The programme
The Action ExoEconomy - Entrepreneur provides funding for the implementation of interventions, aiming at improving the
energy efficiency
of enterprises.
It aims at the penetration of the highest possible degree of energy from RES or CHP in the total energy consumption and the successful coverage of at least 25% of the annual (thermal and electrical) energy needs through integrated solutions for the installation of RES and CHP systems.
The implementation of the action is expected to contribute to the overall target of reducing annual primary energy consumption by 380GWh, resulting in a corresponding reduction in energy costs for businesses and also reducing annual greenhouse gas emissions by 35%.

The Action supports existing medium, small and micro enterprises
- A medium-sized enterprise is defined as an enterprise which employs fewer than 250 employees and whose annual turnover does not exceed EUR 50 million or whose annual balance sheet total does not exceed EUR 43 million.
- A small enterprise is defined as an enterprise which employs fewer than 50 people and whose annual turnover or annual balance sheet total does not exceed EUR 10 million.
- A micro enterprise is defined as an enterprise which employs fewer than 10 persons and whose annual turnover or annual balance sheet total does not exceed EUR 2 million.
All enterprises in the following sectors are eligible for the Action:
Except for those activities exempted by the General Exemption Regulation (EU) No. 651/2014 of the Commission and the Regional Aid Guidelines.

- public undertakings, public bodies or public organisations and/or their subsidiaries, as well as companies in whose capital or voting rights the local authorities and all the above public bodies participate, directly or indirectly, with more than twenty-five percent (25%) of the capital or voting rights
- enterprises which are part of an already organised uniform distribution network for goods or services and which, under relevant contracts, exploit intellectual property rights, usually involving trademarks or distinctive titles and know-how for the use and distribution of goods or services (e.g. franchising, shopinshop, agency network, etc.).
- businesses with their registered office at the beneficiary's residence (main or secondary)
Conditions for participation
- Established up to business, with an eligible ID for the Action by 31/12/2020.
- Have completedat least two (2) twelve-month fiscal years prior to the date of online submission of the funding proposal .
- To be active in the Greek territory and to declare as place(s) for the implementation of the actions of this action exclusively per Region. The application for funding must indicate the Region in which the investment project will be carried out.
- Legally operate with the appropriate licensing document, in accordance with the legislation and the activity they are carrying out.
- Provide a Responsible Declaration of the legal representative of the company that there is no arbitrary construction or no arbitrary use has been installed on the property and if there is, it has been settled with the provisions of the current law (paragraph 2 of article 83 of Law 4495/2017) or a previous one (Law 3843/2010, Law 4014/2011, Law 4178/2013).
- An Energy Audit of the company in its current state has been completed and the proposed energy saving plans of the energy audit results report have been completed.
- In case the application includes measures to improve the energy efficiency of the building infrastructure and if provided for by the legislation in force, for the documentation of the necessity of the implementation of the interventions the issuance of an Energy Performance Certificate (EPC) isrequired based on the KENAK issued by an Energy Inspector, registered in the Energy Inspectors' Register.
- Achieve at least the minimum energy target
- For expenditure subject to the General Exemption Regulation, the planned operation must meet the incentive character of and for this purpose no work must have started before the submission of the application for funding by the beneficiaries under this call for proposals. Otherwise, the entire investment project becomes ineligible for financing

The total public expenditure budget for the action amounts to 200 million. € and will be allocated discretely to:
- €100 million for the Trade and Services sectors
- €100 million for the tourism sector
The action is funded by the
Recovery and Resilience Fund
and the distribution of the resources will be at regional level.

Under the Programme:
- For the Trade and Services sectors, projects with a total investment budget (subsidised budget) of up to €100,000 are supported.
- For the tourism sector, projects with a total investment budget (subsidised budget) of between €50,000 and €500,000 are supported.
The Capacity of the facility shall beup to one hundred (100) beds.
The above limits do not include VAT, which is not eligible expenditure.

Eligible costs are divided into costs for the implementation of energy retrofit interventions, and other support costs (i.e. costs necessary for the preparation, submission and monitoring of the application and the final control of the achievement of the minimum energy targets), which fall under the De Minimis Regulation.
The eligible costs under this action are, in summary, the following:
- energy upgrading interventions of the building envelope such as thermal insulation of opaque building elements, replacement of transparent building elements, installation of shading systems
- interventions for energy upgrading of the lighting system, both internal and external, such as replacement of lighting fixtures by new LED technology, installation of automation for coupling artificial and natural lighting, installation of automation to reduce consumption due to the absence/presence of users,
- energy-saving interventions in space heating systems such as replacing boilers with heat pumps, reinforcing thermal insulation of distribution networks, replacing terminal units with new energy-efficient ones,
- energy saving interventions in space cooling systems such as replacing chillers with newer technology heat pumps or chillers, reinforcing thermal insulation of distribution networks, replacing terminal units with new energy efficient ones,
- energy-saving interventions in ventilation systems such as replacement of air handling units by newer technology that recover the energy of the discharged air, reinforcement of thermal insulation of distribution networks, replacement of unit fans by new energy-efficient fans controlled by electronic devices (inverters),
- energy saving interventions in hot water systems such as replacing boilers with heat pumps, reinforcing thermal insulation of distribution networks, replacing storage units with new energy efficient ones,
- interventions for the installation of renewable energy systems, such as solar thermal systems, photovoltaic systems, energy storage systems, small wind turbines and geothermal systems including geothermal panels, installation of automation, control and management systems at local but centralised level
- power quality improvement systems
They are not eligible:
- Maintenance work.
- Movable elements of a non-permanent nature (e.g. curtains, interior blinds, etc.).
- Other equipment that does not contribute to the energy upgrade of the building
- Employer's contributions for construction work and expenditure relating to customs duties and charges
