The programme
The new programme Financing the Operation of Structures & Technology Transfer Activities was announced by the Ministry of Development and Investment , which is part of the Operational Programme "Competitiveness, Entrepreneurship and Innovation".
According to the invitation of the Ministry, the aim of this programme is to exploit the research results produced in the country's Public Research Institutions (Universities, Research Centres) with emphasis on priority areas of the RIS3 national strategy to develop the necessary structures, expertise and human resources for technology transfer to research organisations.

• Higher Education Institutions individually or in collaboration with other HEIs and / or research bodies
- Research bodies under Article 13A of Law No. 4310/2014, except in case B, individually or in collaboration with universities and/or other research organisations.
Conditions for participation
The The Project Fiche (FDF ), which constitutes the Beneficiary's proposal and is completed exclusively in the electronic format available at
OPS NSRF
. Attached to this call are instructions for completing the fields of the Fiche. The submission of the proposal constitutes an application for funding by the potential beneficiary. The following supporting documents/documents, which accompany the Fiche, are an integral part of the proposal:
- Evidence of the beneficiary's competence
- Decision of the Competent Collective Body for the submission of the proposal
- Draft decision for implementation by own resources
- Administrative Capacity / Organisational Structure and Procedures
- Administrative Capacity / Procedures for project management and implementation
- Operational Capacity / Experience in the implementation of related projects

The funding can cover three main categories of activities that a Technology Transfer structure has:
Α. Technology Transfer Actions
Eligible costs (indicative):
• Remuneration of new staff
• Fees to third parties
• Consulting/legal services
• Expenditure on feasibility studies
• Costs of intellectual property protection
- Proof-of-Concept development costs (less than or equal to 15% of the annual
budget of the Technology Transfer Office)
• Promotion and advertising costs
• Travel and hosting costs for promotion and networking
Estimated Budget per Proposal: up to 1.000.000 euros
Β. Staffing & Organization of Offices and possible Collaborative Technology Transfer Structures
Eligible costs (indicative):
• Remuneration of new staff
• Consulting/legal services
• Software/Subscriptions
• Office Equipment
• Networking Expenses
- Promotion costs - creation of corporate identity/website

C. Information, education and training actions
Eligible costs (indicative):
• Remuneration of new staff
• Fees to third parties
- Training costs (trainers' fees, hire of training facilities, training material, costs of training courses, costs of
travel costs for trainers, travel costs for training of hub staff, etc.)
• Event organizing
• Other eligible costs

The date for the submission of applications for the programme " Financing for the Operation of Structures & Technology Transfer Activities, is Wednesday 4 August 2021 with a deadline of Friday 29 October 2021 at 15:00.

Regardless of whether an Entity will develop Technology Transfer activities on its own or in cooperation with other Entities, it will have to submit an Operating Plan, which will be in the form of a Business Plan, which will include:
1) Forecast of the Technology Transfer activities to be developed by each Body and/or the Joint Structure for a two-year period. Indicatively, the activities that will be envisaged are:
- No. Invention Records
- No. Initial applications for patents, industrial designs, etc.
- No. PCT applications
- No. granted patent families in at least one IP5 office
- No. Confidentiality Agreements
- No. Material Transfer Agreements - No. Research Service Agreements (Contract Research)
- No. Joint Development Agreements (Co-development)
- No. Intellectual Property and Knowledge Licensing Agreements (Licensing Agreements)
- No. Business Plans to be supported
- No. Technoblasts to be established
2) Description of the information, education and training actions for the staff of the Technology Transfer Offices and the human resources of the HEI/EC, participating in the Technology Transfer actions.
3) Documentation of the staffing needs of the organisational structure and the required resources (e.g. consultants, fixed assets, travel)
4) Budget for the implementation of the two-year operating plan of the Technology Transfer Office and the Joint Structure (in case of participation in a Joint Structure)
5) Documentation of the viability of the Technology Transfer Office for five years after the completion of the project.
