The programme

The Ministry of Development, Competitiveness, Infrastructure, Transport & Communications Networks invites all interested parties to submit proposals for inclusion of projects in the Programme Relocation of Businesses in B.E.P.E. and Business Parks according to the terms of this Programme Guide whose terms and conditions set the framework for the implementation of the programme until the completion of the projects.

The aim of this Programme is to improve competitiveness through the creation of economies of scale for the businesses that will be relocated, given that they will operate in organised areas, as well as to address the nuisances and problems faced by established manufacturing businesses within the urban fabric or in other unsuitable areas or in areas where their removal is required, as defined in paragraph 1 of Article 75 of Law No. 3982/2011.

In the Business Relocation in B.E.P.E. and Business Parksprogramme  can submit a proposal  existing ones   manufacturing enterprises , as identified in the tables in the Programme Guide, with a date of commencement of activity of the enterprise before 1.1.2009.

For this programme as existing manufacturing businesses are defined as those that have completed at least (3) years of operation. They have the eligible activities as defined in the tables of the sectors of activity eligible for the scheme, have a proven track record of three complete and full financial years, have a starting date of activity before 1.1.2009 and are not in difficulty within the meaning of the Commission Communication on Community guidelines on State aid for rescuing and restructuring firms in difficulty 2004/C 244/02. Complete and full financial years are demonstrated through the published balance sheets of the enterprises. Companies that are not required to publish balance sheets will have to submit the required Income Tax Forms for three tax years.

In addition, companies must have achieved a turnover of more than €30,000 in the last financial year 2012 (2011 financial year) or more than €100,000 cumulatively in the last three financial years.

The Public Cost of the project amounts to a total of 10.000.000 €. The Public Cost is broken down into 8.500.000 € (85%) as Community contribution from the European Regional Development Fund (ERDF) and  1.500.000 € (15%) National Contribution.

The Programme supports projects with an investment amount of at least € 30.000,00 up to a maximum of € 400.000,00 and with a duration of implementation - completion of the physical and financial scope of these projects until 31.3.2015.

Upon completion of the investment, the approved Economic Object must have been implemented to at least 50%, which as an amount of investment should not be less than 30.000,00 €, the project must be operational and the operating license of the business must have been issued at the new location of the business.

The Programme supports projects with an investment amount of at least 30.000€ up to a maximum of 400.000€ and with a duration of implementation - completion of the physical and financial scope of these projects until 31.3.2015.

  1. Expenditure on the construction of new buildings. (It concerns the cost of purchasing materials and the invoicing of works and services for their installation)
  2. Expenditure on the purchase of buildings and/or the extension/arrangement of existing buildings on the new site to make them suitable for industrial use. (This concerns the cost of purchasing materials and the pricing of works and services for the extension/refurbishment of existing buildings).
  3. Costs for the establishment of supply networks at the new site.
  4. Expenditure on essential special installations.
  5. Expenditure relating to the landscaping of the building
  6. Expenditure for the supply of new production and auxiliary equipment, computer equipment, software, quality control equipment and equipment for the production of energy from renewable energy sources and the conversion of fuels into natural gas.
  7. Costs of relocation operations.
  8. Expenditure relating to the inclusion of the investment
  9. Expenditure on necessary studies

  • Application - Proposal Submission Form of the company, signed by the legal representative of the company and stamped with the company's seal.
  • The company's articles of association, together with any amendments thereto, or a codified version of the articles of association, showing the details of the company's legal representative.
  • Published Balance Sheets and Results of Operations for the financial years 2010, 2011, 2012 (2009, 2010, 2011 respectively) for those companies that are obliged to prepare
  • The Income Tax Return Forms (for SAs, LLCs Form F01, for LLCs, EU Form E5, for Sole proprietorships Form E1) for the financial years 2010, 2011, 2012.
  • Forms of the Computerized Form of Financial Data of Enterprises and Traders (Form E3) for the financial years 2010, 2011, 2012 (2009, 2010, 2011 respectively).
  • Business license or the legal exemption thereof, or a Declaration of Responsibility in accordance with the second part of the Law. 3982/2011, or any documents of Public Authorities that prove at least the legal operation.
  • Documents and evidence showing that the business is operating in its current location and is still operating. (e.g. PPC or OTE bills)
  • Pre-agreement or contract for the purchase of a building or lease of the building, within a RES or OP.
  • A document from the Directorate of Industrial Planning and Environment certifying that there is no available reception area for the specific category of nuisance of the enterprise within the boundaries of the regional unit in which the enterprise to be relocated is located
  • A document from the Competent Management Body of the B.E.I.P. or EIA certifying that the activity carried out by the enterprise is permitted in the B.E.I.P. or EIA in question.
  • In the case of relocation of the business to an existing building, a civil engineering report is required describing the existing condition of the new premises of the business.
  • If the investment project includes the purchase of a building, a preliminary purchase contract and, before the first disbursement of the grant, a transcribed purchase contract are required.
  • Detailed, complete and clear tenders - preferential tenders for all the costs included in the investment project.
  • Responsible statement from an engineer for the degree of disturbance of the unit according to the KYA 3137/191/F.15 (Government Gazette 1048/B'/2012).
  • Responsible statement by the owner of the unit clearly indicating the capacity of the unit based on the criteria of the KYA 3137/191/F.15 (Government Gazette 1048/B'/2012)
  • A declaration by the owner of the establishment stating whether or not the B.E.I.P. in which the relocation is taking place belongs to an OPAAX area of ANNEX IX.
  • Responsible Declaration of L. 1599/1986 of the legal representative of the company with a certified signature.
