I save 2025: At 435 million euros the budget for the energy upgrade of houses
The Recovery and Resilience Fund includes the program “Eschionamo 2025”, which will support households throughout the country, for energy upgrade of their homes.
The program, under the responsibility of the Minister of Environment and Energy, Theodoros Skylakakis, has a total budget of 434 million euros and was included in the Recovery Fund, following a decision of the Deputy Minister of National Economy and Finance, Nikos Papathanasis.
Within the framework of “Excoionamo 2025” it is foreseen that by improving the energy class of households – through their energy upgrade by at least three energy categories – a primary energy saving of over 30% is achieved for each beneficiary/residential building.
The program includes separate incentives to support families with a member/members with disabilities, those affected by Thessaly, earthquake victims of Arkalochori, families with four dependent children and vulnerable households, both in the form of an increased grant rate and a special budget.
Depending on the category to which the beneficiary falls, the percentage of the financial support starts from 50%, while in some cases even 100% of the investment cost is covered.
It is clarified that the program concerns buildings that are used as a main residence (detached houses and individual apartments) and whose owners meet specific income criteria.
The interventions covered by the “Save 2025”
Interventions related to: Replacement of frames, installation/upgrading of thermal insulation, heating/cooling system upgrade, domestic hot water system using Renewable Energy Sources, other energy saving interventions, such as the installation of a smart management system (smart home), which contributes to energy saving, are covered.
The maximum eligible budget for energy upgrade interventions with VAT per beneficiary application cannot exceed:
a) the product of 1.20 euros on the total estimated annual primary energy savings (kWh), as derived from the 1st Energy Performance Certificate
b) 35,000 euros
Heating degree days will be used as a criterion for evaluating the energy upgrade proposals submitted to the program, with priority given to colder areas.
For the beneficiaries who will join “Excoonamo 2025”, covering the participation itself with a loan, the interest rate of the loan contract, for the needs of the program, is fixed and subsidized at 100%.
Funding applications will be submitted only electronically and mandatory through the Information System of the official website of the program.
Body implementation of “Excoionamo 2025” is Technical Chamber of Greece (TEE). At the same time, financial management body of the program is Hellenic Development Bank.
It is noted that the direct disbursement to households is 396 million euros, while there are additional costs, within the program, for interest subsidy, administrative costs, etc.
The detailed terms and conditions for inclusion are specified, in detail, in the guide of “Save 2025”.
