Digital Waybill: Fines of up to 10,000 euros for those who trade goods without issuing one
Fines – “fire” reaching up to 10,000 euros await professionals and companies identified by AADE after October 1, 2025 to trade goods on the market without having issued a Digital Shipping Note.
The phase-out of “paper” waybills and their replacement with the Digital Waybill from early 2025, will be accompanied by steep fines for violators. According to the regulation being prepared by the Ministry of Finance, the fines are tenfold in the case of the movement of goods without a digital consignment note. In particular, for those who adhere to a simple accounting system, the new fine is set at 5,000 euros from 500 euros, while for those required to adhere to a simple accounting system, the fine from 1,000 euros jumps to 10,000 euros.
The “bells” will be activated with the full implementation of digital consignment notes through which AADE will monitor the movement of goods in real time throughout the country and at the same time will have the ability to cross the consignment notes with the invoices issued by the companies for the goods they trade in market.
The timeline for the Digital Waybill
The implementation of the measure will be done gradually so that businesses can familiarize themselves with the new framework. With a joint decision signed by Christos Dimas and Giorgos Pitsilis, new deadlines for the digital monitoring of the market are defined. According to the decision:
