Pre-publication of the Action “Strengthening the Establishment and Operation of new Small and Medium-sized Tourism Enterprises”

Ανακοινώθηκε χθες 11 Οκτωβρίου 2023 από το το υπουργείο Εθνικής Οικονομίας και Οικονομικών, η Δράση «Ενίσχυση της Ίδρυσης και Λειτουργίας νέων Μικρομεσαίων Τουριστικών Επιχειρήσεων», η οποία αφορά στην ενίσχυση της τουριστικής επιχειρηματικότητας μέσω της δημιουργίας νέων πολύ μικρών, μικρών και μεσαίων επιχειρήσεων επιλεγμένων ΚΑΔ του τουρισμού.

Προϋπολογισμός της Δράσης «Ενίσχυση της Ίδρυσης και Λειτουργίας νέων Μικρομεσαίων Τουριστικών Επιχειρήσεων»

Ο προϋπολογισμός της Δράσης ανέρχεται σε 190.000.000 ευρώ και συγχρηματοδοτείται από το Ευρωπαϊκό Ταμείο Περιφερειακής Ανάπτυξης (ΕΤΠΑ) και από το Ελληνικό Δημόσιο.

Eligible Enterprises

Στη Δράση δύναται να υποβάλλουν πρόταση υπό ίδρυσηκαινεοσύστατες μεσαίες, μικρές και πολύ μικρές επιχειρήσεις που αναμένεται να δραστηριοποιηθούν στον κλάδο του τουρισμού, όπως αυτές ορίζονται στη Σύσταση της Επιτροπής 2003/361/ΕΚ.

Με τον όρο νεοσύστατες ορίζονται οι επιχειρήσεις για τις οποίες δεν έχει παρέλθει 12μηνο συνεχούς λειτουργίας από την ημερομηνία έναρξης της επιχείρησης έως και την ημερομηνία προκήρυξης της δράσης.

Οι επιλέξιμοι κωδικοί αριθμοί δραστηριοτήτων (ΚΑΔ) θα ορισθούν στην Αναλυτική Πρόσκληση της Δράσης.

Επενδυτικά Σχέδια και Ποσοστά Ενίσχυσης

Ο επιχορηγούμενος προϋπολογισμός κάθε επενδυτικού σχεδίου κυμαίνεται από 80.000 ευρώ έως 400.000 ευρώ.

Η επιχορήγηση θα ανέρχεται σε ποσοστό 45% επί των υποβαλλόμενων δαπανών.

Το ποσοστό ενίσχυσης δύναται να προσαυξάνεται κατά

(α) 10% εφόσον η επένδυση πραγματοποιηθεί σε απομακρυσμένη ή πυρόπληκτη ή πλημμυροπαθή περιοχή ή μικρά νησιά και

(β) επιπλέον κατά 5% με την επίτευξη της κάλυψης του στόχου απασχόλησης τουλάχιστον 0,2 ΕΜΕ, τον πρώτο χρόνο μετά την ολοκλήρωση της επένδυσης

Η διάρκεια υλοποίησης του φυσικού και οικονομικού αντικειμένου του επενδυτικού σχεδίου ορίζεται αυστηρά σε 24 μήνες, μη επιδεχόμενη την οποιαδήποτε παράταση.

Βασικές Προϋποθέσεις Συμμετοχής στη Δράση «Ενίσχυση της Ίδρυσης και Λειτουργίας νέων Μικρομεσαίων Τουριστικών Επιχειρήσεων»

Οι δυνητικά ωφελούμενες επιχειρήσεις θα πρέπει:

• Να πραγματοποιήσουν επένδυση αποκλειστικά σε μία Περιφέρεια της χώρας. Εξαιρούνται σχέδια με τόπο εγκατάστασης στην Περιφερειακή Ενότητα Μυκόνου και την Περιφερειακή Ενότητα Θήρας, στον Δήμο Θήρας, πλην της Δημοτικής Κοινότητας Θηρασίας.
• To operate exclusively in eligible KAD(s), as he/she will be defined in the Analytical Invitation that is expected to be issued, throughout the implementation of their investment plan. The new founders should only start in eligible KAD of the Action.
• To provide accurate details and location data of the place of implementation of the investment on a specific property (field, building or other type of independent space).
• To have an approved building permit or at least a submitted application for its issuance in cases of construction and completion of buildings from the start date of electronic submission that will be set in the notice.
• To provide a Land Use Certificate for the above investment location.
• Provide details of the rights of use (ownership, usufruct, lease) they hold on the property.
• To provide evidence of the ability to cover the Private Participation at a percentage that will be set in the Detailed Invitation.
• Meet the conditions for the application of Reg. EU 1407/2013 (De Minimis) on which the Action is based.

In the event that the investment concerns tourist accommodation, this must be of a specific capacity and specifications as follows:

Main hotel accommodation

Hotels

• Classification in category 4**** (four stars) and above
• Capacity Twelve (12) beds or more

Hotel tourist accommodation within traditional buildings provided for in p.d. 33/1979

Organized tourist camps (camping)

• Classification in category 3*** (three stars) and above

Non-primary hotel accommodation

Self-catering accommodation – tourist furnished houses

• Minimum number of houses: Three (3)

Noted: All self-catering accommodation – tourist furnished houses must be integrated into the same MHTE Brand.

Furnished rooms-apartments for rent

• Classification in category 4 keys and above
• Minimum capacity Twelve (12) beds

The set of the conditions for participation will be defined in the Detailed Call for Action.

• Buildings, Facilities and Environment
• Machinery – Equipment
• Digital Equipment and Software
• Fixtures
• First operation (SME start-up) aid
• Expenditure on promotion and externalisation
• Technical Studies
• Consulting Services
• Means
• Indirect costs (up to 7% of the eligible direct costs of the investment plan)

The eligible expenditure categories as well as their maximum ceiling, will be defined in the Detailed Call for Action.

The date of the announcement of the Action is defined as the start date of expenditure eligibility.

Submission and Evaluation of Funding Applications

Funding applications will only be submitted electronically without presenting a physical file of supporting documents through the Integrated Information System for the Management of State Aids (OPSKE). The deadline and the submission method, the required supporting documents, the obligations of the beneficiaries as well as the other implementation conditions will be described in the Detailed Call for the Action.

For the evaluation of the action, the Comparative Evaluation will be applied.

The grade 60 is defined as the minimum acceptable total score for the approval of an investment project.
