The allocation of an additional ECU 900 million euro in Greece, 29 million in Cyprus and EUR 300 million. Euro in Portugal under SURE is proposed by the European Commission. In particular, the Commission submitted to the European Council three proposals for decisions granting financial support. The support will be provided under the Commission 's instrument "Support to mitigate unemployment risks in an emergency situation" (SURE). The three proposals are as follows:
- A further EUR 900 million is to be spent on this. for Greece, with total support to the country amounting to €6.2 billion. euros
- A further EUR 26 million is to be spent on this. in Cyprus, with total support amounting to EUR 632 million. euros
- An additional EUR 300 million in Portugal, with total support amounting to €6.2 billion. euros
Once the Council adopts the proposals, financial support from the Commission will be provided in the form of loans granted on favourable terms. The loans to the three countries will finance previous expenditure to continue the measures put in place to address the severe socio-economic impact of the coronavirus crisis.
The loan to Greece in the field of unemployment from the Commission
The loan to Greece will help cover the costs incurred in 2021 to continue a short-time work scheme. At the same time, the continuation of a system covering social security contributions to maintain employment.
Loans in Cyprus, Portugal in the field of unemployment
The Commission's loan to Cyprus will help finance the costs incurred in 2021 for the continuation of a system of reduced working hours and similar measures for self-employed workers and specific sectors of the tourism industry.
The loan to Portugal will mainly help finance the expenditure incurred until May 2022 to continue implementing numerous labour market and health measures.
It should be noted that today, ten Member States have requested additional support under SURE. This request is in addition to the support already approved by the Council in 2020. These are:

SURE is a key element of the EU's comprehensive strategy to protect jobs and workers in the context of the response to the coronavirus pandemic. With today's proposal, if adopted, the total financial support granted under SURE will increase to the sum of EUR 95.7 billion. euros. The Commission has already disburse €91.8 billion euro in 19 member states under SURE and expects to take over the remaining borrowings in the coming months. While 4.3 billion euros remain available under SURE for possible future requests.
