Online digital registry through gov.gr for support measures to Greek startups

Με τη λειτουργία, εντός των επόμενων εβδομάδων, του online ψηφιακού μητρώου μέσω της ενιαίας ψηφιακής πύλης του Δημοσίου (gov.gr) γίνεται το πρώτο βήμα για τον σχεδιασμό εξειδικευμένων μέτρων στήριξης των ελληνικών νεοφυών (startup) επιχειρήσεων.

The aim of the Ministry of Development and Investments is to provide practical support to startup companies with a series of measures, such as subsidizing insurance contributions and providing tax incentives.

As the Deputy Minister of Development and Investment in charge of Research and Technology, Mr. Christos Dimas, said: "But in order to be able to properly plan these measures and have a specific picture of the fiscal cost, we need to know the size and number of start-ups to which we are addressing. That's why we chose to follow the example of other countries and create an online registry ourselves."

Registration in the online digital register for startups

In order to register in the online digital register, businesses must necessarily meet the following two criteria:

  • have an innovative activity and
  • have growth prospects in both Greek and international markets.

Since there is no specific definition of what makes a startup business, registration will be done in two ways:

  • The first way concerns companies that have already received funding from investment funds specializing in Venture Capital Funds. The registration of these companies will be virtually automatic.
  • The second way is the evaluation by a Special Committee, which will be composed of ecosystem actors (VCs executives, consultants, etc.).

Το μητρώο νεοφυών (startup) επιχειρήσεων είναι σχεδόν έτοιμο να τεθεί σε λειτουργία και θα έχει την ονομασία ElevateGreece (elevategreece.gov.gr). Final tests are currently underway and are expected to start operating within the next month.

Athens Innovation Center

In the meantime, the procedures of the Public-Private Partnership (PPP) project for the creation of the innovation center in Athens are progressing. The project has a budget of €58.5 million. euros, was approved last Friday by the Interministerial PPP Committee and the first phase of the tender is now being prepared, which is expected to be announced within the next two months.

The Innovation Center will be created on the old property of CHROPEI on Pireos Street with the aim of hosting start-ups, as well as R&D departments of enterprises and large industries, in order to enhance synergies within the domestic ecosystem.

Speeding up | procedures one-stop-shop

Along with the strengthening of the startup ecosystem, the creation of "one-stop-shop points" for startups is progressing. Currently, the Ministry of Digital Governance is exploring the needs by starting a dialogue with the ecosystem actors in order to record the needs and special characteristics that these services should have.

In this context, a consulting firm was recently commissioned to organize workshops in order to record and process information from participants, including representatives of at least fifty start-ups, in order to identify the key points of entrepreneurship.
