Development Law: announcement of the 5th Fair Development Transition Regime

The announcement of the Fair Development Transition Aid Scheme of the Development Law 4887/2022 was announced. The purpose is to ensure a valid and smooth preparation of the eligible investment projects on the part of the interested investors.

The Fair Development Transition Aid Scheme spatially covers the areas of the Fair Transition Territorial Plans of Western Macedonia and Megalopolis, of the Fair Development Transition Programme 2021/27, and more specifically:

  • all municipalities of the Region of Western Macedonia and
  • the Municipalities of Megalopolis, Tripoli, Gortynia and Oichalia of the Peloponnese Region

The total budget of the scheme amounts to 380 million euros. It draws these resources from the co-funded Fair Development Transition Programme 2021/27 (RDP 2021-2027). The 266 million euros are allocated for investment project support in Western Macedonia. The remaining 114 million euros is earmarked for investment project aid in the municipalities of Megalopolis, Tripoli, Gortynia and Oihalia in the Peloponnese Region. In particular, the total budget is broken down geographically as follows:

a. E.S.DI.M. of Western Macedonia. 70% of the total budget (266.000.000 euro) of which 30% (79.800.000 euro) to each of the Regional Units of Kozani and Florina and 20% (53.200.000 euro) to each of the Regional Units of Grevena and Kastoria

β. E.S.D.I.M. Megalopolis. 30% (114.000.000 euro) of the total budget of which 50% (57.000.000 euro) in the area of the Municipality of Megalopolis and 50% (57.000.000 euro) equally distributed in the areas of the neighbouring Municipalities of Tripoli, Gortynia and Oichalia.

The incentive of the grant and subsidy of the cost of employment created is set at the maximum limits (100%) of the Regional Aid Charter for the Regional Unit of Kozani and Florina and the Municipality of Megalopolis and 90% in the Regional Units of Kastoria and Grevena and the Municipalities of Tripoli, Oichalia and Gortynia.

Amount of investment projects

The Fair Development Transition scheme can support investment projects for all categories of enterprises, with the following minimum budget limits:

  • very small-sized enterprises: 100.000 euros
  • small-sized enterprises: 250.000 euros
  • medium-sized enterprises: 500.000 euros
  • large enterprises: 15.000.000 euros

A basic condition for the submission of an investment project to the Fair Development Transition Scheme is that it has been classified as an "RDP project" by the competent RDP Project Characterisation Committee of Law 4872/2021.

It is noted that the maximum aid ceilings of the Regional Aid Charter have been increased by 10% in the transition areas, so that now for large enterprises the aid rate is 50%, for medium-sized enterprises 60% and for small and micro enterprises 70%.

The General Directorate for Development Laws & Foreign Direct Investment of the Ministry of Development & Investment will be responsible for the assessment and implementation of investment projects for the Fair Development Transition Scheme. It should be noted that, when assessing the investment projects submitted, priority will be given to the creation of new jobs.

The submission of investment projects for the Fair Development Transition will be done online through the State Aid Information System (PSKE) of the programming period 2021/27. The submission will start with the launch of the system.
