The Support for the establishment and operation of new SMEs is the third in a series of entrepreneurship actions of the NSRF 2021/27, which will soon open for applications.
In particular as regards the third entrepreneurship action, its budget amounts to EUR 300 million. euros (funds from the "Competitiveness" programme of the new NSRF) and according to officials of the Ministry of Development and Investments (CFCA): "It is one of the key tools to support new business models. It is addressed to all eligible SMEs and start-ups in the country and contributes to increasing the productive capacity of Greece, enriching the Greek branding, developing high quality activities and increasing employment."
Key points of the NSRF
The beneficiary the budget of each investment project shall be from 30.000 to 400.000 euros and it results in, accurately, on an industry basis. At
processing
and in
tourism
the beneficiary budget ranges from EUR 30.000 to 400.000, me grant of up to EUR 200 000. For businesses operating either in the trade either in the services the subsidised budget ranges, respectively, from EUR 15.000 to EUR 100.000, with the "ceiling" of the grant to be set at EUR 55 000.
Conditions
More specifically on the procedure for joining the action, it is noted how start-ups and start-ups without full management use will be able to submit a proposal
medium-sized enterprises
,
small
and
micro enterprises
. The basic conditions for participation of potential beneficiary enterprises are as follows:
1 To invest exclusively in one Region.
2 Operate in eligible Activity Code(s) (IDs) - to be defined in the detailed call.
3 Provide precise information and data on the location of the investment site on a specific property (land, building or other type of independent site).
4 Provide evidence of the ownership of the property.
5 Provide a certificate of land use for the above mentioned place of investment.
6 Provide evidence of private participation of at least 60% of the proposed subsidised budget of the investment project.
7 The investment project must not have commenced operations prior to the submission of the application for funding.
8 If the investment concerns tourist accommodation, it must be of a specific capacity and specifications to be defined in the detailed call.
9 If the investment concerns furnished tourist accommodation, at least three of them must be in the same EOT mark/METE number (Register of Tourist Enterprises).
10 Meet the conditions for the application of Reg. EU 1407/2013 (De Minimis).
Coverage
The interim grant will amount to 40% of the costs submitted. An additional grant rate of up to 15% will be paid on completion based on the achievement of targets relating to the rate of realisation of the investment, as well as on new recruitment of salaried staff.
The grant to be paid under the action will not be subject to withholding or confiscation by the State or third parties notwithstanding any other general or specific provision to the contrary, it shall not be offset against established debts to the Tax Administration and the State in general, legal persons governed by public law, local authorities and their legal persons, insurance funds and credit institutions, and no other special charge or other charge with equivalent effect shall be levied which would have the effect of reducing the amount due to the beneficiaries.
THE SECRETS
The submission of applications and the evaluation
Applications for funding will be submitted only electronically, without the submission of a physical file of supporting documents, through the Integrated State Aid Management Information System (OPSKE, app.opske.gr). The deadline and method of submission, the required supporting documents, the obligations of the beneficiaries, as well as the other conditions of implementation will be described in the detailed call. It is worth noting that in the context of the action:
* no substantial change to the basic physical object and the location of the investment is allowed
* no material change or differentiation in the persons and percentages of participation is allowed throughout the duration of the project, from the submission of the application for funding until the completion and repayment of the investment
* it is not permitted for a Natural Person/Entity to participate as a partner in more than one approved funding application.
Control of NSRF applications
The Ministry of Economic Affairs of Greece stresses that the evaluation of applications will be immediate (First Come First Served) and investment projects will be examined in the order in which they are submitted until the budget of the action is exhausted. An initial eligibility check will be carried out and then eligible projects will be scored on the basis of criteria related to:
* securing private participation by scoring the availability of partner funds
* the experience of partners/shareholders of the company for the implementation of the investment project
* the place of implementation of the investment (investments that will be implemented in inaccessible areas are favoured) the maturity of the investment project in terms of the permits required to start the implementation of the investment project
* the feasibility of an implementation schedule
* the relevance of the investment project to the National Smart Specialisation Strategy 2021/27

In case of rejection, the same partnership, i.e. the same natural/legal persons irrespective of the percentage of participation, will be entitled to a maximum of one resubmission.
