Δημοσιεύθηκε η πρώτη (1η) τροποποίηση της Πρόσκλησης Υποβολής Αιτήσεων Χρηματοδότησης Επενδυτικών Σχεδίων στη Δράση: e-λιανικό - Επιχορήγηση υφιστάμενων ΜμΕ επιχειρήσεων του κλάδου του λιανεμπορίου, για την ανάπτυξη/αναβάθμιση και διαχείριση ηλεκτρονικού καταστήματος (Β κύκλος) του ΕΠΑνΕΚ. The amendment includes changes regarding the payment of a grant, the payment of costs of the investment project, the obligations of beneficiaries during the implementation of the operation and the supporting documents for participation and implementation of the physical and financial object, which are attached electronically.
The Action e-retail (B cycle) aims to subsidize SMEs in the retail sector for the development / upgrade and management of an online store (e-shop) in order to support their operation during the coronavirus (COVID-19) pandemic, enhance the integration of digital technology as well as their digital transformation and avoid overcrowding indoors.
Budget
Ο προϋπολογισμός της Δράσης e-λιανικό (Β κύκλος) ανέρχεται σε 8.000.000 ευρώ. Συγχρηματοδοτείται από το Ευρωπαϊκό Ταμείο Περιφερειακής Ανάπτυξης (ΕΤΠΑ) της Ευρωπαϊκής Ένωσης και από εθνικούς πόρους.

Role of the Beneficiary of the Transaction within the meaning of Article 2 para. 10a of rule 1303/2013 is undertaken by EFEPAE which has the obligation to:
- To confirm compliance with the conditions of Chapter 5 "AID RECIPIENTS – TERMS & CONDITIONS OF PARTICIPATION" hereof
- To apply the procedure described in Chapter 11: "PROCEDURE FOR THE EVALUATION AND APPROVAL OF OPERATIONS – PAYMENT OF THE GRANT" of this
- To keep, in part of its involvement and competence, records, for 10 years, as regards the granting of aid which concerns him/her and which falls within the scope of this Call, which must contain all the information necessary to certify compliance with the necessary conditions of Regulation 1407/2013 (De Minimis), so that it can be forwarded to the Commission, if so requested.
The current framework of the Management and Control System concerning the responsibilities of EFEPAE as an Intermediate Body is applied and applies proportionally in the specific case where EFEPAE acts as the Beneficiary of the Operation.
Beneficiaries of the action – Terms & conditions of participation
Beneficiaries of the Action e-retail (B cycle), i.e. enterprises eligible for public funding under this Action, are medium, small and micro Retail Enterprises who maintain a physical store (in a separate area of their home), regardless of their legal form, who operate legally in the country and have started at the competent Tax Office.
The companies are divided into:
- Existing ones, if they have been established until 30/09/2019
- Newly established, if they have been established from 1/10/2019 until the date of announcement of the Action.
The basic conditions for the participation of companies submitting a proposal are the following:
- to have the RETAIL (NACE code 47 and its Analytical, as described in Annex X) either as a MAIN Activity, at the head office or at the branch, or as an activity with the highest revenues.
- to maintain a Physical Retail Store of goods, in a separate area of their home, i.e. a commercial space that welcomes and serves customers,
- the operation of the eligible activity at the head office and/or branches of the undertaking has been suspended for at least one day from Wednesday 18 March 2020 onwards;
- existing businesses to have a reduction of at least 20% in their turnover during the 4th quarter of the year 2020 compared to the corresponding quarter of the year 2019. For start-ups the reduction will be considered 100% in their turnover,
- submit one investment proposal per VAT number.
- the total amount of de minimis aid which the undertaking has received in the past, including the aid from this Action; not to exceed the amount of 200,000 euros within a three-year period (current financial year and the two (2) previous financial years) prior to the date of inclusion of the proposal.
Νομικές προϋποθέσεις - e-λιανικό
- to meet the application conditions of Reg. Regulation (EC) No 1407/2013 (De Minimis) as referred to in Annex VI hereto,
- that there are no grounds for exclusion of paragraph 1 of article 40 of the law. 4488/2017 (Α΄137) (imposition of fines for violations of labor legislation)
- not to be subject to an order to recover previous unlawful and incompatible State aid based on an EU or CJEU decision
- have never been included in the Action "e-Retail - Subsidy of existing SMEs in the retail sector, for the development / upgrade and management of an online store" announced by the A.P. 981/138/A2/12.02.21 Decision.
Eligible sectors of activity
The eligible SMRs in which the company to be assisted must be active are RETAIL SMR 47 and its details, as described in Annex X.
Eligible costs – Budget of operations
Each business (distinct VAT number) will be awarded a total grant of up to the amount of 5,000 euros for the acquisition of IT equipment and the implementation of intangible actions (Software / services) for the development and management of an online store.
If the business (distinct VAT number) already had an online store before 18/3/2020, then it can be upgraded with a entitled subsidy up to the amount of 1,500 euros. The start of eligibility of expenditure is 18 March 2020. All eligible costs must have started as a physical and economic object from that day onwards.
Οι επιλέξιμες δαπάνες της Δράσης e-λιανικό (Β κύκλος) εντάσσονται σε δύο (2) ευρύτερες κατηγορίες, ήτοι Εξοπλισμός Πληροφορικής και Λογισμικό, και έχουν ως ακολούθως:
e-λιανικό - Εξοπλισμός Πληροφορικής (μόνο για νέα ηλεκτρονικά καταστήματα)
- Servers / servers for hosting applications - software required for the creation and operation of an online store, with its accompanying elements (keyboards, screen, etc.) and the required operating system. Acquisition in the form of Infrastructure as a Service (IAAS) is also permitted. In the case of acquisition in the form of Infrastructure as a Service (IAAS), the cost for one year is eligible.
- Desktop/Laptop.
- Other technological equipment related to the creation / upgrade and operation of an online store (e.g. Network equipment, Bar code readers, printers, etc.). The cost of supplying tablets, mobile phones and televisions is not eligible. For IT equipment the maximum eligible percentage of the subsidized budget of the project is 30%.
Software
- E-shop design, development and management services - will operate in 2 languages, as well as in a mobile responsive or dedicated mobile version and will incorporate ordering (basket), warehouse (quantity of items) and secure electronic payments (redirect in a banking environment). Eligible expenditure is also the purchase of software in the form of Software as a Service (SaaS) as long as it is necessary for the operation of the e-shop. In the case of acquisition in the form of Software as a Service (SAAS), the cost for one year is eligible.
- Development and/or certification of a digital security policy.
For the software the maximum eligible percentage of the subsidized budget of the project is 100%.
In the case of an upgrade of an existing online store, the costs of supplying equipment are not eligible. The grant to the company amounts to 1,500 euros.
The total amount of public funding that each enterprise can receive (at the level of a "single enterprise") from the specific Action e-λιανικό (Β κύκλος), λαμβάνοντας υπόψη κάθε άλλη ενίσχυση που έχει λάβει ή θα λάβει δυνάμει του Κανονισμού 1407/2013 (De Minimis) την τελευταία τριετία, υπολογιζόμενη σε κυλιόμενη βάση, may not exceed EUR 200 000 (or EUR 100 000 for the road haulage sector).
Χρονοδιάγραμμα δράσης - e-λιανικό (Β κύκλος)
The deadline for the completion of the funded investments cannot exceed six (6) months from the date of issue of the Integration Decision.
Application procedure for funding
Η Αίτηση Χρηματοδότησης υποβάλλεται ηλεκτρονικά στο Πληροφοριακό Σύστημα Κρατικών Ενισχύσεων (www.ependyseis.gr/mis).

The potential beneficiary of the Action submits one Funding Application per VAT number. When submitting the Funding Application, the potential beneficiary of the Action is cumulatively obliged to:
- fill in electronically the relevant fields of the "FUNDING APPLICATION FORM" as they appear in ANNEX I
- attach the participation documents provided for IN ANNEX V (A. Participation Documents attached electronically when submitting the Funding Application)
- finalise the application to make it available for processing at a later stage.
