The programme
The object/objective of the Action is to strengthen the entrepreneurship and liquidity of the start-ups/innovative SMEs, (active in the areas of Smart Specialisation/RIS3), the
National Register of Young Entrepreneurs "Elevate Greece"
under the adverse conditions of the COVID-19 crisis, which was exacerbated by the prolonged outbreak of the disease (in the affected CDCs), in the form of non-refundable aid (working capital), so that businesses remain viable and jobs are not lost.
The amount of aid to be granted to the start-up business is up to €100,000.00, which corresponds to a maximum of 80% of the business's Working Capital for the reference year (2019 or 2020).
The start-up innovative SMEs are a dynamic and promising part of the Greek economy with an orientation towards Innovation and/or Research, with a high positive impact on the economic development of the country and its transition to a new production model, while at the same time, in addition to maintaining their existing jobs, they try to create new ones, if possible for highly qualified personnel, in order to contribute to stopping the increasing trend of brain drain abroad. The country's innovative start-up SMEs are facing liquidity shortages and suffering significant losses due to the impact of the COVID-19 containment measures.
The exceptional nature of the outbreak of COVID-19 means that the losses in question could not have been foreseen, are of a significant scale and therefore create for the undertakings conditions that differ significantly from the market conditions in which they normally operate. Even healthy companies, which are well prepared for the inherent risks of normal business activity, face difficulties that jeopardise their viability. The primary objective of this action is to provide targeted public support to ensure that there is sufficient liquidity in the market to address the impact of COVID-19.
Στο πλαίσιο αυτό, η συγκεκριμένη δράση Στήριξη Νεοφυών Επιχειρήσεων Εθνικού Μητρώου “Elevate Greece” για την αντιμετώπιση της πανδημίας Covid-19, ενισχύει νεοφυείς καινοτόμες μικρομεσαίες επιχειρήσεις που επλήγησαν από την πανδημία με τη μορφή μη επιστρεπτέας επιχορήγησης, σύμφωνα με τα κατωτέρω οριζόμενα.

Who it concerns
Beneficiaries of the Action, i.e. enterprises eligible for public funding under this action, are innovative start-up SMEs, which are registered in the National Register of Start-up Enterprises/E.M.N.E. "Elevate Greece" and meet the following criteria:
- be registered in the National Register of Start-ups/Elevate Greece, established and maintained by the General Secretariat for Research and Innovation, Directorate for Supporting Research and Innovation Actions/Division C' Innovation
- the company's activity is compatible with an area of the national smart specialisation strategy RIS3
- be micro small medium-sized enterprises

- operate exclusively with one of the following types of enterprises of corporate/commercial character: IKE (private capital company), LTD, SA, based in the Greek Territory, or capital companies based abroad, which maintain a branch in Greece, as long as it has a Greek VAT number and is registered in the G.E.MI / General Commercial Registry
- operate within the Greek territory, i.e. have a Greek VAT number or a certificate from the G.E.MI/General Commercial Registry
- have submitted an income tax and VAT return (if they are subject) for the reporting year 2019 on time, in accordance with the tax legislation, or a Solemn Declaration for those businesses that choose 2020 as the reference year
- comply with books of account or double-entry books of n. 4308/2014
- no recovery order for previous unlawful and incompatible State aid is pending against them on the basis of a judgment of the European Union/EU or the Court of Justice of the European Union/CJEU
All of the above basic conditions for the participation of enterprises must be met, as failure to meet one or more of them is grounds for rejecting the application for funding.
Ineligible beneficiaries
Offshore companies are not eligible to apply for funding .
It should be noted that only applications from undertakings which:
α) They have submitted their income tax return for the 2019 fiscal year on time in accordance with the tax legislation and
b) They will fill in the amounts in the above mentioned fields with the income tax return data (tax form E3 for 2019, as extracted from the systems platform) submitted in due time in accordance with tax legislation.
Σε περίπτωση που μετά την καταληκτική ημερομηνία υποβολής δήλωσης φορολογίας εισοδήματος έχει υποβληθεί τροποποιητική δήλωση Ε3 πρέπει να υποβληθούν και οι δύο για να διαπιστωθεί ότι έχουν χρησιμοποιηθεί τα ποσά των προαναφερθέντων πεδίων της τελευταίας χρονικά εμπρόθεσμης δήλωσης.

The total Public Expenditure of the actions of this call for proposals amounts to 60.000.000,00 euros.
The Public Expenditure of the Action is co-financed by National Funds and the European Union and in particular by the
European Regional Development Fund (ERDF)
under the Operational Programme "Competitiveness, Entrepreneurship and Innovation (EPANEK)" of the NSRF 2014-2020.

Η δημόσια χρηματοδότηση καλύπτει Κεφάλαιο Κίνησης έως 80% των εξόδων της επιχείρησης για το έτος αναφοράς (2019 ή 2020) με ελάχιστο ποσό επιχορήγησης τα 5.000,00€ και μέγιστο τα 100.000,00€.
The subsidy for beneficiary companies with costs equal to or above the amount of 125.000,00 € amounts to 100.000,00 €. ∆No subsidies are available for businesses with costs of less than EUR 6.250,00.
The amounts on which the exact grant amount will be calculated are derived from the sum of:
- of Commodity Markets
- of Purchases of materials and consumables
- of the total expenditure on services
- of the total rent paid in the financial year by the enterprise
- of total employee benefits (excluding those employed in agricultural-organic activities)
- of the Various Operating Expenses
The total amount of public funding to be received by the beneficiary undertaking (at the level of a 'given undertaking' as defined by Community legislation and case-law) from the specific measure, together with any other aid received under the scheme. 19.3.2020/C(2020) 1863, and which may have been granted in the form of direct grants, tax and payment advantages or other forms of aid, such as repayable advances, guarantees, loans and equity, may not exceed a total nominal value of more than EUR 1,800,000 in aggregate, as set out in the Temporary Framework, i.e. the 19.3.2020/C(2020) 1863 Announcement, as amended.

Working capital paid should be used up within 2021. This will be evidenced by the E3 form for the year 2021 in which the amounts declared in the respective fields, on the basis of which the working capital paid was calculated (see chapter 4), will not be less than the working capital paid. If, during the audit to be carried out in 2022 and after the tax returns of the companies have been submitted, the difference between the amount paid and the sum of the amounts declared will be recovered as undue payment.
