Tο Πρόγραμμα Εξοικονομώ 2021, είναι το νέο πρόγραμμα ενεργειακής αναβάθμισης κατοικιών, που αποτελεί το διάδοχο σχήμα των προγραμμάτων «Εξοικονόμηση κατ’ Οίκον» και «Εξοικονομώ Αυτονομώ».
The design of the Program takes into account the integrated approach of energy saving interventions in the residential building sector and aims at:
- the reduction of the energy needs of buildings and the emissions of pollutants that contribute to the worsening of the greenhouse effect
- saving costs for citizens, improving daily living conditions and comfort as well as the safety and health of citizens when using these buildings
- achieving a cleaner environment
The ExoEconomy 2021 Programme consists of providing incentives for energy saving interventions in the residential building sector. The aim is to reduce energy needs and the consumption of conventional fuels, in the context of the transition to an "Energy Efficient Home".
The Programme applies to buildings with a building permit or other legal document, used as a main residence. Owners must meet certain income criteria. More specifically, the ExoEconomy 2021 Programme includes five (5) categories of incentives, to which Beneficiaries are assigned depending on their income. Also, incentives are provided for energy upgrade interventions in apartment buildings with individual applications of individual apartments that include communal and non-communal upgrade interventions.

Subsidized Homes:
Within the framework of the Program there are two (2) distinct types of applications:
ι. Application for an Individual Apartment or Single-Family House,
j. Condominium application (including applications of apartments as part of a condominium application).
Beneficiaries – Incentives
Natural persons who have a lien on an eligible residence are eligible to participate in the ExoEconomy 2021 Programme.
The right in rem (full ownership / usufruct / small ownership) of the applicant should exist during the reference year of the Program (tax year 2020) as well as at the time of submission of the application. In case there are several beneficiaries of rights in rem (joint owners) in an eligible residence: if the main use of the residence under application is made by one of the joint owners, only the co-owner who owns it has the right to participate in the Program. If the main use of the residence under application is made by another person who is not a joint owner, the right to participate in the Program is granted to anyone with a right in rem of full ownership / usufruct (not small ownership), with the consent of the others.
An application for an energy upgrade in a house whose right in rem was acquired after 31/12/2020 (recent acquisition of property) is not accepted.
In cases where, according to the income tax return data in the reference year, the dwelling is a) rented/assigned free of charge, or b) vacant, only the full owner or usufructuary is eligible to participate in the Programme.
The provisions of the Commission Regulation 1407/2013 onde minimis aid apply to rental housing, where the cumulation limits are set.
Short-term rental properties are not eligible.
For applications of individual apartments, detached houses and apartments as part of an application to an Apartment Building, the maximum grant rate is defined as follows:

The budget amounts to EUR 632.000.000,00. The programme will be financed by the
the Recovery Fund
and together with the leverage will mobilise a total of over EUR 1 billion. euro. The New Economy will contribute significantly to the achievement of the target set in the
National Energy and Climate Plan (NECP)
for the overall energy upgrade of 600,000 buildings by 2030.

The starting date for eligibility of expenditure is 01/02/2020 under Regulation (EU) 2021/241 establishing the Recovery and Resilience Facility. Projects which, on the basis of the supporting documents submitted, have been completed in terms of their physical object or have been fully executed by the date of submission of the application are not eligible.
Only the interventions completed after the issuance of the first MIP can be considered eligible for the Programme and in any case the expenditure must have been incurred from 01/02/2020 (date of eligibility) onwards.
It is clarified that, within the framework of the requirements of the Programme, the EPCs issued after 27.11.2017 (date of activation of the information system for issuing Energy Performance Certificates based on the KENAK approved by the decision of DEPEA/oik. 178581/30.06.2017, Government Gazette B' 2367/12.07.2017), and before 01/02/2020, as well as studies and Approvals of Small-Scale Building Works issued before 01/02/2020, but their expenditure is not eligible under the Programme.
The interventions, submitted with the application for inclusion in the Programme, are based on the recommendations of the Energy Inspector and relate exclusively to the following categories of eligible interventions:
1.Replacement of frames
2.Installation / upgrade of thermal insulation
3.Upgrade of heating / cooling system
4.ZNX system using Renewable Energy Sources (RES)
5.Other Savings Interventions (smart home, lighting upgrades)

Application duration
The possibility to apply online will be available for a period of 30 days.
Electronic Building Identity / Independent Divided Property
After the end of the submission of applications, and only for applications eligible in principle, a 60-day deadline will be given for the submission of the Electronic Building Identity Card / Self-Determined Ownership.
Lending
Approved applications for which the applicant has elected to enter the Program with a loan are given 120 days to initiate and complete the loan process. Within the above deadline, an application for a loan must be submitted to a partner bank and approved. If the above period lapses, the applicant has the option to proceed with Own Funds.
Signing of Loan Agreement
In the case of a loan, the signing of the loan agreement is completed up to 30 days after the adoption of the project submission decision.
Project Implementation
Within 120 days from the submission of the application (partial deadline), at least 30% of the eligible budget must be completed.
Within 365 days from the submission of the application (total deadline), the entire physical and financial scope must be completed.
Objections
Where provided for under the terms of the Programme, an objection must be submitted within ten (10) days.
