Call for proposals for the Development of European Video Games. The contribution ranges from €10,000 to €150,000 and is aimed at European video game production companies , subject to conditions. Programme for the Development of European Video Games
- OBJECTIVES AND DESCRIPTION
This call is based on Regulation (EU) No Regulation (EU) No 1295/2013 of the European Parliament and of the Council of 11 December 2013 establishing the Creative Europe programme (2014-2020) and the corrigendum of 27 June 2014. In the context of strengthening the capacity of the audiovisual sector, one of the priorities of the MEDIA sub-programme shall be:
- to increase the capacity of audiovisual producers to develop European audiovisual works with the possibility of circulation within and outside the Union, and to facilitate European and international co-productions. The MEDIA sub-programme provides support for:
- the development of European audiovisual works, in particular films and television programmes in areas such as fiction, documentaries, children's and animated films, as well as interactive works, such as video games and multimedia, with enhanced cross-border circulation capacity.
- ELIGIBLE CANDIDATES
This call for proposals is open to European video game production companies that have been legally established for at least 12 months prior to the date of submission and have a track record of recent success. Applications from legal entities established in one of the following countries are eligible if all the conditions referred to in Article 8 of the Regulation establishing the Creative Europe Programme are fulfilled and the Commission has opened negotiations with the country: - the EU Member States and the overseas countries and territories eligible to participate in the Programme in accordance with Article 58 of Council Decision 2001/822/EC; - acceding countries, candidate countries and potential candidates benefiting from a pre-accession strategy, in accordance with the general principles and general conditions for the participation of those countries in Union programmes established in the respective framework agreements, Association Council decisions or similar agreements; - EFTA countries which are members of the EEA, in accordance with the provisions of the EEA Agreement; - the Swiss Confederation, on the basis of a bilateral agreement to be concluded with that country; - countries covered by the European Neighbourhood Policy, in accordance with the procedures established with those countries under the framework agreements on their participation in European Union programmes; The Programme shall also be open to bilateral or multilateral cooperation actions specifically targeting selected countries or regions on the basis of additional appropriations to be paid by those countries or regions in accordance with a specific arrangement to be agreed with them. Proposals may be selected from candidates from outside the EU, provided that, by the date of the award decision, agreements have been signed setting out the arrangements for the participation of those countries in the programme established by the aforementioned Regulation.
- ELIGIBLE ACTIVITIES
- AWARD CRITERIA
Only activities related to the development stage of the following projects shall be eligible: - Narrative video games, regardless of platform or expected distribution method. In any case, the video game must be intended for commercial exploitation. The call for proposals has one deadline. The application for support must be submitted between the date of publication of the call for proposals and 19/04/2018 at 12.00 noon (Brussels time). The duration of the project is 36 months from the start of the action. The units will be distributed out of a total of 100 as follows: Quality and content (20 units)
- Quality of content, narrative of the project and originality of the idea in relation to existing projects Innovative character of the project (20 points)
- Innovation, i.e. the extent to which the project goes beyond the limits of the existing offer by proposing state-of-the-art techniques and content
- Relevance and European added value (20 points)
- Development strategy and European and international exploitation capability (including intellectual property rights management) Dissemination of project results (20 points)
- Distribution, communication and promotion strategy and suitability for the target audience, including accessibility characteristics Organization of the project team (10 points)
- The distribution of roles and responsibilities of the creative team in relation to the specific objectives of the proposed Action Impact and sustainability (10 credits)
- Funding strategy for the development, production and feasibility of the project "Automatic" additional units for: 1) Projects specifically aimed at children (up to 12 years old) (5 additional credits)

The total budget available for the Development of European Video Games is €3.78 million. EUR. The financial contribution shall be granted in the form of a grant. The contribution ranges from EUR 10 000 to EUR 150 000 for the development of the European video game idea and project (activities up to the point where the idea results in a replicable prototype or a trial version). The financial contribution shall in no case exceed 50% of the applicant's total eligible costs. Applications must be sent to the Education, Audiovisual and Culture Executive Agency (EACEA) using the eForm no later than 19/04/2018 at 12.00 noon (Brussels time).
