The programme

Το Πρόγραμμα Ανάπτυξη Ψηφιακών Προϊόντων Και Υπηρεσιών ενισχύει επενδυτικά σχέδια για την ανάπτυξη νέων προϊόντων και υπηρεσιών που εμπίπτουν στον κλάδο πληροφορικής και επικοινωνιών, αποσκοπώντας:
– στην ενίσχυση της υγιούς επιχειρηματικότητας μέσω της αξιοποίησης των ΤΠΕ
– στην ενδυνάμωση του κλάδου ΤΠΕ (σε όρους ανταγωνιστικότητας και εξωστρέφειας)
– στη δημιουργία νέων ψηφιακών προϊόντων και υπηρεσιών προστιθέμενης αξίας με ισχυρή εμπορική προοπτική και βιωσιμότητα
Για τον σκοπό αυτό, το Πρόγραμμα Ανάπτυξη Ψηφιακών Προϊόντων και Υπηρεσιών θα παρέχει ενισχύσεις, υπό τη μορφή επιχορηγήσεων, για την υλοποίηση επενδυτικών σχεδίων που καλύπτουν όλο τον κύκλο ανάπτυξης ψηφιακών προϊόντων και υπηρεσιών (new product development) και εμπεριέχουν:
– Προπαρασκευαστικές δραστηριότητες (ενδεικτικά: έρευνα αγοράς, μελέτη σκοπιμότητας, ενέργειες απόκτησης νέων γνώσεων και δεξιοτήτων για την ανάπτυξη των νέων προϊόντων)
– Δραστηριότητες Ανάπτυξης των νέων ψηφιακών προϊόντων/ υπηρεσιών
– Συμπληρωματικές δραστηριότητες Εμπορικής αξιοποίησης των νέων προϊόντων και υπηρεσιών

Who it concerns

Δικαιούχοι - Ποιους αφορά


Στο πλαίσιο του Προγράμματος ενισχύονται υφιστάμενες ιδιωτικές Επιχειρήσεις που ασκούν οικονομική δραστηριότητα, και για τις οποίες συντρέχουν αθροιστικά οι ακόλουθες προϋποθέσεις:
i. They have their registered office or branch in the Greek Territory with a Greek VAT number.
ii. They are active on the date of submission of the application for Funding by the Program.
iii. They have been established before the date of submission of the Application for Funding to the Program.
iv. They constitute a legal entity (Société Anonyme, Limited Liability Company, General Partnership or Limited Partnership, P.C., Sole Proprietorship, Social Cooperative Enterprise, Cooperative) or Sole Proprietorship and keep haplographic or double-entry books.
v. They carry out an economic activity in all sectors of the economy, offering products and services in a given market and are subject to the rules of commercial law.


Eligible economic activities for the purposes of the Programme are exclusively the activities of the IT sector, as detailed in Annex I of this Call. The Nace codes listed in Annex I must be active before the start of the implementation of the investment project. Proposals may be submitted by undertakings carrying out any economic activity carried out on the free market.
Proposals cannot be submitted by entities (natural or legal persons) carrying out activities of a non-commercial nature, such as public administration and compulsory social security activities, gambling activities, organisations, household activities, as well as activities of offshore organisations, which fall under the following SMRs, as well as all their subdivisions.

Επίσης, στο πλαίσιο του Προγράμματος δεν ενισχύονται δραστηριότητες που αντίκεινται στην εφαρμογή της αρχής της «μη πρόκλησης σημαντικής βλάβης» (2021/C 58/01), όπως αναλυτικότερα περιγράφονται στο Παράρτημα Ι.
vi. Λειτουργούν νόμιμα και συμμορφώνονται με τη σχετική ενωσιακή και εθνική περιβαλλοντική νομοθεσία, διαθέτοντας, εφόσον τους ζητηθεί, το κατάλληλο έγγραφο τεκμηρίωσης, σύμφωνα με την κείμενη νομοθεσία και την ασκούμενη δραστηριότητά τους (π.χ. άδεια λειτουργίας, απαλλακτικό άδειας λειτουργίας, γνωστοποίηση έναρξης λειτουργίας, την τυχόν κατά περίπτωση προβλεπόμενη περιβαλλοντική αδειοδότηση, κλπ.).
vii. They are micro, small or medium-sized enterprises, according to the definition in Annex I of Regulation (EU) 651/2014, as in force (see Annex II of this Call).
viii. They are not bankrupt, wound up or administered by the courts.
ix. No State aid recovery proceedings are pending against them.

x. Δεν έχουν λάβει ενίσχυση διάσωσης ή αναδιάρθρωσης ή έχουν λάβει ενίσχυση διάσωσης και έχουν αποπληρώσει το δάνειο ή λύσει τη σύμβαση εγγύησης ή έχουν λάβει ενίσχυση αναδιάρθρωσης και δεν υπόκεινται ακόμη σε σχέδιο αναδιάρθρωσης.
xi. Δεν είναι προβληματικές επιχειρήσεις, κατά τον ορισμό του άρθρου 2 του Κανονισμού (ΕΕ) 651/2014 και το με Α.Π. 42649/EYKE5351/10.04.2017 έγγραφο της EYKE «Διευκρινίσεις σχετικά με ζητήματα εφαρμογής του Κανονισμού 651/2014, ως προς το χαρακτηρισμό μιας επιχείρησης ως προβληματικής». Επιπλέον, λαμβάνοντας υπόψη το άρθρο 1 παρ. 4 περίπτωση γ) του Κανονισμού (ΕΕ) 651/2014, το Πρόγραμμα μπορεί κατά παρέκκλιση να απευθύνεται και σε επιχειρήσεις που δεν ήταν προβληματικές την 31η Δεκεμβρίου 2019, αλλά κατέστησαν προβληματικές κατά την περίοδο από 1ης Ιανουαρίου 2020 έως την 31η Δεκεμβρίου 2021.
xii. There are no grounds for exclusion under Article 40 of the Law. 4488/2017 (137/Α) βάσει του οποίου: οι δυνητικοί δικαιούχοι αποκλείονται από την ένταξη σε πρόγραμμα ή την υπαγωγή σε καθεστώτα ενίσχυσης, που χρηματοδοτούνται από Ενωσιακούς ή εθνικούς πόρους, εάν έχουν επιβληθεί σε βάρος τους, εντός 2 ετών πριν την ημερομηνία λήξης της προθεσμίας υποβολής Αίτησης Χρηματοδότησης:
α) τρεις (3) πράξεις επιβολής προστίμου από τα αρμόδια ελεγκτικά όργανα του Σώματος Επιθεώρησης Εργασίας για παραβάσεις της εργατικής νομοθεσίας που χαρακτηρίζονται, σύμφωνα με την υπουργική απόφαση 2063/Δ1632/2011 (Β΄ 266), όπως εκάστοτε ισχύει, ως «υψηλής» ή
«πολύ υψηλής» σοβαρότητας, οι οποίες προκύπτουν αθροιστικά από τρεις (3) διενεργηθέντες ελέγχους, ή
b) two (2) fines imposed by the competent control bodies of the Labor Inspection Body for violations of labor legislation related to undeclared work, which result cumulatively from two (2) audits carried out.
The sanctions referred to in subparagraphs (a) and (b) must have acquired final and binding force.
xiii. They shall submit a proposal for the development of new digital products and services that they will commercially exploit, committing to:
a. that no part of the investment project has started to be implemented before the submission of the Funding Application,
b. that they will activate – if it does not already exist at the time of the proposal phase – an eligible investment SMR, according to the analysis in Annex I, before the start date of implementation of the investment project.
Each business (distinct VAT number) may submit only one (1) funding proposal under this Program.

Ο προϋπολογισμός του Προγράμματος (συνολική Δημόσια Δαπάνη) ανέρχεται σε 100.000.000,00 ευρώ. Το Πρόγραμμα χρηματοδοτείται από πόρους του Ταμείου Ανάκαμψης και Ανθεκτικότητας για τη Δράση του ΤΑΑ – 16706 με τίτλο: «Digital Transformation of SMEs», στο πλαίσιο του Εθνικού Σχεδίου Ανάκαμψης και Ανθεκτικότητας Ελλάδα 2.0 με τη χρηματοδότηση της Ευρωπαϊκής Ένωσης – NextGenerationEU. Έχει ενταχθεί στο ΕΣΑΑ με την αρ. πρωτ. ΥΠΟΙΚ 17646/10-02-2022 απόφαση ένταξης του έργου (ΑΔΑ: ΩΤΠΧΗ-Ρ19), με τίτλο «Βιομηχανικές Πλατφόρμες Δεδομένων» και κωδικό ΟΠΣ ΤΑ 5161112.


The projects that will be proposed for support under the Program can have a budget from €200.000,00 to €2.000.000,00.

Η ενίσχυση που χορηγείται στο πλαίσιο του Προγράμματος έχει τη μορφή μη επιστρεπτέας επιχορήγησης, η οποία καλύπτει μέρος των επιλέξιμων προς ενίσχυση δαπανών.
The amount of aid shall be modulated on the basis of:
– Το μέγεθος της επιχείρησης,
– Το είδος των δραστηριοτήτων και των επιλέξιμων δαπανών,
– τα όρια ενίσχυσης του Γ.Α.Κ.,

and is broken down as follows:

  • Οι επιλέξιμες δαπάνες Βιομηχανικής Έρευνας ενισχύονται σε ποσοστό 70% για τις μικρές επιχειρήσεις και σε ποσοστό 60% για τις μεσαίες επιχειρήσεις.
  • Οι επιλέξιμες δαπάνες Πειραματικής Ανάπτυξης ενισχύονται σε ποσοστό 45% για τις μικρές επιχειρήσεις και σε ποσοστό 35% για τις μεσαίες επιχειρήσεις.
  • Οι επιλέξιμες δαπάνες εκπόνησης της Μελέτης Σκοπιμότητας ενισχύονται σε ποσοστό 70% για τις μικρές επιχειρήσεις και σε ποσοστό 60% για τις μεσαίες επιχειρήσεις.
  • Οι επιλέξιμες δαπάνες προστασίας της παραχθείσας γνώσης ενισχύονται σε ποσοστό 50%, τόσο για τις μικρές επιχειρήσεις όσο και για τις μεσαίες επιχειρήσεις.
  • Οι επιλέξιμες δαπάνες συμμετοχής σε εμπορικές εκθέσεις ενισχύονται σε ποσοστό 50%, τόσο για τις μικρές επιχειρήσεις όσο και για τις μεσαίες επιχειρήσεις.
  • Οι επιλέξιμες δαπάνες Διαδικαστικής και Οργανωτικής Καινοτομίας ενισχύονται σε ποσοστό 50%, τόσο για τις μικρές επιχειρήσεις όσο και για τις μεσαίες επιχειρήσεις.

Private Participation in investment costs

The part of the investment not covered by public funding constitutes a private participation of the undertaking. Private participation can be covered with the company's own funds or with foreign (borrowed funds).
In any event, the maximum aid intensities as laid down in the applicable Article of the GAAR, where applicable, should be respected.
Private participation may be covered in one or more of the following ways:

  • Με αύξηση του εταιρικού κεφαλαίου με καταβολή μετρητών από υφιστάμενους ή νέους εταίρους.
  • Με χρήση φορολογηθέντων αποθεματικών, όπως αυτά προβλέπονται από την κείμενη νομοθεσία, εκτός του τακτικού, χωρίς να απαιτείται αύξηση του εταιρικού κεφαλαίου και υπό τον όρο ότι τα αποθεματικά αυτά δεν θα μπορούν να διανεμηθούν πριν την παρέλευση 3 ετών από την ολοκλήρωση και έναρξη παραγωγικής λειτουργίας της επένδυσης.
  • Με αύξηση του εταιρικού κεφαλαίου από κεφαλαιοποίηση υφιστάμενων κεφαλαίων της επιχείρησης, ως εξής: α) Κεφαλαιοποίηση των υποχρεώσεων της επιχείρησης προς τους εταίρους ή και β) κεφαλαιοποίηση του υπολοίπου κερδών εις Νέο.
  • Με δανειακά κεφάλαια.

The company declares how the private participation in the Funding Application is covered and in case it joins the Temporary Beneficiaries, submits the necessary supporting documents, as the case may be (see Annex V, Paragraph 15 below).

Eligible Actions
Το Πρόγραμμα ενισχύει επενδυτικά σχέδια που στοχεύουν στον σχεδιασμό, την ανάπτυξη και την εμπορική αξιοποίηση νέων, καινοτόμων, ψηφιακών προϊόντων και υπηρεσιών που βασίζονται σε σύγχρονες τεχνολογίες με στόχο, μεταξύ άλλων, τη λειτουργία νεοφυπολογιστικών υποδομών και υπηρεσιών για τις μικρομεσαίες επιχειρήσεις, την υποστήριξη των μικρομεσαίων επιχειρήσεων για την αξιοποίηση υποδομών και υπηρεσιών Cloud, την ανάπτυξη διαδικτυακών υπηρεσιών λογισμικού. The ultimate goal of the Program is to increase the competitiveness of the ICT industry, through the offer of modern, qualitatively upgraded products, which can stand worthy both in the domestic and international market.
The digital products and services to be included in the investment plans should have the following characteristics:
– Μπορεί να απευθύνονται τόσο σε μεμονωμένους καταναλωτές (B2C), όσο και σε άλλες επιχειρήσεις (B2B/ B2B2C). Cases of vertical/ specialized markets are not excluded. Σε κάθε περίπτωση, απευθύνονται σε σαφώς ορισμένη δυνητική πελατειακή βάση και καλύπτουν διαπιστωμένες και πραγματικές ανάγκες της αγοράς – στόχου.
– Τεκμηριώνουν την ιδιότητα του «προϊόντος», διακρίνονται δηλαδή μεταξύ άλλων από προκαθορισμένη λειτουργικότητα ενσωματωμένη στη βασική λύση πριν την όποια προσαρμογή ανά πελάτη, υψηλό βαθμό τυποποίησης, επαναληψιμότητα στον τρόπο διάθεσης/ εφαρμογής τους ανά πελάτη, διακριτή και αναγνωρίσιμη ονομασία (branding), οδικό χάρτη εξέλιξης (product roadmap), τυποποιημένη μεθοδολογία καθορισμού της σύνθεσης (configuration) και της τιμολόγησης αυτής (pricing), επαρκή τεκμηρίωση, καθώς και δυνατότητα ένταξης σε μία συγκεκριμένη αγορά (κατηγορία προϊόντων).
– Δημιουργείται προστιθέμενη (τεχνολογική) αξία στο πλαίσιο του επενδυτικού σχεδίου. Για παράδειγμα, δε θεωρείται επιλέξιμη η επένδυση που προβλέπει τη διάθεση υφιστάμενων τεχνολογικών λύσεων απλώς υπό άλλη μορφή ή εμπορική ονομασία (repackaging, white labeling κλπ.). On the other hand, an investment which creates:

  • να νέο προϊόν που δεν υπήρχε ή υπήρχε μόνο ως βασική ιδέα/ πρωτότυπο (proof of concept/ prototype),
  • A radically renewed version of an existing product based on innovative technologies. Η αναφορά σε «ανανεωμένη έκδοση» δεν καλύπτει τη δημιουργία νέων εκδόσεων (releases/ versions) στο πλαίσιο της συνήθους εξέλιξης ενός προϊόντος, αλλά αφορά επενδύσεις ριζικού ανασχεδιασμού (π.χ: μεταφορά legacy προϊόντος σε νέα αρχιτεκτονική ή άλλο stack, cloud native, multitenant, API enabled).
  • ένα εντελώς νέο module προϊόντος με ξεχωριστή λειτουργικότητα, το οποίο μπορεί να ενσωματωθεί σε υφιστάμενη οικογένεια προϊόντων (ενδεικτικά: νέο ERP/ CRM module που προστίθεται σε υφιστάμενη σουίτα).

– Είναι τεχνολογικά άρτια και αξιοποιούν σύγχρονες τεχνολογίες. Ακολουθούν καλές πρακτικές στον τομέα τους όσον αφορά την αρχιτεκτονική, τον τρόπο ανάπτυξης και διάθεσης, που επιτρέπουν την κλιμάκωση σε μεγάλο αριθμό πελατών (στις περιπτώσεις που έχει εφαρμογή) και διευκολύνουν την εξέλιξή τους.
– Διαθέτουν στο τέλος της επένδυσης επαρκή λειτουργικότητα (σε σχέση με το σκοπό για τον οποίο προορίζονται) που επιτρέπουν την εμπορική τους διάθεση στην αγορά (minimum marketable products).
– Χρησιμοποιούνται στο τέλος της επένδυσης από πραγματικούς πελάτες/χρήστες, έστω και πιλοτικούς. Within the framework of the investment projects, the following Activities (D) are supported:
Προπαρασκευαστικές δραστηριότητες, που προηγούνται της κυρίως ανάπτυξης του προϊόντος:
- D.1.1: Feasibility Study, to confirm the technical adequacy and economic viability, as well as to investigate the individual parameters of the commercial exploitation of the project results.
– D.(Expenditure) 1.2.: Conducting market research.
- D.1.3: Actions of a research nature aiming at the acquisition of new knowledge and skills for the development of new products (indicatively: prototyping in a laboratory environment, laboratory simulations, etc.), for which the necessity is fully documented on the basis of the specific nature and requirements of the project,
Product development, which is the mainstay of the investment:
- D.2.1: Analysis and Operational Planning.
– D.(Expenditure) 2.2.: Technical Design – Implementation of the product.
- D.2.3: Standardisation, preparation for disposal (packaging, provisioning, etc.)
D.3.: Commercial exploitation
- D.3.1: Securing commercial and intellectual property rights.
– D.(Expenditure) 3.2.: Participation in Trade Fairs.
– D.(Expenditure) 3.3.: Other Promotion and Publicity Actions.
In order to ensure that the aid in question is necessary and serves as an incentive to develop the activities referred to in this measure, investments which the beneficiary would have developed anyway under prevailing market conditions are not eligible.
For this reason, it is noted that no actions related to the implementation of the proposed operational plan should have taken place before the date of submission of the relevant proposal under the Action.
Allocation of eligible actions to R&D activities
Actions for the development of new Products (Product Development)

For the purposes of the Programme, the investment actions for the development of new digital products and services referred to in the previous paragraph correspond to "Experimental Development" activities of Article 25 of Regulation (EU) 651/2014 (Aid for research and development projects).
Exceptions are:
- Necessary Preparatory Actions of a research nature aimed at acquiring new knowledge and skills for the development of new products (corresponding to Activities D.1.3. of the immediately preceding paragraph), for which:

  • their necessity is fully documented on the basis of the specific nature and requirements of the project,
  • the necessary commitment of resources will not exceed 15% of the total project budget.

- Activities for the preparation of a Feasibility Study (corresponding to Activities D.1.1. of the immediately preceding paragraph), aiming at investigating the individual parameters of the commercial exploitation of the project's results, at a cost not exceeding 10% of the project's budget and up to €40.000,00.
- Procedural and Organizational Innovation Activities of Article 29 Reg. (EU) 651/2014 (corresponding to the Activities D.(Expenditure) 2.1. of the immediately preceding paragraph), with a cost that will not exceed 5% of the project budget.
Additional Protection & Promotion Activities
In order to make better use of the results of the research project, investment actions may also include:
– the acquisition of patents and other intangible assets (Article 28 of the Regulation). (EU) 651/2014 - Innovation aid for SMEs), with a cost not exceeding 5% of the project budget and up to €10.000,00 for the first application and up to €4.000,00 for each subsequent application.
– participation in trade fairs abroad (Article 19 of the Regulation). (EU) 651/2014 - Participation of SMEs in trade fairs), at a cost not exceeding 5% of the project budget.
Eligible expenditures
The eligible costs shall be broken down as follows:
Expenditure Category 1 – Staff costs (≥40% w/w)

The category includes fees for the staff (researchers and technicians) employed in the context of the implementation of the project. These are costs relating to:
- KD1.1. to the beneficiary's existing staff employed on the project and linked to the beneficiary by a dependent employment relationship (full-time or part-time employment contract of indefinite duration, fixed-term employment contract),
- KD1.2. to new staff required for the implementation of the project and employed on a full-time or part-time contract
- KD1.3 natural persons employed on a contract basis.
In order to be eligible, the expenditure on personnel with a dependent employment relationship (KD1.1 and KD1.2) must be accompanied by an increase in employment in the investing entity, which will concern specialisations relevant to the project requirements. The additional EME (annual work units) resulting from employment growth should be equal to at least 30% of the SRM that will be included in the Expenditure Subcategories 1.1 and 1.2.
New recruitments made for the purposes of the project should add work units to the company, in addition to the total number of employees in the last closed financial year (01.01.2021 - 31.12.2021).
In case a business has been established in 2021, for the calculation of the existing employment in SRM, the actual period of operation in the year 2021 will be discounted to a 12-month period of operation.
KD2 - Third Party Services (≤50% p/a)
The following subcategories are included in this category:

- KD2.1. Implementation of research and development by third parties. Research activities within the physical scope of the project and entrusted by the beneficiary through a service contract (subcontracting) to natural persons or legal entities.
- KD2.2. Knowledge and patents. In order to be eligible, the knowledge and patents must have been bought or licensed from external sources, on an equitable basis, and used exclusively as an input for the purposes of the project.
- KD2.3. Advisory services. These are the services of external consultants (e.g. studies, expertise) under a service contract, which are used exclusively for the project and do not relate to the normal operation of the enterprise. This category also includes expenditure on the preparation of a feasibility study.
- KD2.4. Expenditure on participation in trade fairs. Included: Costs of renting, installing and managing a stand for participation in a trade fair (conventional or digital/hybrid), if the participation is directly linked to the project results.
- KD2.5. Costs for the protection of generated knowledge. Costs for intangible assets are included. It refers to costs for obtaining patents and other intangible assets directly linked to the project results and includes costs incurred as a result of the procedures of the Patent Granting Bodies.
Expenditure under this category may amount to up to 50% of the project budget.

Important dates

The date of the call for proposals is the date of issue of the Call for Funding Applications by the Implementing Agency. The Programme notice activates the management, support, publicity and communication mechanism for beneficiaries and suppliers for the implementation of the actions described in this guide.The interested Economic Operators (Potential Beneficiaries and Suppliers) are invited to take into account the following milestones:
Suppliers:
Applications for the participation of Suppliers in the Program can be submitted on the digital platform from Wednesday, June 22, 2022 and throughout the duration of the Program.
Requests for approval of products and services to be subsidized by the Program are submitted by already approved suppliers throughout the duration of the Program.
Funding Applications for Categories one (1), two (2) and three (3):
Applications for Funding specifically for Action Categories one (1), two (2) and three (3) can be submitted by potential beneficiaries, from Wednesday, June 22, 2022, until Wednesday, September 14, 2022.
