Research – Innovate 2021-2027

The programme 

Objective of the action I Research - Innovate 2021-2027 is the strengthening Research and Innovation, which is fully aligned with the country's strategy to place innovation at the heart of a sustainable and resilient recovery from the pandemic, to accelerate the green and digital transition and ensure Greece's technological growth.

The main objective of the single action Research - Innovate 2021-2027 is to link research and innovation with entrepreneurship and to enhance the competitiveness, productivity and extroversion of enterprises towards international markets, in order to transition to quality innovative entrepreneurship and increase domestic added value.

The Action is addressed to to businesses, with an emphasis on small and medium-sized enterprises (SMEs), and research organisations. The proposals to be supported are research and innovation projects.
Objectives of the action:

• Providing incentives for private investment in research, technological development and
  innovation, with a focus on SMEs.
• Economic growth based on knowledge and sustainable specialisation.
• Integrating new knowledge and innovation into existing and new ones
  products, services, production systems and value chains.
• Increase the competitiveness of Greek enterprises and strengthen the competitiveness of the
  export profile in the context of international competition.
• Απασχόληση επιστημονικού δυναμικού υψηλών προσόντων και εξειδίκευσης (Brain
  Gain).
• Linking the academic to the productive sector.

Who it concerns

Potential beneficiaries of the Action are:

• Enterprises and "Other entities treated as enterprises"
• Research organisations and "Other entities treated as research organisations"

In order to participate in the Action, businesses must be legally established and operate in Greece or in another Member State of the European Union either as legal entities (e.g. SA, LLC, LLC, OC, EU, IKE, JVSE) or as sole proprietorships.

Excludes firms in difficulty and firms for which a decision to recover aid from the EU is pending.

Applications for funding of research projects will be submitted in the 8 areas of the National Strategy for Smart Specialisation (NSIS ).

Program budget

The total Public Expenditure of the Action Research - Innovate 2021-2027 amounts to 300.000.000.000 euros.

Σε διακριτά στάδια υποβολής, θα δοθεί προτεραιότητα στις επιχειρήσεις να υποβάλουν προτάσεις (4ο τρίμηνο 2022) και στη συνέχεια στις προτάσεις συνεργατικών έργων ερευνητικών οργανισμών με επιχειρήσεις (1ο τρίμηνο 2023) και στα έργα με Σφραγίδα Αριστείας (2ο τρίμηνο 2023).

Amount of subsidy

The maximum total budget of the Funding Application is (indicative):

Applications for funding must be for research and innovation projects and must fall within one of the 4 interventions:

1. Research and Development by enterprises
2. Business partnerships with Research Organisations
3. Exploitation of research results
4. Seal of Excellence for businesses

Indicative public expenditure and starting date for the submission of proposals per intervention:

• Intervention I:        60.000.000 €    1st quarter 2023
• Intervention II:      180.000.000 €    2nd quarter 2023
• Intervention III:      €39,000,000      1st quarter 2023
• Intervention IV:        €21,000,000      2nd quarter 2023
• Total:     300.000.000 € 

Expenses subsidized

• Research and development by enterprises. Intervention I is aimed at existing enterprises, irrespective of their date of establishment.
• Potential beneficiaries are either a small and medium-sized enterprise (SME) or Groups of Enterprises in which at least one is necessarily an SME.
• Business partnerships with research organisations.
• Intervention II concerns partnerships between existing enterprises, irrespective of their size and date of establishment, and research organisations, with enterprises as the main beneficiaries.
• In partnerships of two or three or four partner organisations, one of them must necessarily be an SME.
• In partnerships of more than four partner organisations, two must necessarily be enterprises and at least one must be an SME.
• Exploitation of Research Results.
• Potential beneficiaries of Intervention III, are existing individual small and medium-sized enterprises(SMEs).
• Seal of Excellence for businesses.
• Potential beneficiaries are small and medium-sized Greek enterprises that have received the Seal of Excellence  for research and development projects.

The specific conditions for participation will be included in the Detailed Call for Proposals.

Important dates

The Research and Innovation Action 2021-2027 is expected to be launched in the fourth quarter of 2022.

Necessary supporting documents for submission

The submission of the Funding Applications (proposals) will be made electronically in Greek through the state aid information system (OPSKE).
