OPEKEPE: Applications for the transfer of aid rights have begun

From Thursday 19 September 2024 until 20 October the application of the Organization for Payments and Control of Community Aid Guidance and Guarantees (OPEKEPE) will remain open for the submission of applications for the transfer of aid rights year 2024.

Applications can only be submitted online in the online application of OPEKEPE https://entitlements.opekepe.gov.gr.

The deadline for amending or canceling a timely application for the transfer of basic income support rights for the sustainability of support year 2024 is set as Sunday 10/27/2024.

Also, except in cases of inheritance, force majeure or exceptional circumstances, the transfer of rights from the regional reserves in the aid year 2023 is not possible for a five-year period.

What does the OPEKEPE circular say

According to an OPEKEPE circular, the value of the 2024 aid rights is not final. The value of the payment entitlements is finalized after processing them for the “convergence of payment entitlements for the year 2024 and ensuring the observance of the national ceiling of the basic income support scheme for the sustainability of the year 2024, in accordance with Reg. (EU) 2115/2021 and the country’s strategic plan where it may be necessary to apply a linear reduction or increase in the value of the entitlements aid.

The participants in the transfer application are considered to have knowledge of the number of rights they own, before making the transfer as well as knowing that the unit value may be modified for the year 2024 due to necessary to comply with of the upper budget limit of the basic aid scheme of linear reductions and/or increases.

In 2024, transfers of aid rights acquired from the regional reserves of the year 2023 are not approved with the exception of the cases of inheritance or force majeure or exceptional circumstances which prohibit the beneficiary from exercising agricultural activity for a long time and which arose after the application for grant of aid rights from the regional reserves of the year 2023.

The aid rights may be transferred by sale or by any other definitive transfer or leased, with or without land.
