The programme

 Action 1 - Basic Digital Transformation of SMEs concerns companies that have not yet integrated important information and telecommunications technologies (ICT) in their operations and aim to cover key gaps in applications and equipment.

The main objective of Action 1 - Basic Digital Transformation of SMEs is the digital upgrading of SMEs through the implementation of basic digital transformation actions with modern information and communication technologies (ICT) so that the supported enterprises are able to meet the increased digital requirements of the modern market.

The Action encourages, as a priority, the implementation of targeted digital transformation actions that contribute to an outward-looking, innovative, competitive and sustainable critical production of higher value-added products and services.

Who it concerns

Existing medium, small and micro enterprises, as defined in Commission Recommendation 2003/361/EC.

The The basic conditions for participation of enterprises applying for funding are as follows on the date of online submission of the funding application:
1. Submit a single application for funding per VAT number
2. Be active in Greek territory and invest exclusively in a single Regional Category (with the same aid intensity)
3. Adhere to Simple or double-entry books and have at least one (1) full financial year
4. Be active to the eligible ID of the investment project for at least one (1) year.
5.The investment project must concern exclusively on eligible activities.
6. Have at least three (3) FTEs of paid employment in the calendar year preceding the submission of the funding application.

Επιπρόσθετα θα πρέπει να πληρούνται στο σύνολό τους οι κάτωθι προϋποθέσεις κατά την ημερομηνία ηλεκτρονικής υποβολής της αίτησης χρηματοδότησης:

7. To operate legally having the appropriate, according to the legislation in force, operating license.
8. Να μην βρίσκονται υπό πτώχευση, εκκαθάριση ή αναγκαστική διαχείριση.
9. The physical object of the investment has not been completed or has not been fully implemented before the submission of the application for funding.
11. Meet the conditions for the application of Reg. EU 1407/2013 (De Minimis). Το συνολικό ποσό των ενισχύσεων ήσσονος σημασίας (De Minimis) που έχει λάβει στο παρελθόν η ενιαία επιχείρηση, συμπεριλαμβανομένης της ενίσχυσης από αυτή τη Δράση, να μην υπερβαίνει το ποσό των €200.000 (ή €100.000 για τον τομέα των οδικών εμπορευματικών μεταφορών για λογαριασμό τρίτων) μέσα σε μία τριετία (τρέχον οικονομικό έτος και τα δύο (2) προηγούμενα οικονομικά έτη) πριν από τον χρόνο χορήγησης του εννόμου δικαιώματος της ενίσχυσης.

Δεν έχουν δικαίωμα υποβολής αίτησης χρηματοδότησης:

• Public enterprises, public bodies or public organisations and/or their subsidiaries, legal persons governed by public law, as well as companies in whose capital or voting rights the OTAs and all the above public bodies participate, directly or indirectly, with a percentage of more than twenty-five percent (25%), individually or jointly (as well as companies that are assimilated to them, as main partners)
• Offshore companies, financial and insurance institutions, as well as all kinds of sports clubs, associations, sports joint stock companies, as well as companies related to the above categories in any way (indicatively: parent, subsidiary, affiliated, associated, cooperating, joint ownership/management through natural persons, etc.)

Please note that:

•  businesses with the main residence of the Beneficiary are not accepted.
• The enterprise may carry out expenditure at its head office and/or at its branches, provided that all the places of implementation belong to the same category of region and that they have the same aid intensity.

Program budget

The budget of this Action amounts to a total amount of €90.000.000 (Public Expenditure) and is distributed to the regions of the country.

The minimum and maximum total supported budget (M/F) of the funding application is set from €18.000 to €30.000.

The subsidised budget of the funding application may not exceed three times the highest turnover achieved in one of the three (or less if the company does not have three) financial years preceding the year of submission of the funding application, with a maximum of 30.000€.

The Public Expenditure is co-financed by the European Regional Development Fund (ERDF) of the European Union and by National Participation.

For greater complementarity, funding is provided using Common Support (Article 25 of Regulation (EU) 2021/1060) to finance interventions falling within the scope of ESF+.

Amount of subsidy

The aid under this Action will be made available under Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

The aid rates of the investment projects for all their eligible costs under this detailed call are as follows:

Expenses subsidized

The core costs covered by Action 1 - Basic Digital Transformation of SMEs are:

• Equipment costs with indicative costs: Purchase of digital office equipment, upgrading internal data transfer networks, interaction with employees, customers or suppliers, etc.
• Software expenditure with indicative expenditure: Supply of modern business resource & process management applications (e.g. ERP, WMS, KPIs, EDI, BMPS, etc.), image processing, 3D models and CAD, digital security, customer and supply chain management, production optimization, etc.
• Expenditure for Provision of Services related to digital upgrading with indicative costs: Consultancy support for monitoring the implementation of the investment plan, technical support for the implementation of the investment plan, installation or configuration of applications included in the funding application.
• Indirect costs: This category of expenditure does not require the submission of supporting documents, is paid pro rata with each payment and the proportionate amount is finalised at the stage of final certification of the investment project.

The Action will remain open until the budget is exhausted.

Funding applications will be evaluated using the direct procedure (FiFo) in order of priority, according to the date/time of electronic submission (finalization) in the OPSKE.

The maximum duration of the completion of the physical and economic scope of the investment project may not exceed nine (9) months, from the date of adoption of the Decision of Inclusion.
