Third amendment to the Act: Aid in the form of repayable advances to firms affected by the coronavirus – Round 2

The third (3rd) amendment to the Act has been published: Aid in the form of a repayable advance to for enterprises that have been economically affected as a result of the emergence and spread of the COVID-19 coronavirus disease - Cycle 2'. The Act belongs to the Operational Program Competitiveness, Entrepreneurship and Innovation (EPAnEK). The beneficiary of the Operation is the General Directorate of Financial Services of the Ministry of Finance (DGOU).

In the Decision total public expenditure of EUR 218,110,800.00, relating to the financing of the aid already received in the form of a repayable advance for 35,999 small and medium-sized enterprises (SMEs) regardless of sector, affected by the COVID-19 pandemic with aid scheme EC 1407 De Minimis, an amendment to the schedule was made with extension of the expiry date of the operation by 18 months. The expiry date of the operation Postponed from 31/12/2021 to 30/06/2023.

The Decision of total public expenditure 151.889.200,00, concerning the financing of the aid, which they have already received in the form of a repayable advance 22,881 small and medium-sized enterprises (SMEs) regardless of sector, affected by the COVID-19 pandemic with an aid scheme under "Temporary Framework C(2020) 1863/19-03-2020", the timetable was also amended with extension of the expiry date of the operation by 18 months. The expiry date of the operation is postponed from 31/12/2021 to 30/06/2023.

The expenditure for the Act: Aid in the form of a repayable advance, co-financed by the European Regional Development Fund (ERDF) and national resources.

The measure involves aid in the form of a repayable advance for private firms, irrespective of the sector, which have been financially affected by the emergence and spread of the COVID-19 disease. The repayable advance is aid granted to firms . It is reimbursed, inwhole or in part, under certain terms and conditions.

The aid in the form of a repayable advance shall be non-deductible, tax-free and shall not be set off against any debt.

Budget of the Action for aid for repayable advances

900 cm. euros joined EPANEK (Repayable Advance A' & B' Cycle). The final amount of eligible aid granted for cycle A & B amounted to 873.78 cm. euros.

Beneficiaries of the Action

(a) Private enterprises of any legal form, including sole proprietorships, with the exception of the following:

  • sole proprietorships that did not employ any employee on 1 June 2020. Businesses that do not have a tax cash register
  • businesses that employed more than one thousand (1,000) employees as of June 1, 2020
  • businesses that are idle from April 2019 onwards, as it results from the data kept in the tax register of the Independent Authority for Public Revenue (AADE) or from the submission of zero VAT returns throughout this period,

b) Municipal Water Supply and Sewerage Companies (DEYA).
