Templates of supporting documents for the support in the Action: subsidies for self-employed lawyers

Published by Intermediate Body for Operational Programmes of Competitiveness & Entrepreneurship (EFEPAE) indicative models of supporting documents for the submission of a request for final payment of aid under the EPANEK Action, Subsidy for Self-Employed Lawyers. The model supporting documents file contains clarifications and useful instructions for the correct submission of the final payment request by the beneficiaries of the Action.

The Action concerns the support in the form of a subsidy for self-employed lawyers affected by the COVID-19 pandemic due to the non-physical functioning of the courts.

The aim of the Action is to upgrade the digital infrastructure of law firms in order for lawyers to be able to provide their services via videoconference, but also to utilize modern technological tools in the process of administering Justice, in courts and penitentiaries of the country.

Budget of the Action

20 million euros for all regions of the country. The Action is co-financed by the European Social Fund (ESF) of the European Union and national resources.

Beneficiaries of the Action

Self-employed lawyers, as natural persons, registered with the Bar Association, who operate legally in the country and have started at the competent Tax Office until 31/12/2020.

It should be noted that all kinds of legal entities are excluded.Eligible Nace codes of legal activities are:

  • 69.10, 69.10.1,
  • 69.10.11, 69.10.12, 69.10.13, 69.10.14
  • 69.10.15 and 69.10.15.01

The following IDs are excluded, as this Action supports self-employed lawyers as natural persons:

  • 69.10.16, 69.10.17,
  • 69.10.18, 69.10.18.01,
  • 69.10.19, 69.10.19.01, 69.10.19.02, 69.10.19.03, 69.10.19.04

Subsidy for the Subsidy for Self-employed Lawyers

Each beneficiary (distinct VAT number) will be awarded once a maximum total grant for the digital upgrade of their offices as follows:

  • Grant of 2,000 euros

0 = < Revenue 1/1/2019 – 31/12/2019 = < 20.000 euros

  • Grant 1,500 euros

20.000 < Revenue 1/1/2019 – 31/12/2019 = < 40.000 euros

  • Grant of 1,000 euros

40.000 < Revenue 1/1/2019 – 31/12/2019 = < 60.000 euros

  • Grant of EUR 500

60.000 < Revenue 1/1/2019 – 31/12/2019

Beneficiaries who started in 2020 may apply for and receive a maximum grant of 1,500 euros.

Basic Conditions of Participation to the Self-employed Lawyers' Grant

  • Beneficiaries should, inter alia, fulfil the following conditions:
  • Have as their main Activity Code (SMR) one of the eligible Nace code of cap. 6: 'ELIGIBLE AREAS OF ACTIVITY',
  • Be established by 31/12/2020
  • Have a professional seat and a license to practice law, before the publication of the Invitation.
  • Keep haplographic or duplicative books of n. 4308/2014
  • Submit one funding application per VAT number.

Eligible expenditure

In order to digitally modernise the offices of self-employed lawyers, the following procurement costs are exclusively subsidised:

  • PC
  • laptops
  • routers
  • webcams
  • Microphones
  • earphones
  • Speakers
  • video conferencing systems
  • scanners/multifunction devices
  • monitors (without antenna slot in)/video conferencing projector
  • Software necessary for the digital modernization of the office.
