Support for National Register Start-ups “Elevate Greece” to tackle the Covid-19 pandemic – Round 2

The specific Action concerns the support of Innovative Innovative Small and Medium Enterprises of the National Registry Elevate Greece, affected by the pandemic. The aid is in the form of a non-repayable grant.The aim is to ensure sufficient liquidity and to maintain the continuity of economic activity during and after the COVID-19 outbreak.

Beneficiaries for the support of Start-ups

The beneficiaries of the Action are Innovative start-up SMEs, which are registered in the National Register of Innovative Enterprises/E.I.N.E., Elevate Greece.

Objective of the Action to support Start-ups in the framework of Elevate Greece

The object/objective of the Action is to strengthen the entrepreneurship and liquidity of Start-ups/ Innovative SMEs(operating in Smart Specialisation/RIS3 sectors), the National Register of Start-ups Elevate Greece under the adverse conditions of the COVID-19 crisis, which was exacerbated by the prolonged outbreak of the disease (in the affected CDs), in the form of non-refundable aid (working capital), so that businesses remain viable and jobs are not lost. The aid to be granted to the Start-up Business up to EUR 100 000. This amount corresponds to up to 80% of the Working Capital of the enterprise for the reference year (2020 or 2021).

Budget

The total Public Expenditure of this call amounts to 34,000,000 euros.

The Action is funded by European Union (ERDF REACT EU) and National Resources under the Operational Programme "Competitiveness, Entrepreneurship and Innovation EPAnEK".

Beneficiaries choose the year in which they incurred the highest working capital expenditure, i.e. 2020 or 2021 on which the requested grant amount will be calculated.

The amounts on which the exact grant amount will be calculated are derived from the sum of:

  • Commodity Markets (code 102)
  • the Purchases of Raw Materials and Materials for Use (code 202)
  • of the total Benefits to employees (except those employed in Agricultural-Biological activities) (codes 181, 281, 481)
  • of Miscellaneous Operating Expenses. (codes 185, 285, 485)

Dates

The start date for the online submission of funding applications to the State Aid Management Information System ( www.ependyseis.gr/mis ) is 22 June 2022 at 13:00 and theclosing date is 31 October 2022 at 15:00. Applications that are not submitted electronically will not be eligible for funding. After the end of the date and time for the online submission of Funding Applications, no application submissions will be accepted.

Terms and conditions participation in Elevate Greece

The terms and conditions for the participation of companies applying for funding under this Agreement are as follows:

  • be registered in the National Register of Start-ups/E.M.N.E. Elevate Greece, www.elevategreece.gr.The registered enterprises that were financed by the A.P. 1729/262/A2/ 16.03.2021 (SAA: Ω88346MTLR-ΩΧ) Decision, as amended and in force, can be cumulatively supported by both calls with a maximum total amount of €100,000. An enterprise cannot be subsidised by both calls for the same reference year, i.e. the year 2020
  • the activity of the undertaking is compatible with an area of the national smart specialisation strategy RIS3 (see Annex VII)
  • be micro, small or medium-sized enterprises, as defined in Annex I of Commission Regulation (EU) 651/2014 of 17 June 2014 (Annex V to this call
  • have started by 31/12/2022
  • be active in one of the eligible SMRs, in accordance with Annex I 'eligible activities (SMRs)'. The SMR must be declared either as the main activity or as the activity with the highest revenues
  • operate exclusively with one of the following forms of enterprises of corporate / commercial character: IKE, LTD, SA, based in the Greek Territory, or capital companies based abroad, which maintain a branch in Greece, as long as it has a Greek VAT number and is registered in the G.E.MI / General Commercial Registry
  • operate within the Greek territory, i.e. have a Greek VAT number or a certificate from the G.E.MI/General Commercial Registry

The sum of the costs arising from the following categories of costs shall be equal to or greater than EUR 250,00:

a. of Commodity Markets

b. the Purchases of Raw Materials and Materials for Use,

c. the total benefits to employees (except those who were employed in agricultural-biological activities),

d. of the total Miscellaneous Operating Expenses

  • businesses to keep haplographic or duplicative books of the law. 4308/2014
  • have submitted an income tax and VAT return (if they are subject) for the reporting year 2020 on time, in accordance with the tax legislation, or a Solemn Declaration for those businesses that choose 2021 as the reference year, in accordance with the ANNEX In the event that after the deadline for submitting an income tax return an amending E3 return has been submitted, both must be submitted to verify that the amounts of the aforementioned fields of the last timely return have indeed been spent
  • In case of a working capital grant in the context of all non-repayable aid actions for businesses affected by the COVID-19 pandemic of the NSRF 2014/20, thethe total amount of grants from this Action and the other above Actions must not exceed the sum of the amounts indicated in the E3 codes for the reference year, on the basis of which the grant of this call is calculated;
  • that there are no grounds for exclusion of paragraph 1 of article 40 of the law. 4488/2017 (Α΄137)
  • where they are active in the processing and marketing of agricultural products, undertake not to pass on the aid received, in part or in full, to primary producers and for the obligation that such aid may not be determined on the basis of the price or quantity of products purchased from primary producers or marketed by the undertakings concerned
  • no recovery order for previous unlawful and incompatible State aid is pending against them on the basis of a judgment of the European Union/EU or the Court of Justice of the European Union/CJEU
  • the total amount of de minimis aid received in the past by the single undertaking, including aid from this Action; not exceed EUR 200 000 (or EUR 100 000 for the road haulage sector) within a period of three years (current calendar year and two (2) previous calendar years) before the date of granting the legal right to the aid
  • to meet the application conditions of Reg. 1407/2013 (De Minimis) as referred to in Annex IX hereto.
