Almost 8 out of 10 employers in Greece face serious or relative difficulty in finding skilled talent. At the same time, the talent shortage is at an 11-year high. This is according to the findings of ManpowerGroup 'sAnnual International Talent Shortage Survey for 2023.
More specifically, in Greece 77% of employers - equal to the global average - report difficulty in finding skilled talent.
Compared to last year, the rate appears to be down by 1%.
Globally, employers have the greatest difficulty (90%):
- in Taiwan
- Germany (86%)
- Hong Kong (85%)
- Portugal (84%) and
- Puerto Rico (83%)
The difficulty is less:
- in Colombia (64%)
- Panama (66%)
- the Czech Republic (66%)
- Slovakia (68%)
- Mexico (69%)
Which Soft Skills are most scarce
27% of Greek employers who participated in the ManpowerGroup survey say that in terms of soft skills there is a lack of Responsibility, Reliability and Discipline. On the other hand, 26% state that they do not find talent with Critical Thinking and Analysis.
Leadership and Social Influencing skills are missing for 24%. Same percentage of employers say that Taking the initiative to acquire skills is missing from talent. Finally, 22% consider that there is a lack of the skill of Cooperation and teamwork.
At the level of technical skills:
- 23% of employers say they lack IT/Data skills
- 19% of the Engineering
- 18% of the Human Resources
- 17% of Construction/Production and
- 15% the technical skills of Sales/Marketing
Talent shortage by sector
From Energy & Energy Utilities and Industry to Health & Utilities and Industry to Health & Life Sciences and Communication Services, Greek employers can't find the skilled talent they need.
More specifically:
96% say they cannot find talent for the Energy & Utilities sector,
- 85% for the Industry & Industry sector Construction
- 84% for the Health sector & Life Sciences
- 82% for the Communication Services sector
- 81% for the IT sector
For the Consumer Goods and Services sectors (Includes Tourism), the Financial & Real Estate and Transport, Supply Chain & Logistics Automotive the percentages are70%, 68% and 65%, respectively.

60% of employers invest in training their existing workforce. 54% in the permanent recruitment of new talent. 45% invest in more technology.
47% say that in order to address the challenge of talent shortages, they offer more flexibility in terms of where or when they work. 14% are willing to recruit talent from outside their own borders especially for the Consumer Goods & Consumer Staples sectors Services(including Tourism) and Health & Healthcare Life Sciences.
