“Research – Innovate”: The pre-publication of the Action – Beneficiaries and criteria has been posted

The pre-publication of the strategic action “Research – Innovate” of the “Competitiveness” program of ESPA has been posted. 2021/27, with a budget of 300,000,000 euros and was designed as an evolution of the successful Action “Research – Create – Innovate” implemented during the 2014-2020 programming period.

The main objective of the Action is to connect research and innovation with entrepreneurship and strengthen the competitiveness, productivity and extroversion of businesses towards international markets, with the aim of transitioning to quality innovative entrepreneurship and increasing domestic added value.

Funding Applications should relate to research and innovation projects and be part of one of the four (4) interventions. The interventions and the indicative Public Expenditure (in euros) per intervention are:

To implement their plans, potential Beneficiaries can design their research project using a wide range of supported costs from the classic research and development activities: industrial research and experimental development. Basic research and feasibility studies are not eligible research and development activities under this Action.

Eligible bodies – Conditions of participation

The Action is addressed to businesses that have at least one (1) closed full (annual) management year, with an emphasis on small and medium enterprises (SMEs), and research organizations. The Research Organizations must be legally operating in Greece on the date of issue of the Action invitation. More specifically, potential Beneficiaries of the Action are:

  • a) Enterprises and “Other entities treated as enterprises”
  • b) Research organizations and “Other entities treated as research organizations”

For their participation in the Action, businesses – potential beneficiaries must at the time of submission of the application legally operate (with headquarters or a branch) in the Greek region where the aid is located according to the Funding Application and have a VAT number. Exceptionally, foreign companies (TIN / VAT Number holders) based in a Member State of the European Union, which at the time of submission do not have a branch in Greece, undertake that with the entry of the deed, and in any case before the issuance of any document, they will have a branch (not a recommendation new, subsidiary company) in the region of the place of implementation. Offshore companies do not have the right to submit a financing application.

Excluded are problem businesses as well as businesses for which a decision to recover aid from the EU is pending. It is noted that the companies should have been registered in the Register of Beneficial Beneficiaries of article 20 of Law 4557/2018 (Α΄ 139), as applicable, before the date of submission of the financing application, if they are included in the Register. In the context of this Action, each research organization participates as a single entity, i.e. at the VAT level and in particular at the level of the Special Research Funds Account (ELKE), for those organizations that have an ELKE.

In the event that a project involves different Faculty Departments of the same HEI (University) or different Institutes of the same Research Center or different Departments of the same HEI or different Laboratories of the same HEI or Institute, the corresponding HEI or Research Center with a single budget calculated at a level research organization (ELKE VAT number).

Budget and duration of projects

The maximum total supported budget of the funding application per intervention is defined as follows:

The duration of the implementation of the submitted project proposals must not exceed thirty-six (36) months, with the possibility of extension for a period equal to one third of the initial duration. Intervention IV proposals will have a duration equal to that approved by the “Horizon Europe” Programme.

Aid regime – Aid intensity

The aid of this Action will be allocated within the framework of the General Exemption Regulation (Regulation (EU) No. 651/2014 as applicable and in particular articles 25 “Aids for research and development projects” and 25a “Aids for projects that have been awarded the quality mark “Seal of Excellence”.

The intensity of support of a beneficiary’s research and development project is determined by:

  • the characterization of the research and development category (industrial research, experimental development) of each work unit of his project and
  • the size of the business (Very Small/Small, Medium or Large)

The aid intensity is determined separately for each beneficiary of aid in the case of collaborative projects.

In detail the intensities of the aid are shown below by category of intervention, by classification of work unit and according to the size of the business.

Intervention I: Research and Development by Businesses

The supported project must fall into one or more of the categories industrial research and/or experimental development.

The increased aid intensity for industrial research and experimental development applies if one of the following conditions is met:

  • the project envisages genuine cooperation between enterprises of which at least one is an SME and of which no single one bears more than 70% of the eligible costs, or
  • the results of the project are widely disseminated through conferences, publications, open access repositories or through free or open source software

Intervention II: Business Partnerships with Research Organizations

The supported collaborative project must fall into one or more of the categories of industrial research and/or experimental development.

The increased aid intensity for industrial research and experimental development applies if one of the following conditions is met:

  • the project envisages real cooperation between an enterprise and one or more research and knowledge dissemination organizations, which bear at least 10% of the eligible costs and have the right to publish the results of their research
  • the results of the project are widely disseminated through conferences, publications, open access repositories or through free or open source software

Intervention III: Utilization of Research Results

The supported project must fall into one or more of the categories industrial research and/or experimental development.

The increased aid intensity for experimental development applies if the following condition is met:

  • project results are widely disseminated through conferences, publications, open access repositories or
  • via free software or open source software

Intervention IV: Seal of Excellence for businesses

The aid intensity for the aided company (in total for the research and development project) is set at 70%. In any case, the total public funding provided for each research and development project shall not exceed the funding rate established for that research and development project under the rules of the Horizon Europe programmes.

Number of beneficiaries per project

The Funding Applications that will be strengthened under the Action can be submitted either by individual small and medium enterprises, or by groups of enterprises, or by partnerships of enterprises with research organizations and should be included in one of the four categories of interventions (Actions):

I. Business Research and Development

Intervention I is addressed to existing Businesses that have at least one (1) closed full (annual) management year. Potential beneficiaries are either a small and medium-sized enterprise (individual SME) or Business Groups in which at least one necessarily is an SME. In addition, the business group may participate one (or more) entity/s belonging to the Other bodies which are treated as businesses.

II. Business Partnerships with Research Organizations

Intervention II concerns partnerships of existing businesses, which have at least one (1) closed full (annual) management year, with research organizations, with businesses as the main recipients. In the context of the intervention the partnership includes at least one micro-medium enterprise and at least one research organization.

Επιπλέον, στη σύμπραξη δύναται να συμμετέχει μία (ή περισσότερες) οντότητα/ες που ανήκει στους Λοιπούς Φορείς που αντιμετωπίζονται ως Ερευνητικοί Οργανισμοί ή στους Λοιπούς φορείς που αντιμετωπίζονται ως επιχειρήσεις. Ειδικότερα, στο πλαίσιο της παρέμβασης:

  • Σε συμπράξεις δύο ή τριών ή τεσσάρων εταίρων – φορέων, ο ένας θα πρέπει απαραίτητα να είναι ΜΜΕ. 
  • Σε συμπράξεις άνω των τεσσάρων εταίρων – φορέων οι δύο θα πρέπει απαραίτητα να είναι επιχειρήσεις και τουλάχιστον μία θα πρέπει να είναι ΜΜΕ.

III. Αξιοποίηση Ερευνητικών Αποτελεσμάτων

Δυνητικοί δικαιούχοι στην Παρέμβαση ΙΙΙ είναι υφιστάμενες μεμονωμένες μικρομεσαίες επιχειρήσεις (ΜΜΕ), που έχουν κατ’ ελάχιστον μία (1) κλεισμένη πλήρη (ετήσια) διαχειριστική χρήση.

IV. Σφραγίδα Αριστείας (Seal of Excellence) για επιχειρήσεις

Δυνητικοί δικαιούχοι είναι μικρομεσαίες ελληνικές επιχειρήσεις που έλαβαν τη Σφραγίδα Αριστείας (Seal of Excellence) για έργα έρευνας και ανάπτυξης στο πλαίσιο του Προγράμματος «Ορίζοντας Ευρώπη» (Horizon Europe) της Ευρωπαϊκής Ένωσης αλλά δεν έλαβαν χρηματοδότηση λόγω εξάντλησης του διαθέσιμου προϋπολογισμού.

Μέγιστος αριθμός υποβαλλόμενων αιτήσεων χρηματοδότησης ανά επιχείρηση

Κάθε αυτοτελής επιχείρηση (σε επίπεδο ΑΦΜ) μπορεί να συμμετέχει ως δυνητικός δικαιούχος σε έως πέντε (5) Αιτήσεις Χρηματοδότησης αθροιστικά στις Παρεμβάσεις Ι, ΙΙ και ΙΙΙ, καθόλη τη διάρκεια της Δράσης. Σημειώνεται ότι δεν τίθεται περιορισμός στον αριθμό των προτάσεων στις οποίες συμμετέχει ένας ερευνητικός οργανισμός.

Μέγιστος επιχορηγούμενος προϋπολογισμός ανά επιχείρηση – Δυνητικό δικαιούχο

Ο προϋπολογισμός μιας επιχείρησης – δυνητικού δικαιούχου στην αίτηση χρηματοδότησης δεν δύναται να υπερβαίνει το υποπενταπλάσιο (20%) του υψηλότερου κύκλου εργασιών της επιχείρησης που επετεύχθη σε μία από τις τρεις (ή λιγότερες εφόσον η επιχείρηση δεν διαθέτει τρεις) διαχειριστικές περιόδους, του έτους που προηγείται της υποβολής της αίτησης χρηματοδότησης. Ελέγχεται κατά την υποβολή σε επίπεδο ΑΦΜ της αιτούσας επιχείρησης. Του ανωτέρω ορίου εξαιρούνται οι αιτήσεις χρηματοδότησης της Παρέμβασης IV: Σφραγίδα Αριστείας (Seal of Excellence) για επιχειρήσεις.

Ελάχιστο ποσοστό συμμετοχής επιχειρήσεων στον προϋπολογισμό του έργου

Ο προϋπολογισμός του έργου κατανέμεται μεταξύ επιχειρήσεων και ερευνητικών οργανισμών ως εξής: για τις επιχειρήσεις τουλάχιστον 30% του προϋπολογισμού του έργου και για τους Ερευνητικούς Οργανισμούς έως 70% του προϋπολογισμού του έργου. Ο όρος ελέγχεται συνολικά (σωρευτικά) για όλες τις επιχειρήσεις και τους Λοιπούς φορείς που αντιμετωπίζονται ως επιχειρήσεις του συνεργατικού έργου. Ομοίως ελέγχεται για τους ερευνητικούς οργανισμούς σωρευτικά, για όλους τους ερευνητικούς οργανισμούς και για τους Λοιπούς φορείς που αντιμετωπίζονται ως Ερευνητικοί Οργανισμοί του συνεργατικού σχήματος. Ο όρος αποτελεί προϋπόθεση συμμετοχής και ελέγχεται και στην υποβολή της Αίτησης Χρηματοδότησης και στην τελική αποπληρωμή του έργου.

Επιλέξιμοι τομείς δραστηριότητας

Η Δράση επικεντρώνονται σε συγκεκριμένες στρατηγικές περιοχές παρέμβασης (προτεραιότητες) οι οποίες καθορίστηκαν στην Εθνική Στρατηγική Έξυπνης Εξειδίκευσης 2021- 2027 που συνδέει την έρευνα και την καινοτομία με την επιχειρηματικότητα και στις οποίες η χώρα παρουσιάζει πλεονεκτήματα στις οποίες θα μπορούσε να στηριχθεί η μετάβαση σε ένα νέο αναπτυξιακό πρότυπο. Οι Αιτήσεις Χρηματοδότησης ερευνητικών έργων που θα υποβληθούν, θα αφορούν στους 8 τομείς της Εθνικής Στρατηγικής Έξυπνης Εξειδίκευσης (ΕΣΕΕ):

  1. Υλικά, Κατασκευές & Βιομηχανία
  2. Τουρισμός, Πολιτισμός & Δημιουργικές Βιομηχανίες
  3. Αγροδιατροφική Αλυσίδα
  4. Περιβάλλον & Κυκλική Οικονομία
  5. Βιοεπιστήμες, Υγεία, Φάρμακα
  6. Μεταφορές & Εφοδιαστική Αλυσίδα 
  7. Αειφόρος Ενέργεια 
  8. Ψηφιακές Τεχνολογίες

Η ενδεικτική κατανομή της Δημόσιας Δαπάνης ανά θεματικό τομέα προτεραιότητας της Εθνικής Στρατηγικής Έξυπνης Εξειδίκευσης (ΕΣΕΕ) 2021-2027 έχει ως ακολούθως:
