Commission: 1.63 billion euros for a just climate and energy transition in Greece

Total investment of 1.63 billion euros to mitigate the impact of the energy and climate transition in the local economy and society, Greece will mobilize. The carbon transition

In the regions most affected by the energy and climate transition, the programme will support:

  • decarbonisation in Western Macedonia
  • Megalopolis and the adjacent municipalities
  • the phasing out of fossil fuel power plants on the North-South Aegean islands and in Crete

Support from the JTF will strengthen:

  • diversification and modernisation of the economy
  • new jobs
  • upskilling
  • reskilling people affected by the transition

More than half of the funds will support entrepreneurship through the financing of existing and new businesses, business infrastructure and stronger links between business and research and innovation.

Strengthening human resources

Another large part of the funds (20.4% of the total) will strengthen the human resources and skills of the workforce in the affected regions (skilling, upskilling, reskilling ) and promote employment. JTF support will also aim at:

  • the energy transition
  • land use adaptation and the circular economy
  • energy upgrades
  • enhancing self-generation through energy communities
  • renewable energy sources
  • electromobility and energy storage systems

Two actions of strategic importance are also part of the programme:

  • the "Innovation Zone" of Western Macedonia, a central body for the development of infrastructure and actions for innovative entrepreneurship
  • The "360° Bioeconomy Hub" in the municipalities of Megalopolis, Gortynia, Oichalia and Tripoli aims to transform business activity across the entire bioeconomy value chain (agri-food, circular and digital economy)

History

The JTF supports the regions most affected by the transition towards a climate-neutral economy. The identification of these areas is included in the territorial just transition plans and is carried out through a dialogue with the Commission in the context of the negotiations of the 2021/27 Partnership Agreements and related programmes. The territorial just transition plans, developed in close consultation with local partners, set out the challenges in each region, as well as the development needs and targets to be achieved by 2030. They shall also identify the types of actions envisaged alongside specific governance mechanisms.

The approval of the territorial just transition plans opens the door for dedicated funding under the two other pillars of the Just Transition Mechanism (JTM):

  • a just transition scheme under InvestEU
  • μια δανειακή διευκόλυνση του δημόσιου τομέα για δίκαιη μετάβαση που συνδυάζει επιχορηγήσεις της Επιτροπής με δάνεια της Ευρωπαϊκής Τράπεζας Επενδύσεων

The JTM is a key tool to ensure that the transition towards a climate-neutral economy takes place in a fair way, leaving no one behind. The Facility provides targeted support tomobilise around 55 billion euros in 2021/27 in the most affected regions, to mitigate the socio-economic impact of the transition.

The Commission approved the Partnership Agreement with Greece in July 2021. Πρόκειται για την πρώτη συμφωνία που εγκρίθηκε μεταξύ των 27 κρατών-μελών. Η συμφωνία περιλαμβάνει σημαντικές επενδύσεις -30 % του Ευρωπαϊκού Ταμείου Περιφερειακής Ανάπτυξης και 55 % του Ταμείου Συνοχής- στην ενεργειακή απόδοση και τη μείωση των εκπομπών αερίου του θερμοκηπίου.

In addition to the JTF programme, two other cohesion policy programmes are also adopted. Programmes linked to the Partnership Agreement:

  • the "Competitiveness Programme"
  • the "Civil Protection Programme"

At the request of the Greek authorities, the Commission provided tailor-made technical expertise to prepare the territorial just transition plan, build capacity for its effective implementation and design its governance system. Support was provided by the Technical Support Instrument under DG REFORM.
