ExoEconomy 2021: The platform reopens – Who is affected

Citizens who have not proceeded with the final submission of their application have the opportunity to complete their pending applications to the ECO 2021 programme.

As announced by the Ministry of Environment and Energy from yesterday, Monday 4 April at 17:00, until Friday 15 April, the digital platform of the European Commission is reopened Save 2021. The platform will be open only to those citizens started the process but did not proceed to the final submission of the application for participation in the programme.

Pending applications concern detached houses/individual apartments.

On Monday, April 18, 2022, the submission of applications for the apartment buildings will begin. The process will be completed on Monday, May 30, 2022.

The Program

The ExoEconomy 2021 Programme is the new programme energy upgrading of homes . It is the successor of the programmes Exoikonomisi kot Oikon and Exokonomio Autonomo.

The design of the Program takes into account the integrated approach of energy saving interventions in the residential building sector and aims at:

  • the reduction of the energy needs of buildings and the emissions of pollutants that contribute to the worsening of the greenhouse effect
  • saving costs for citizens, improving daily living conditions and comfort as well as the safety and health of citizens when using these buildings
  • achieving a cleaner environment

Budget of the Economy 2021 programme

The budget amounts to €632 million. The ECO 2021 programme will be financed by the Recovery Fund and together with the leverage will a total of more than EUR 1 billion will be mobilised euro.

The New Energy Efficiency will contribute significantly to the achievement of the target set in the National Energy and Climate Plan (NECP) for the overall energy upgrade of 600,000 buildings by 2030.

Subsidized Housing

Within the framework of the Program there are two (2) distinct types of applications:

J. Application for an Individual Apartment or Detached House,
ii. Apartment Building application (including applications of apartments as part of an application to an apartment building).

Beneficiaries – Incentives

Natural persons who have a lien on an eligible residence are eligible to participate in the ExoEconomy 2021 Programme.

The right in rem (full ownership / usufruct / small ownership) of the applicant must exist during the reference year of the Program (tax year 2020) as well as at the time of submission of the application.

In case there are several beneficiaries of rights in rem (joint owners) in an eligible residence: if the main use of the residence under application is made by one of the joint owners, only the co-owner who owns it has the right to participate in the Program.

If the main use of the residence under application is made by another person who is not a joint owner, the right to participate in the Program is granted to anyone with a right in rem of full ownership / usufruct (not small ownership), with the consent of the others.

An application for an energy upgrade in a house whose right in rem was acquired after 31/12/2020 (recent acquisition of property) is not accepted.

Short-term rental dwellings are not eligible.

For applications of individual apartments, detached houses and apartments as part of an application to an Apartment Building, the maximum grant rate is defined as follows:

The new programme includes 5 categories of aid, based on the income criteria of the beneficiaries

-In case the use of housing is made by the applicant (owner-occupied housing), the subsidy rate is staggered per income category. In case there are several co-owners, only the co-owner who owns it has the right to apply to the Program.

-In case where the use of the house is made by a third person - not a co-tenant, (free concession/rental), in which case any of the usufructuaries - full owners (not the small owner) is entitled to apply for the ExoEconomy 2021 Programme , the subsidy rate is fixed and independent of income category.

For apartment building applications, when the total of the millimeters of the apartment building participates, an additional grant (bonus) of + 10% is provided to the planned grant rate of each participating apartment.

Rate of grant of ExoEconomy 2021

The grant rate refers to the eligible intervention budget. For the remainder of up to 100% of the eligible intervention budget there is the possibility of granting a loan. The interest subsidy is given on the basis of a relevant request of the Beneficiary.

The cost of the two energy inspections, the cost of the project consultant, the cost of the preparation of the Electronic Building Identity / Registered Property and any other study costs are fully covered by the ExoEconomy 2021 Programme.

Please note that under no circumstances are non-residential properties of the building eligible.

In order to be eligible, a dwelling must meet the following general conditions:

  • Exists legally
  • It has not been deemed demolishable
  • Used as main residence
  • It has been classified based on the First Energy Performance Certificate (A' P.E.A.) in a category lower than or equal to C

Amount of subsidy for ExoEconomy 2021

Maximum Aid Rate: 75%
The new programme includes 5 categories of aid, based on the income criteria of the beneficiaries:

Eligible expenditures

The starting date for eligibility of expenditure is 01/02/2020 under Regulation (EU) 2021/241 establishing the Recovery and Resilience Facility. Projects which, on the basis of the expenditure documents provided, have been physically completed shall not be eligible. Or projects that have been fully executed up to and including the date of submission of the application.

Only interventions completed after the issuance of the A' SMO can be considered eligible for the Programme. In any case, the costs must have been incurred from 01/02/2020 (eligibility start date) onwards.

It is clarified that, in the context of the requirements of the Programme Saving 2021 γEPCs issued after 27.11.2017 are accepted (date of activation of the information system for the issuance of Energy Performance Certificates based on the KENAK approved by the decision DEPEA / oik. 178581 / 30.06.2017, Government Gazette B ' 2367 / 12.07.2017), and before 01/02/2020, as well as studies and Approvals of Small Scale Building Works issued before 01/02/2020, but their expenditure is not eligible under the Programme.

The interventions, submitted with the application for inclusion in the Program, arise based on the recommendations of the Energy Inspector. They relate exclusively to the following categories of eligible interventions:

1.Replacement of frames
2.Installation / upgrade of thermal insulation
3.Upgrade of heating / cooling system
4.ZNX system using Renewable Energy Sources (RES)
5. Other Saving Interventions (smart home, lighting upgrade).

Application duration

The possibility to submit applications electronically will be provided for a period of 30 days.

Electronic Building Identity / Independent Divided Property

After the end of the submission of applications and only for the initially eligible applications, a deadline of 60 days will be given for the submission of an Electronic Building Identity / Independent Divided Property.

Lending

Approved applications for which the applicant has chosen to proceed with the Loan Program receive a deadline of 120 days for the commencement and completion of the loan process. Within the above deadline, an application for a loan must be submitted to a partner bank and approved. If the above period lapses, the applicant has the option to proceed with Own Funds.

Signing of Loan Agreement

In case of a loan, the signing of the loan agreement is completed up to 30 days from the issuance of the decision of inclusion of the project.

Project implementation Eco-Economy 2021

Within 120 days from the submission of the application (partial deadline), at least 30% of the eligible budget must have been completed.

Within 365 days from the submission of the application (total deadline), the entire physical and financial object must be completed.

Objections

Where provided for in accordance with the terms of the Program, an objection is submitted within ten (10) days.
