Establishment of Young Farmers - Third Invitation - The program

The "Establishment of Young Farmers" program (sub-measure 6.1) concerns the provision of flat-rate financial support to young people who have not exceeded 41 years of age for entering and staying in agricultural employment and their first establishment on agricultural holdings, who have sufficient professional qualifications, establish themselves for the first time as heads of agricultural holdings and implement business plans for the development of their agricultural activities.

The aim of the support program for young farmers during the transition period 2021 and 2022 is to increase the competitiveness of agricultural holdings through age renewal and the creation of entrepreneurial farmers who, at the end of the support, will have appropriate supplies and sustainable holdings.
Sub-measure 6.1 is co-financed by the European Union (European Agricultural Fund for Rural Development "EGTAA") and the Greek State. To cover the needs of this call, a total amount of €420,000,000 is provided.

Beneficiaries

Natural persons who:
• have reached the age of 18, have full legal capacity and solvency in accordance with the provisions of the Civil Code and have not exceeded the age of 41
• are permanent residents of the application areas of sub-measure 6.1.2.
Legal entities that:
• they have as their leader – legal representative a young farmer, who meets the conditions of point (1.i)
• have as leader – legal representative a young farmer, in accordance with the conditions of par. 5 and 7 of article 4, who participates in the capital of the legal entity in a percentage of at least 51%
• are based in the wider area of ​​the place of permanent residence of the leader – their legal representative and within the same Region
• have a main activity in the primary sector (KAD 01 group excluding KAD 01.6 and KAD 01.7) agricultural production. Fishing activities are not taken into account.

Program budget

Sub-measure 6.1 is co-financed by the European Union (European Agricultural Fund for Rural Development "EGTAA") and the Greek State. To cover the needs of this call, a total amount of €420,000,000 is provided.

Amount of subsidy

The financial support for the first establishment of the new farmers is granted in the form of a flat-rate amount of support after the issuance of the decision on the inclusion of acts concerning the request for support.
The financial support is granted in the form of capital and is paid in two installments.

• The first installment (70% of the total amount of support) is paid immediately after the issuance of the integration decision.
• The last installment is paid within 5 years of joining, subject to the proper implementation of the business plan and the achievement of the relevant goals and commitments.

The amount of support is not linked to eligible expenses or costs.
The amount of support is set at 35,000 euros

Subsidized expenses

The amount of support is set at 35,000 euros. This amount can be increased up to 5,000 euros, as follows:

• by 2,500 euros when the head of the agricultural holding has a permanent residence in a mountainous or disadvantaged area or on an island with a population of up to 3,100 inhabitants
• by 2,500 euros for agricultural holdings that in the future situation have a poultry-livestock production direction (but not mixed).

For the purposes of sub-measure 6.1, the activities of the agricultural holding, other than primary agricultural production (including activities such as sorting and simple packaging of own products), may include handling, transport, standardization, packaging, storage, processing, wholesale and retail sale exclusively of products produced by the farm.

Important dates

1. Period of submission of support applications and period of issuance of integration decisions:
a) The period from 12-11-2021 to 14-12-2021 and time 13:00 is defined as the period for submitting applications for support-candidacy files. The necessary supporting documents for the submission posted on SAIS must have a date of issue up to 12-14-2021.
b) The evaluation and approval period for these is defined in articles 15 and 16. c) Requests for de-finalization of support requests are submitted to the technical support (helpdesk) of SAIS, within the application of the submeasure (with user codes), until 13-12- 2021.
2. Method and place of submission of support applications: The submission of support applications is carried out electronically through the State Aid Information System (PSKE) which operates on the website http://www.ependyseis.gr.
