The programme

Purpose of the "Exoikonomo 2025" Programme

The programme "Exoikonomo 2025" aims at the energy upgrade of the residential building sector, providing financial incentives for interventions that reduce energy consumption and pollutant emissions. It is funded by the Recovery and Resilience Facility and seeks:

  • Energy savings of more than 30% per home.
  • An upgrade of the energy class by at least three (3) classes.
  • Support for vulnerable households with higher grant rates

Who it concerns

Beneficiaries

The programme "Exoikonomo 2025" is addressed to natural persons who meet specific conditions and are grouped as follows:

1. Home Owners: Beneficiaries are persons who hold a right in rem (full ownership, usufruct or bare ownership) over an eligible home.

Conditions for the home:

  1. A lawfully existing home.
  2. Used as a main residence.
  3. Energy performance class lower than or equal to C (based on the Energy Performance Certificate - EPC).

2. Home Tenants:  Eligible are tenants who hold an active lease contract with a minimum duration of seven (7) years.

3. Co-owners of Homes

  • If the home is used by a co-owner, the beneficiary is the one who lives in it.
  • In the case of a rental or a free concession of use, the beneficiary is the one with full ownership or usufruct (not bare ownership).

Categories of Beneficiaries

The beneficiaries are divided on the basis of income and special characteristics:

Income Categories:

  • Category 1: Individual income ≤ €5,000 or family income ≤ €10,000.
  • Category 2: Individual income > €5,000 or family income > €10,000.

Special Categories:

  • Persons with Disabilities:
    • Minimum disability rate of 67%.

  • People Affected by Natural Disasters:
    • Includes those affected in Thessaly and the earthquake victims of Arkalochori.

  • Large Families:
    • Families with four or more dependent children.

Conditions for Submitting Applications

  • Every natural person (tax identification number, AFM) can submit one (1) application.
  • Every home can take part in one energy upgrade programme.
  • Applications are accepted only if the rules on avoiding double funding and on the lawfulness of the home are met.

The programme ensures equal opportunities to take part, with special emphasis on socially and financially vulnerable groups.

Program budget

The budget of the Programme "Exoikonomo 2025" for the submission of applications amounts to €396,100,000 including VAT and is funded by resources of the Recovery and Resilience Facility.

Of the budget, €27,380,184.33 is allocated to Families with a member/members with disabilities, €91,267,281.11 is allocated to those affected in Thessaly and the earthquake victims of Arkalochori (of which €54,760,368.66 is allocated to vulnerable households), and €18,253,456.22 is allocated to families with four (4) dependent children.

Restrictions

(1) Concerns eligible homes/apartments that are protected as part of a designated environment or because of their special architectural or historical value, such as listed buildings and buildings within traditional settlements, to the extent that compliance with certain minimum energy performance requirements would unacceptably alter their character or appearance. In this case, the Energy Inspector must state in the Interventions Record Form (Annex VI) the total U-value of the frame achieved with the glazing installed.

(2) Supplementary interventions (must be chosen in combination with the replacement of window and door frames).

(3) The eligible expense concerns only one heating system, and not more, of subcategories 3.B to 3.D.

(4) With a maximum of 3 outdoor units installed.

(5) Eligible intervention only when the upgrade proposal includes the energy-saving intervention of category 3.B or 3.C.

(6) The eligible expense concerns only one DHW system, and not more, of subcategories 4.A to 4.D.

(7) For eligible homes that do not already have a DHW system using RES installed, the installation of a solar system for DHW supply is mandatory, unless this is not feasible and the Energy Inspector documents this.

(8) If the heating system also includes the supply of domestic hot water (DHW) and the DHW storage tank is built into the heating system, interventions 4.A, 4.C and 4.D are not eligible, while the price in 4.B is reduced by the amount stated in the Guide.

(9) Eligible intervention only when the upgrade proposal also includes energy-saving interventions of categories 1 to 4. The Energy Inspector must state the estimated energy saving achieved by implementing the intervention.

(10) Smart management systems for the heating system that are installed under this intervention cannot at the same time be eligible under subcategory 3.A as well.
