Acceleration for absorption of NSRF funds of €16.6 billion euros

According to the Ministry, despite the fact that from August onwards the absorption rates accelerated, the road is still long to successfully complete, without the return of funds, the program at the end of 2023 with its implementation n+3 rule. Although 2023 still seems to be a long way off, however, the timescales are extremely tight and the risk of losing resources due to failures and delays cannot be ruled out.

The Ministry of Development and Investments In cooperation with the co-competent ministries, they are called upon in the next few months to carry out the necessary exercises, assessing the projects that can be completed within the programming period and those that are delayed, in order to then decide which programmes should be supported by the transfer of resources and which should be reduced, relinquishing Community funds.

It is emphasized that with this performance, Greece is in the average of the European Union. That is why there should be an acceleration of the procedures, because Greece cannot afford to return resources, as other EU countries have, as sufficient to "fall" in the NSRF, large projects.

Next years' targets for the absorption of NSRF funds

Given the tight schedule, the political leadership of the Ministry has now decided to set specific absorption targets for each remaining year. The targets for this year are expected to be determined by the end of January, in cooperation with the managing authorities of the individual sectoral programmes.

The implementation of the NSRF is entering a critical phase. In the first half of the year, the Greek side will have to submit to the European Commission the its proposals for the revision of the programme. The revision of the programme by transferring funds from projects that are not 'pulling' and have no chance of being completed on time, i.e. by the end of the programming period, is crucial in order to avoid a loss of Community funds.

The fact that six years after the official launch of the programme only a third of the funds have been absorbed, shows that the rate of project production remains problematic and the proposal of the Greek side to the European Commission to reallocate resources between programmes should rule out new failures. It is noted that the NSRF regulation allows the transfer of funds between programs only once and this should be done within 2020.
