CAP: How the restructuring of the vineyards will be implemented – The amounts and the beneficiaries in detail

The financing, the terms, the conditions, the integration process of the producers, the supporting documents, the amount of the financial support of the foreseen measures, the process of paying the financial support to the beneficiaries, are determined in the decision for the implementation of the intervention P2-58.1 “Restructuring and conversion of vineyards”, according to approved Strategic Plan of Common Agricultural Policy (SS CAP) for the period 2023-2027.

Beneficiaries of the support are exclusively vine growers who own vineyards or replanting permits, who undertake the obligation to carry out the measure in question by end of the second wine-growing period following the granting of the advance payment.

The interested producers submit electronically to the digital services of the Ministry of Rural Development and Food an application until December 22, 2024.

The objective of the intervention is to increase the competitiveness of the wine farms through the quality upgrade of the wine growing potential, the establishment of grape varieties with increased commercial interest, the introduction of modern cultivation techniques and the safeguarding and protection of the environment.

The period of application of the intervention is the wine seasons 2024-2025, 2025-2026 and 2026-2027.

The measures and actions of the CAP intervention

In particular, the intervention under the CAP supports one or more of the following actions:

a) the varietal conversion of vineyards, including re-vaccination

b) the relocation of vineyards

c) improvements in vineyard management techniques linked to the objective of the Intervention

The above actions include the measures of eradication-relocation, planting vineyards, re-grafting (for the varietal conversion of vineyards) and improving certain vineyard management techniques

It should be noted that the intervention does not cover the normal renewal of vineyards that reach the end of their natural life cycle. As normal renewal of vineyards approaching the end of their natural life, it is understood the replanting of the same plot with the same variety according to the same viticulture system.

The amounts of the aid

The intervention may include areas for which replanting permits exist. Financial support is granted only for the measures mentioned in the table of this article and they do not receive support from other funds.

Financial aid related to the restructuring and conversion of vineyards is determined at a flat rate per meter, in euros/hectare, according to the following table:

TABLE OF FINANCIAL AID FOR RESTRUCTURING AND CONVERSION FOR THE REGIONS OF THE COUNTRY EXCEPT ATTICA AND SOUTH AEGEAN:

The financial compensation of the producers for the loss of income due to the implementation of the “eradication-replanting” and “re-inoculation” measures is added to the total cost of the aforementioned measures.

The separation of the areas into mountainous, disadvantaged and island areas/other areas, for the needs of implementing the Intervention, is done only by using geographical criteria, as defined in the Executive Decision (EU) 2021/1130 of the Commission.

The classification of vineyard parcels according to their location within mountainous disadvantaged areas and other areas is carried out by DAOK, according to the tables of classified Units (ILOTS) of the Viticultural Register. The Directorate of Food Utilization and Technology is defined as competent for the calculation of the above lump sums. These amounts should be reviewed periodically to take into account indexation or economic change.

For this purpose and for the facilitation of the above competent service, the Departments of Agricultural Economy and Veterinary Medicine/Agricultural Economy must collect samples and send them whenever requested, invoices which concern works supported by the Intervention, at a rate of 10% of the eligible producers every two years revision of the Table of Financial Aids.

In order to avoid double funding, cross-checking of the eligible producers of the Intervention with the relevant file of beneficiaries of Action 4.1.5 of the PAA (Improvement Plans) is carried out by the relevant RDP service.
