The program

The main objective of the Action is to create the knowledge base in focused sectors, through the strengthening of research and technology, with the aim of promoting innovation, increasing the competitiveness of dynamic sectors of the economy and stimulating productive activity at regional and national level. .

Funding Applications can be submitted depending on the Special Action, by a partnership of research and knowledge dissemination organizations and existing businesses or by a partnership of research and knowledge dissemination organizations, or by a partnership of research and knowledge dissemination organizations, existing businesses and cultural institutions.

Funding Applications submitted for funding under the Action should promote research, technology and innovation and be part of one of the other proposals:

a) research and development actions/projects (research category: industrial research, experimental development) feasibility studies of actions to promote/disseminate the results of the action, participation in international conferences, at national and international level that will be foreseen to a greater or lesser extent in all deeds,

b) promoting innovation for SMEs;

c) participation of SMEs in trade fairs.

Who does it concern?

Beneficiaries

a) Organizations of research and dissemination of knowledge and "Other entities treated as Organizations of research and dissemination of knowledge",

b) Businesses and

c) Culture Bodies (only valid for the special action "OPEN INNOVATION IN CULTURE") where they will be treated as:

  • "Other bodies treated as research and knowledge dissemination organizations" or as
  • Businesses

Program budget

The Public Expenditure budget of the Action is estimated to amount to 30,000,000 euros (Public Expenditure). The budget (Public Expenditure) amounts to 24,250,000 euros. The difference between the total budget and the public expenditure is defined as the private participation, which will be covered by the beneficiaries.

The total budget of the funding applications submitted to the Special Actions AQUACULTURE – INDUSTRIAL MATERIALS – OPEN INNOVATION IN CULTURE must be within the limits or not exceed the upper limit, as defined in the table below, per submitted funding application and per special action:

AQUACULTURE (Scheme A): €200,000-€400,000

AQUACULTURE (Scheme B): €50,000-€200,000

INDUSTRIAL MATERIALS: Up to €600,000

OPEN INNOVATION IN CULTURE: Up to €1,000,000

The costs eligible for funding in the Special Actions AQUACULTURE - INDUSTRIAL MATERIALS - OPEN INNOVATION IN CULTURE must be included in the following eligible activities described in the General Exemption Regulation (EU) no. 651/2014:

  • Research and development activities (Articles 25 and 30 of EU 651/2014) which should fully fall into one or more of the following categories: industrial research, experimental development, feasibility studies
  • Personnel costs
  • Instrument and equipment costs
  • Expenditure on buildings and grounds
  • Costs for outsourced contract research, patents, purchased or licensed from outside sources on an arm's length basis, as well as costs for consulting and equivalent support services used exclusively for the project.
  • Additional overheads and other operating costs that are a direct result of the project
  • Costs of carrying out a feasibility study.
  • Innovation activities (Article 28 of EU 651/2014) for research bodies and for SMEs
  • Expenses for intangible assets
  • Costs of secondment of highly qualified personnel
  • Costs for innovation services
  • Participation in trade fairs (Article 19 of EU 651/2014) – only for SMEs

Mandatory activities of each proposed project are the research and development activities.

Important dates

The start date for electronic submission of Funding Applications to the State Aid Information System (www.ependyseis.gr/mis) is set for September 19, 2017 at 4:00 p.m. with a closing date of October 20, 2017 at 4:00 p.m.

Cancellation of the online funding application of the proposed project is permitted provided that a cancellation request has been submitted within an exclusive period of up to two working days before the deadline for the online submission of funding applications to the Action.

The date of issuance of the Project Integration Decision is taken as the start date of the project implementation period.

The duration of the implementation of the submitted project proposals should be from twenty-four (24) to thirty-six (36) months.
