EU: Agreement on the new rules on short-term rentals

The reach of agreement between the European Parliament and the Council on the proposal for short-term property rental submitted about a year ago is welcomed by the European Commission. The new EU regulation will enhance transparency in this area by establishing clear rules on the collection and sharing of data by landlords and platforms. The regulation will provide key information to authorities wishing to address the impact of short-term lettings on local communities. Platforms’ obligations to share data will be tailored to smaller market players. When it enters into force, Member States will have a 24-month period to put in place the data exchange mechanisms, which are already being prepared with the support of the Commission.
The regulation of the EU
The regulation on short-term rentals will complement the regulation on digital services. The new legislation, which is a key deliverable for sustainable and smart tourism as part of the tourism transition, provides aggregated data that will feed into the European tourism data space.
Thierry Breton, Internal Market Commissioner
«tourism is key to the EU economy Short-term rentals are an important part of the tourism ecosystem, but they must not come at the expense of local communities. Thanks to today’s agreement, local authorities will be able to manage short-term lettings in an efficient and proportionate way. The proposal builds on the Digital Services Regulation and will ensure online rental platforms take responsibility, share data and help fight illegal listings“.
