OAED: Applications for participation in upskilling actions of 80,000 unemployed have started

The electronic submission of applications of training providers for their inclusion in the two new Registers of Training Providers set up by OAED in the framework of the "new generation" upskilling programs for 80,000 unemployed has begun. amounts to 100 cm. euros and the funding will be provided by the Recovery and Reconstruction Fund . The aim of the action is to effectively link training to the needs of the labour market. Also the strengthening of the employability of the unemployed for their faster labor reintegration.

Upskilling Integration Registers

Specifically, providers interested in participating in the Skills Upgrading and Retraining Programmes in high demand sectors with a focus on Digital and green skills, are invited to apply through the Single Digital Portal of Public Administration, gov.gr , in accordance with the terms and conditions set out in the relevant invitations, for inclusion in the following registers:

  1. Register of Providers of Training and Lifelong Learning Centres (KEDIBIM) of Higher Education Institutions, at the following address: www.gr/upskilling-aei
  2. Register of Licensed Lifelong Learning Centres (LLLCs), at: www.gr/upskilling-kdvm

It is reminded that the action of OAED concerns the provision of theoretical training lasting 50-200 hours to 80,000 unemployed people over the age of 18. The action will lead to the acquisition of digital and "green" knowledge and skills and corresponding certification through independent certification bodies. Providers will have to meet specific quality assurance criteria, as set out in public calls. The compilation programs of each registry They have a budget of € 50 million. euro. Applications will be evaluated by committees. Providers who meet the terms and conditions will be invited to submit proposed training programmes.

Eight innovations

The "new generation" upskilling programs of OAED incorporate the following innovations:

  1. Universities acquire a central role in training: For the first time, unemployed fellow citizens gain access to training programmes offered by universities and in particular the KEDIVIM of HEIs, in the context of a special call addressed only to public universities. Universities will manage in thisfirst phase 50% of the budget.
  2. A wide range of options are offered in modern, high-demand training subjects: In contrast to the programmes promoted so far, which have basically had a more "traditional" character, beneficiaries can choose between a variety of training programmes in high-demand sectors. Emphasis is placed on digital and green skills.
  3. The payment of providers and beneficiaries is linked to the certification: With the aim of ensuring that resources catch on, 30% of the amount to which providers and trainees are entitled will be paid only after successful certification. For the first time, the Ministry of Labor and Social Affairs introduces the methodology of paying providers based on results (Payment by Results). The purpose, the effectiveness and optimal use of the funds of the Recovery Fund.
  4. Emphasis is placed on certification by major international technology companies. Companies that provide - through third parties - recognized certifications for digital skills. The aim is to improve the quality and attractiveness of the programmes.
  5. The bar for training providers is raised. Stricter criteria are introduced for the participation of KDVM in the programme, including the acquisition of additional international ISO certificates.
  6. Control of the educational material by an independent body: The quality of the educational material is ensured based on modern quality standards. These will be audited by a qualified independent body.
  7. Selection of a certification body by the trainees themselves and not by the training providers. Thus, the beneficiaries choose the provider they want.
  8. Finally, another innovation is that the register of programmes and the participation of the unemployed will remain 'open' until the budget is exhausted. Beneficiaries will be able to join the program at any time. At the same time, they will be able to choose from a wide range of training programs that will be constantly enriched.

Objectives of the OAED action

The new OAED programs mark the upgrading of the continuing vocational training of the unemployed. There will be targeted interventions throughout the process and stakeholders (training providers, certification providers, trainees, etc.). This ensures at the same time:

  • Wide range of training programs (including programs of large IT companies with high demand in the labor market) with quality assurance of their content
  • Free choice by the unemployed:
  • of the training programme
  • the time he chooses it
  • the training provider and the certification provider
  • Qualitative upgrading of training providers, increasing the prerequisites for private KDVM and the participation of KEDIVIM of HEIs.
