Recovery Fund: The 55 new projects included worth 3.35 billion euros

In 3.35 billion The budget of 55 projects amounts to EUR, which are included in the Recovery and Resilience Fund, after approval by the Deputy Minister of Finance responsible for the Program, Mr. Thodoros Skylakakis.

The National Recovery and Resilience Plan for Greece 2.0 is in full swing, with the number of projects in the pipeline constantly increasing. It is recalled that 48 projects, amounting to 2.76 billion euros have already been included and announced in two time phases. The first 12 (€1.42 billion) in July 2021 and the remaining 36 projects (€1.34 billion) in October 2021. After this third package, the total budget of 103 projects to be implemented through the Recovery Fund exceeds 6 billion euro.

The 55 new projects included in Greece 2.0 by pillar

1. Green Transition

  • I save at home (cycles 2021, 2022) for the energy upgrade of main residences (1.35 billion euros).
  • I save at home (cycle 2020) for the energy upgrade of main residences (199.64 million euros).
  • Renovation of the Athens Olympic Sports Center (OAKA) - Repair, maintenance and improvement of its operational performance (€56.43 million).
  • National Reforestation Plan - Forest Protection Plan (50 million euros).
  • Green TAXIS - Replacement of old, polluting TAXI vehicles with new, purely electric, zero-emission vehicles (40.01 million euros).
  • Ανακατασκευή του Κέντρου Υπερυψηλής Τάσης (ΚΥΤ) Κουμουνδούρου και Γραμμή Μεταφοράς 400kV ΚΥΤ Κουμουνδούρου - ΚΥΤ Κορίνθου (30,10 εκατ. ευρώ).
  • Construction of 13 Civil Protection Regional Operational Centers (23.56 million euros).
  • Independent studies for the determination of Construction Factor Acceptance Zones (Z.Y.S.) in at least 50 Municipal Units (8.08 million euros).

2. Digital Transition

  • Digitization of Urban Information Archives. It concerns the building permit files (159.89 million euros).
  • Grant of the National Network of Technology and Research Infrastructures (EDYTE S.A.) for the development of a new national high-performance computing system, which will meet the needs of the research and academic community for the next 5 years (23 million euros).
  • Interconnection of the existing Enterprise Resource Planning (ERP) systems of the General Government with the National Electronic Invoicing Network (€2.30 million).

3. Employment, Skills, Social Cohesion

  • Reform of the Clawback system and offsetting it with research and investment costs (€250 million).
  • Supply and installation of interactive learning systems in primary and secondary general and vocational school units (148.68 million euros).
  • PES business grant program for the employment of 10,000 long-term unemployed, aged 45 and over, in areas of high unemployment (119.70 million euros).
  • Targeted employment program of the PES for special population groups, with difficulty finding a new job (111.23 million euros).
  • Upskilling and reskilling programs (vocational training) in high-demand sectors, with an emphasis on digital and green skills (€101.74 million).
  • Preparation/pre-work program for 10,000 unemployed young people, aged 18 to 30, in a private sector work environment for their smooth integration into the labor market (68.04 million euros).
  • Support program for the unemployed and employers affected by the effects of the pandemic, with the use of expert labor consultants (€54.72 million).
  • Business grant program for the employment of 5,000 unemployed in the PES green economy sectors, with an emphasis on women (49.88 million euros).
  • Digitization of the e-EFKA insurance history (file), with the main objective of protecting and securing it, as well as access to information from the e-EFKA systems (33.23 million euros).
  • Transformation of the Information Systems of the Ministry of Labor and Social Affairs into an integrated Information System for Monitoring the Labor Market and introduction of the digital labor card - ARIADNI (31 million euros).

Refugee

  • Promoting the integration of the refugee population into the labor market: Internship and work (17.50 million euros).
  • Promoting the integration of the refugee population into the labor market: Linguistic - intercultural training (7.34 million euros).
  • Promoting the integration of the refugee population into the labor market: Vocational Training (6.01 million euros).
  • Promoting the integration of the refugee population into the labor market: Interpretation services (2.99 million euros).
  • Central Information System for Coupling labor supply and demand, i.e. a function of coupling the characteristics of the unemployed with the characteristics of the requested jobs (2.70 million euros).
  • E-learning and digitization of educational content (PES). The project concerns the modernization of the vocational training system (868,000 euros).
  • Promoting the integration of the refugee population into the labor market: Skills certification (669,600 euros).
  • On-site monitoring for the evaluation of the program to promote the integration of the refugee population into the labor market (508,400 euros).
  • FMIS: PES Financial Management Information System, which includes procurement and payroll management subsystems and provides for interoperability with the Organization's other Information Systems (260,400 euros).
  • HRM: PES Human Resources Management Information System, which includes, among others: monitoring of Organization Chart, monitoring of all staff categories, degrees or other formal qualifications, etc. (186,000 euros).
  • Specialized skills upgrading programs, by sector, e.g. digital skills, green skills, etc. (74,400 euros).

4. Private investment and transformation of the economy

  • Upgrading the infrastructure of tourist ports (161.05 million euros).
  • Mountain Tourism. The facilities for mountain and winter tourism (snow resorts) will be further developed and, at the same time, the existing legislation for the construction, licensing and operation of the relevant infrastructure will be modernized (€56.57 million).
  • Retraining and acquisition of new skills programs for 18,000 employees in the tourism sector (43.97 million euros).
  • Health and wellness tourism, with the use of thermal springs (28.46 million euros).
  • Diving and underwater tourism. The project concerns the protection and promotion of the underwater environment and the utilization of the comparative advantages (natural and cultural) that Greece has, based on the principles of sustainability (22.05 million euros).
  • Manage destinations. It is related to the improvement of the management of the destinations, through the establishment and operation of Local/Regional Organizations for the management and promotion of destinations and Observatories of sustainable tourism development (18.45 million euros).
  • Accessible beaches. Development of approximately 250 semi-permanent infrastructure interventions on the country's beaches, in order to improve the accessibility of people with mobility problems or disabled people in general (17.21 million euros).
  • Agritourism and Gastronomy. Development of an Agri-Food, Gastronomy and Tourism Interconnection System (AGTIS), which will act as the thematic Destination Management/Marketing Organization (DMO) of the country for gastronomy and agritourism (17, 18 million euros).

Public works in the Recovery Fund

  • Technical assistance for the maturation of projects, implemented by TAIPED (10 million euros).
  • Organizational reform of the railway sector. It concerns the transformation, institutional and organizational, of the two railway entities, OSE S.A. and ERGA OSE S.A. (6.20 million euros).
  • Digitization of loan files of the Deposit and Loan Fund (3.35 million euros).
  • Restoration of the northern enclosure of Mytilene Castle (2.59 million euros).
  • Review of spatial planning, optimization of the organization and administration of courts, updating and simplification of court procedures (2.31 million euros).
  • Development of a new Integrated Information System for the State General Chemistry (1.49 million).
  • Exhibitions of monumental painting (restoration works of three churches and maintenance of frescoes, icons and stone members) in Chios (1.47 million euros).
  • Specialized support office for the management of Ministry of Tourism projects, which will be implemented through the Recovery Fund (€1.04 million).
  • Restoration and promotion of the Kursoum mosques of Kastoria - preserved monument (1 million euros).
  • Establishment of multi-level Governance - distribution of responsibilities between levels of Public Administration - Central Government, Decentralized Administrations and Local Self-Governments (992,000 euros).

AADE

  • Organization of an office for the services of AADE - Electronic Document Management System (S.H.D.E.) at AADE (800,208 euros).
  • Restoration of the Byzantine Temple of Taxiarches of the Metropolis and maintenance of its frescoes (800,000 euros).
  • Integrated Information System for the needs of the General Directorate of Financial Services of AADE (501,059 euros).
  • Maintenance of frescoes of the Holy Monastery of Panagia Mavriotissa in Kastoria (300,000 euros).
  • Study for the upgrading of the infrastructure and the modernization of the Directorate of Public Equipment Management of AADE in Magouleza (37,200 euros).

5. Reforms to the Recovery Fund

It is noted that a number of reforms have been included in the Recovery Fund, which are necessary for the implementation of the investments. These include, among others:

a) The modernization and simplification of Labor Law

b) The framework for the installation and operation of electric vehicle chargers

c) Waste management reform, with new legislation to implement sustainable landfills and recycling centers

d) The codification and simplification of tax legislation

e) The action plan to tackle energy poverty

f) The development of the legal framework for tax, financial and licensing incentives for business partnerships and mergers.
