, which seeks to create and expand outward-looking entrepreneurship as a strong and capable condition for the country's productive upgrading towards high value-added goods and services, integrating knowledge and innovation, quality and environmental sensitivity. Δικαιούχοι των ενισχύσεων μπορούν να είναι:

  3. It is unemployed , employees, self-employed persons who did not carry out any business activity from 1.1.2008 until the pre-publication of the programme (4.3.2009).
  • The programme covers business activities in the field of manufacturing , the trade , the services , the tourism and recycling - pollution reduction, as listed in the Annexes.
  • The programme is open to enterprises with a legal form that must be a sole proprietorship or a company (general partnership, limited partnership, limited liability company, limited liability company, joint stock company or partnership), which will be established after the date of the pre-publication of the programme.
  • Επιλέξιµα εταιρικά σχήµατα είναι εκείνα στα οποία:
    1. Women with at least 75% of their funds participating Women
    2. Η διαχείριση της εταιρείας ασκείται αποκλειστικά από τις επιλέξιµες εταίρους – γυναίκες κατά τις διατάξεις του παρόντος κανονισµού.
  • ∆εν επιτρέπεται η συµµετοχή νοµικών προσώπων ως µετόχων / εταίρων. Κατ’ εξαίρεση επιτρέπεται η συµµετοχή Εταιρειών Παροχής Επιχειρηµατικών Κεφαλαίων (Venture Capitals) µε ποσοστό µέχρι 25% του µετοχικού / εταιρικού κεφαλαίου.
  • Exceptionally, the participation of Venture Capitals is allowed with up to 25% of the share capital/corporate capital.
  • Κάθε επιλέξιµο φυσικό πρόσωπο έχει δικαίωµα συµµετοχής σε µία (1) µόνο πρόταση ανά κύκλο του προγράµµατος. Σε περίπτωση συµµετοχής σε περισσότερες από µία προτάσεις στο Πρόγραµµα ή στα δύο Προγράµµατα ταυτόχρονα (Ενίσχυση Επιχειρηµατικότητας Νέων – Ενίσχυση Επιχειρηµατικότητας Γυναικών) οι προτάσεις που αυτό το φυσικό πρόσωπο συµµετέχει θα απορρίπτονται όλες, ανεξαρτήτως της συµµετοχής άλλων προσώπων.

Business relocation in B.E.P.E. and Business Parks

The Ministry of Development, Competitiveness, Infrastructure, Transport & Communications Networks invites all interested parties to submit proposals for inclusion in the Programme Business relocation in B.E.P.E. and Business Parks in accordance with the terms of this Programme Guide whose terms and conditions set the framework for the implementation of the programme until the completion of the projects. The aim of this Programme is to improve competitiveness through the creation of economies of scale for the businesses that will be relocated, given that they will operate in organised areas, as well as to address the nuisances and problems faced by established manufacturing businesses within the urban fabric or in other unsuitable areas or in areas where their removal is required, as defined in paragraph 1 of Article 75 of Law No. 3982/2011. The Business Relocation in B.E.P.E. and Business Parks programme is open to proposals from existing manufacturing enterprises, as identified in the tables in the Programme Guide, with a date of commencement of activity of the enterprise before 1.1.2009. For the purposes of this scheme, existing manufacturing enterprises are defined as those that have completed at least (3) years of operation. They have the eligible activities as defined in the tables of the sectors of activity eligible for the scheme, have a proven track record of three complete and full financial years, have a starting date of activity before 1.1.2009 and are not in difficulty within the meaning of the Commission Communication on Community guidelines on State aid for rescuing and restructuring firms in difficulty 2004/C 244/02. Complete and full financial years are demonstrated through the published balance sheets of the enterprises. Companies that are not required to publish balance sheets will have to submit the required Income Tax Forms for three tax years. In addition, companies must have achieved a turnover of more than €30,000 in the last financial year 2012 (2011 financial year) or more than €100,000 cumulatively in the last three financial years.

Tο Πρόγραμμα Εξοικονομώ 2021, είναι το νέο πρόγραμμα ενεργειακής αναβάθμισης κατοικιών, που αποτελεί το διάδοχο σχήμα των προγραμμάτων «Εξοικονόμηση κατ’ Οίκον» και «Εξοικονομώ Αυτονομώ». The design of the Program takes into account the integrated approach of energy saving interventions in the residential building sector and aims at:
  • the reduction of the energy needs of buildings and the emissions of pollutants that contribute to the worsening of the greenhouse effect
  • saving costs for citizens, improving daily living conditions and comfort as well as the safety and health of citizens when using these buildings
  • achieving a cleaner environment
The ExoEconomy 2021 Programme consists of providing incentives for energy saving interventions in the residential building sector. The aim is to reduce energy needs and the consumption of conventional fuels, in the context of the transition to an "Energy Efficient Home". The Programme applies to buildings with a building permit or other legal document, used as a main residence. Owners must meet certain income criteria. More specifically, the Energy Efficiency Program Exoikonomo 2021 includes five (5) categories of incentives, in which Beneficiaries are included depending on their income. Also, incentives are provided for energy upgrade interventions in apartment buildings with individual applications of individual apartments that include communal and non-communal upgrade interventions. Save money – Renovate for Young People

Save - Renovate for Young People: The programme enables 20,000 young people, aged between 18 and 39, to to upgrade their energy efficiency and renovate their homes. For each project of the Energy Efficiency - Renovate for Youth programme that will be submitted and funded under the programme, the minimum energy - environmental target is defined as follows: 1. Primary energy savings of at least 30% 2. Upgrading of the energy class based on the energy performance certificate by at least three (3) energy classes in relation to the existing classification (or mandatory class B' in case of radical renovation) if the upgrade of building infrastructures falling under the provisions of Law 4122/2013. Eligible to participate in the Programme are: - Natural persons born between 01/01/1984 and 31/12/2005 with a right in rem to an eligible residence. - The right in rem (full ownership / usufruct / small ownership) of the applicant must exist in the reference year of the Programme (tax year 2021), as well as at the time of submission of the application. - In the case of a free concession/rental of an eligible dwelling, the applicant (eligible according to the age criteria) must have a right of full ownership/ usufruct in rem (excluding fractional ownership). To qualify under the "Renovate" strand , the applicant (eligible according to the age criteria) must have a 100% full ownership/ usufructuary right in rem (excluding fractional ownership). In order to qualify for the "Renovate" scheme, in addition to the income criterion, the total real estate of the applicant must not exceed the amount of 300.000 € -Eligible are detached houses and individual apartments used as a main residence. Applications relating to the energy upgrade/renovation of a building in a block of flats are not eligible. In order to be eligible, a dwelling must meet the following general conditions: • It exists legally.It has not been deemed demolishable.It is used as the main residence. - It has been classified on the basis of the First Energy Performance Certificate (A' EPC) in a category lower or equal to C. For the legality of the residence, the applicant must provide the relevant legal documents at the time of submission. -Only one (1) application may be submitted for each eligible natural person (for each applicant's VAT number). -Only one (1) application must be submitted for each eligible dwelling of the current Program. -Dwelling, with an active application in one of the energy upgrade programmes, "Exoikonomisi kath' Oikon II" and "Economy-Autonomo" and "Economy 2021", is not eligible to apply for the current programme. An exception is the case of a participating apartment of a "Type B" apartment building application of the "Economize - Autonomo" Programme, which is allowed to apply as an individual apartment in the current Programme. It is not possible to apply only for "Renovate", while participation in "ExoEconomy" is a prerequisite for applying for "Renovate". The programme has a total budget of 350 million euros and enables 20,000 young people, aged 18 to 39, to upgrade their energy efficiency and renovate their homes. The public expenditure budget: -For the "Saving" strand, the total amount is 200 million. €. - For the "Renovate" strand, the total amount is 50 million € - For the subsidy component and 100 mill. € for the low-interest loan. The action is funded by resources from the Recovery and Resilience Fund, the National Public Investment Programme 2023, and the Public Employment Service and the allocation of resources will be made at the regional level.

Έκτακτη Επιχορήγηση σε επιχειρήσεις που έχουν πληγεί από την επίθεση της Ρωσίας κατά της Ουκρανίας και τις διεθνείς κυρώσεις που επιβλήθηκαν

Emergency Grant to businesses affected by Russia's attack on Ukraine and the international sanctions imposed: The Action concerns the supportstrengthening of businesses in the fur and related goods sector that have been affected by the war situation in Ukraine and the international sanctions against Russia. The grant provided comes to cover in the form of working capital, future operating costs and purchases of raw materials in order to ensure part of the liquidity required for the continuation of economic activities and the operation of businesses, indirectly supporting the preservation of jobs. The total budget of the Action is the following amounts 20 million euros .
    • 17 million. EUR for Small and Medium Enterprises with ERANEK funds
      • Commodity Use purchases,
      • purchases of consumables and supplies,
      • rents of professional premises,
      • costs of energy, fixed and mobile business telephony, water supply, heating, etc.,
      • expenses for third party fees (legal, consulting, accounting support, etc.),
      • promotion and networking expenses (design and printing of advertising forms, posters, advertising listings, expenses for participation in professional exhibitions, company website/Creation and/or Upgrade, etc.),
      • consumables supply costs,
      • depreciation of fixed equipment (tangible and intangible),
      • salary costs of the company's personnel.3 million. EUR for Large Enterprises with purely national resourcesThe Action is co-funded with funds from Greece and the European Union ( European Regional Development Fund - ERDF REACT EU ).The date of eligibility of expenditure is set at 1 February 2022.The public funding paid in the form of a lump sum is intended to cover eligible operating costs from the date of eligibility of expenditure until 31 December 2022. Indicative costs eligible for the Action, under the application of the simplified cost option and lump sum calculation, may be the following:
        • Commodity Use purchases,
        • purchases of consumables and supplies,
        • rents of professional premises,
        • costs of energy, fixed and mobile business telephony, water supply, heating, etc.,

Installation of Young Farmers – Third Call

The program Installation of New Farmers (υπομέτρο 6.1) αφορά στην παροχή κατ’ αποκοπή οικονομικών ενισχύσεων σε νέους που δεν έχουν υπερβεί το 41ο έτος της ηλικίας τους για την είσοδο και παραμονή στη γεωργική απασχόληση και την πρώτη τους εγκατάσταση σε γεωργικές εκμεταλλεύσεις, who have sufficient professional qualifications, establish themselves for the first time as heads of agricultural holdings and implement business plans for the development of their agricultural activities. Στόχος του προγράμματος ενισχύσεων νέων γεωργών κατά τη μεταβατική περίοδο 2021 και 2022 είναι η αύξηση της ανταγωνιστικότητας των γεωργικών εκμεταλλεύσεων μέσω της ηλικιακής ανανέωσης και της δημιουργίας επιχειρηματιών γεωργών που με το πέρας της στήριξης θα διαθέτουν κατάλληλα εφόδια και βιώσιμες εκμεταλλεύσεις. Το υπομέτρο 6.1 συγχρηματοδοτείται από την Ευρωπαϊκή Ένωση (Ευρωπαϊκό Γεωργικό Ταμείο Αγροτικής Ανάπτυξης «Ε.Γ.Τ.Α.Α.») και το Ελληνικό Δημόσιο. Ποιους αφορά η Εγκατάσταση Νέων Γεωργών

Φυσικά πρόσωπα που: • έχουν συμπληρώσει το 18ο έτος της ηλικίας τους, έχουν πλήρη δικαιοπρακτική ικανότητα και φερεγγυότητα σύμφωνα με τις διατάξεις του Αστικού Κώδικα και δεν έχουν υπερβεί το 41ο έτος της ηλικίας τους • είναι μόνιμοι κάτοικοι των περιοχών εφαρμογής του υπομέτρου 6.1.2. Legal entities that: • are headed – legally represented by a young farmer who fulfils the conditions of point (1.i) • έχουν ως αρχηγό – νόμιμο εκπρόσωπο νέο γεωργό, σύμφωνα με τις προϋποθέσεις των παρ. 5 and 7 of Article 4, which holds at least 51% of the capital of the legal person. • έχουν έδρα στην ευρύτερη περιοχή του τόπου της μόνιμης κατοικίας του αρχηγού – νόμιμου εκπροσώπου τους και εντός της ίδιας Περιφέρειας • έχουν κύρια δραστηριότητα στον πρωτογενή τομέα (ομάδα ΚΑΔ 01 εκτός των ΚΑΔ 01.6 και ΚΑΔ 01.7) τη γεωργική παραγωγή. Activities in fishing shall not be taken into account.

Program budget

Sub-measure 6.1 is co-financed by the European Union (European Agricultural Fund for Rural Development "E.G.T.A.A.") and the Greek State. A total amount of € 420,000,000 is foreseen to cover the needs of this call.

Amount of subsidy

Financial support for the first setting-up of young farmers shall be granted in the form of a flat-rate amount of support following the adoption of the decision to integrate operations relating to the request for support. The financial support is granted in the form of capital and is paid in two instalments.

e-Retail: Grant to existing SMEs in the retail sector for the development/upgrade and management of an e-store

Η δράση του ΕΣΠΑ με τίτλο: e-Λιανικό – Επιχορήγηση υφιστάμενων ΜμΕ επιχειρήσεων του κλάδου του λιανεμπορίου, έχει ως στόχο την ενίσχυση των υφιστάμενων και νεοσύστατων μικρομεσαίων επιχειρήσεων του κλάδου του λιανεμπορίου για την ανάπτυξη ή/και αναβάθμιση ηλεκτρονικού καταστήματος (e-shop),αφορά στην ενίσχυση μεσαίων, μικρών και πολύ μικρών, ώστε να μπορέσουν να βελτιώσουν την αντιμετώπιση των δυσκολιών σε αυτές τις εξαιρετικές περιστάσεις της έξαρσης της νόσου COVID-19. The Action aims to:
  • supporting the operation of SMEs under the coronavirus (COVID-19) pandemic,
  • enhancing the integration of digital technology as well as their digital transformation, and
  • avoiding overcrowding indoors

Δικαιούχοι της Δράσης e-Λιανικό

The following are eligible to apply:
  • Existing businesses , if they have been established and have acquired an eligible ID by 30/09/2019
  • Newly established businesses , if they have been established and have acquired an eligible ID from 1/10/2019 until the date of the call for proposals.
Επιλέξιμες για τη Δράση είναι μεσαίες, μικρές και πολύ μικρές επιχειρήσεις που πληρούν τα κάτωθι κριτήρια:
  • have as their main activity, at the head office or at the branch, or as an activity with the largest revenues the retail sector (nace code 47 and its Details)
  • maintain a physical retail store, in a separate area of their home, i.e. a commercial space that welcomes and serves customers,
  • the head office and/or branches have been suspended for at least one day from Wednesday 18 March 2020 onwards;
  • existing businesses must have a decrease of at least 20% in their turnover in the 4th quarter of the year 2020 compared to the corresponding quarter of the year 2019
