Something of the great void that has been created in the funding for farmers especially after the pandemic response measures, comes to cover the Legislative Act published in the Official Gazette for the granting of loans up to the amount of EUR 25,000 to professional farmers, without the presentation of insurance clearance by the borrower.

Loans up to €25,000 to farmers

In particular, Article 23 states that the conclusion and renewal of loan, credit and financing agreements by banks and other credit institutions with predominantly occupation farmers for an amount up to 25,000 euros, as well as the disbursement of the relevant appropriations, without the presentation of proof of insurance clearance by the funded.

Article 24 also extends for a period of six months, from the date of their expiry, the validity of work permits issued, subject to:

• Presentation to the competent police authority of a solemn declaration by the employer that he continues to employ the third-country national, if he is unable to conclude legal employment contracts in time to meet the needs of his holding,
• Issuance of a decision to postpone removal by the relevant police authority due to the objective impossibility of concluding a contract on the part of the employer.

Until 30/06/2020, for the submission of the request, the competent authority for filing and issuing the relevant acts of approval of the request is and the relevant police department of the employer's place of residence. The supporting documents accompanying the relevant application are a single crop declaration or a single breeding declaration, a solemn declaration by the employer that he will employ the specific third-country national for at least 20 days, due to emergencies and the inability to conclude a legal employment contract to meet the needs of his farm.

The decision to postpone removal incorporates the right to employment exclusively in the agricultural sector and is granted once. Also, by decision of the Minister of Rural Development and Food, the needs for human resources in the rural economy are determined.
