The inclusion of projects for implementation by the Recovery Fund continues at an intensive pace, as 36 additional projects were approved, With a total budget of €1.34 billion euro. The approval was given by the Deputy Minister of Finance, Mr. Theodoros Skylakakis, responsible for the Recovery Fund, following a relevant recommendation by the Special Coordination Service of the Fund.
Together with the first 12 projects, €1.42 billion announced in July, the accessions to the Recovery Fund now number 48 projects, with a budget of €2.76 billion. euro.

In detail, the second set of projects includes the following:
Infrastructure and Transport for the Recovery Fund
- Supply of 220 electric buses, aiming at the renewal of the fleet in Athens and Thessaloniki and the gradual transition of public transport to electromobility. Budget: EUR 136,04 million euro.
- Northern Road Axis of Crete (BOAK): Design, Construction, Financing, Operation and Maintenance of the Hersonissos-Neapoli section, with a Public-Private Partnership (PPP). Budget financed by the Recovery Fund: €90 million euro.
Energy
- Interconnection of the Cyclades with the continental Electricity Transmission System – Phase D: The basic design of the project includes submarine cables of 353.2 km. that will connect the GIS substation of Lavrio, with the new GIS substation of Naxos via Serifos, Milos, Folegandros and Thira, as well as the new substations of these islands. The project will contribute decisively to the critical issue of security of supply and stability of the electricity system of these islands, facilitates the gradual withdrawal of polluting oil combustion plants and the full exploitation of the abundant potential in Renewable Energy Sources. Budget: 164.5 million euro.
Environment – Management of natural resources – Climate crisis
- National Reforestation Plan: The project mainly concerns the financing of the implementation of afforestation and reforestation in degraded forest ecosystems. Budget: EUR 248,1 million euro.
- Flood defences:
Flood protection works
- in the city of Loutraki, with interventions in 8 torrents to deal with flooding phenomena. Budget: 24 million euro.
- in Oreokastro, Thessaloniki, with interventions in the streams and torrents of the area and the construction of a rainwater network, which, in addition to the Municipality of Oreokastro, also shields areas of the Municipalities of Pavlos Melas and Kordelio - Evosmos. Budget: 15 million euros.
- Flood protection works using water for irrigation purposes:
- In the Prefecture of Aitoloakarnania, where land improvement works will be implemented in the Paralimni areas of Amvrakia – Amfilochia and Valtos. This is the construction of sewerage, drainage – flood protection works for the irrigation of about 35,000 acres in the area of the Municipality of Amfilochia. Budget: EUR 70 million euro.
- In the area of Ierapetra, Lassithi, Crete, for the renovation of an existing dam and Bramianos reservoirs, the construction of flood protection works in the area of Gra Ligia and a new dam of Myrtos. Budget: EUR 60 million euro.
- Water supply projects:
- Water supply of the Prefectures of Preveza – Arta – Lefkada, which includes water abstraction works, construction of large water pipelines, pumping stations and storage works for the storage and distribution of water. This is a project with a hyperlocal character, as it is expected to cover the water supply needs in areas of the Municipalities of Artaia, Nikolaos Skoufas, Ziros and Preveza in the Region of Epirus, Lefkada and Meganisi in the Ionian Islands, and Aktio - Vonitsa in the Region of Western Greece. Budget: 133 million euro.
- Construction of the Tsiknias dam on Lesvos, as well as water treatment facilities and networks. It is a crucial development project for the island of Lesvos, as it will cover the needs of the city of Mytilene and a large part of the island, mainly in water supply and irrigation. Budget: EUR 106,8 million euro.
Culture for Recovery Fund
- Redevelopment of the Tatoi estate: A series of projects have been approved that will be financed by the Recovery Fund in this historic site, namely the following:
- Projects related to networks of basic infrastructure, but also projects for the functionality of the site.
- Restoration and restoration of the summer palace.
- Maintenance of movable objects and preparation of objects for exhibition.
- Documentation and digitization of movable monuments.
- Maintenance and digitization of paper material.
Total Budget: EUR 39,9 million euro.

- Design of a National Strategy for the adaptation of cultural heritage to the effects of climate change.
- Systems for recording and monitoring the impact of climate change on microenvironment conditions to maintain the surface of monument materials. Total Budget: EUR 4 million euro.
Justice
- Relocation of the Piraeus Judicial Services to a modern and minimal energy consumption Courthouse of all the Judicial Services of Piraeus. Budget: EUR 64,3 million euro.
Agri-Nutrition
- Extrovert Agriculture: The project includes the development and upgrade of a series of digital applications, namely: Easy Agro expo for the issuance of export certificates, Import-Export Business intelligence, Import and intra-community trade management system, Greek Farms Portal for Greek products. They are expected to contribute to the strengthening and support of exports in the Greek agri-food sector. Budget: EUR 20,7 million euro.
Organization and security of reception and hosting structures for refugees / migrants
- Aiming at security, organization and rationalization of expenditure in the 32 Reception and Accommodation Structures for migrants and refugees operating in the country, the procurement and installation in the 32 structures of the mainland of three sub-systems is financed, With a total budget of EUR 36.9 million. euros, in particular:
- Telecommunications infrastructure system, under the name "Rea".
- System, called "Centaur", for the supervision of structures.
- Special system, named Hyperion, for the security of entry - exit and identification of the guests in the structures.
Research – Innovation – Entrepreneurship
- Ensuring the required synergies between European funding directed to research and innovation, as well as their link with entrepreneurship, 49 research/investment projects will be funded, namely:
- 13 research projects that have received Seal of Excellence from the Horizon Program of the European Commission. Budget: EUR 18,2 million euro.
- 36 investment projects of cooperation between businesses and research organizations that emerged from the co-funded action Research-Create-Innovate. Budget: EUR 24,7 million euro.
Improving services to taxpayers (Recovery Fund)
- Upgrading of the information systems of the Independent Authority for Public Revenue (AADE). Budget: EUR 8 million euro.
In addition, the inclusion in the Recovery Fund of a series of projects to upgrade public health infrastructure and services is being prepared, With a total budget of EUR 43.2 million. euro.
Analytically:
- General Hospital of Lamia: Construction of a new building for the expansion of the oncology clinic and the development of a new radiotherapy center and nuclear medicine department at the General Hospital of Lamia. An important project that will allow patients in the wider region to carry out the necessary treatments at their place of residence.
- University General Hospital of Heraklion: Addition of a floor for the creation of an Oncology Clinic in the Third Building of the Clinics of PAGNI.
- General Hospital of Elefsina Thriasio: Construction of a new administrative services building to free up spaces, in order to allow the development of new and expansion of existing clinics.
- General Hospital of Thessaloniki "Ippokratio": Configuration of a Pulmonology Clinic with the corresponding laboratories and a gastroenterology laboratory.
- General Hospital of Thessaloniki "Papageorgiou": Addition of a new wing of the Short-Term Care Unit of the Department of Pathological Oncology.
- Athens General Hospital "Evangelismos": Renovation of part of the old building, which houses the outpatient clinics, with the aim of their building and energy upgrade.
- University General Hospital of Patras: Construction of a metal footbridge to connect the Hospital with the newly built complex of 5 clinical function buildings.
- Accommodation of the National Agency for Quality Assurance in Health (ODIPY S.A.) and the Hellenic Central Health Authority (KESY).
- Improvement of the Quality of Health Services regarding the development by ODIPY S.A. of the following actions:
- "National Strategy for Quality Assurance, Patient Safety and Patient Participation in the Provision of Health Services",
- "National Health Charter",
- "National Care Quality and Safety Policies, Standards, Procedures, Indicators and a Common National Assessment Framework".
- Organizational reforms in the health system aimed at the development by the Center for Documentation and Costing of Hospital Services (KETEKNY) of the Greek DRG System (System for the Diagnosis of Homogeneous Groups).
