AADE: In consultation the electronic Shipment Note and the digital tracking of Goods Handling

In public consultation the Independent Public Revenue Authority (AADE) puts the draft of the Decision, for the start and operation of the digital monitoring of the movement of goods and the definition of the format of the electronic ticket shipment.

Through the consultation the AADE looks forward to direct cooperation with the agencies and businesses, so that together they shape the new context in the movement of goods, which delves into the use of modern digital tools to prevent tax evasion and smuggling.

The draft of the AADE decision determines the content of the trafficking documents, the procedure for their digital edition and transmission to the digital platform myDATA, as well as theprocedure for digital monitoring of the traffic goods.

In particular, it introduces a distinction between simple and complex movement of goods and describes the series of actions from the beginning to the completion of movement in two phases:

A’ Phase

  • issue of documents
  • transmitting data to myDATA and informing the Receiver
  • possibility of controlling transactions during them by scanning the QR Code displayed on the transaction documents

Phase B

  • digital monitoring of uploads/uploads
  • receipt of documents and goods by scanning the QR Code of the shipping documents
  • quantitative and quality control by the Receiver
  • the parties responsible for issuing transport documents, the time of issue and the time of transmission of the data to myDATA are defined
  • represents the roles that businesses may assume when participating in the movement of goods
  • determine the content and format of digital transport documents, the types of documents used at each stage of the movement of goods and the channels of transmission
  • the use of the Combined Nomenclature “Taric” is established for the uniform coding of trafficked items
