A plan to revive the old arrangements for the repayment of debts to the tax authorities<\/a><\/strong> is on the government’s table. The plan concerns taxpayers who, while they had<\/strong> joined<\/strong> the arrangements<\/strong> of 100<\/strong> and 120 instalments<\/strong> for old tax debts or 120 instalments<\/strong> for 36<\/strong> and 72<\/strong> instalments<\/strong> for core<\/strong> debts, lost<\/strong> them as under the weight of the pandemic<\/strong> and the energy<\/strong> crisis<\/strong> they stopped paying the monthly instalments and are now facing seizures of bank deposits<\/strong>, income<\/strong> and other assets.<\/p>\n\n

The Treasury is now considering giving those who lost their arrangements a new chance to rejoin them and settle their debts<\/strong>. Taxpayers<\/strong> who have failed to stay on track with their instalment schedule will be able to rejoin<\/strong> the arrangements with a penalty<\/strong>.<\/p>\n\n

The charge<\/strong> will reportedly involve either an interest rate<\/strong> surcharge<\/strong> or the obligation<\/strong> to pay<\/strong> certain<\/strong> instalments<\/strong> missed from the arrangement.<\/p>\n\n

According to reports, the final decisions on the timing, grid and terms of the arrangements<\/strong> that will be reopened for the debtors who lost them are expected to be taken at the end of February<\/strong> along with the other extraordinary support measures, with relevant officials reportedly “taking out of the frame” the possibility of a new debt arrangement.<\/p>\n\n

The arrangements under consideration<\/strong><\/h2>\n\n

The plan under consideration provides for the revival of the following arrangements:<\/p>\n\n

100 or 120 instalments.<\/strong> The reintroduction<\/strong> of 100 or 120 instalments will be subject<\/strong> to the terms and conditions of the original<\/strong> arrangement<\/strong> for the outstanding debt. It is noted that in the regulation<\/strong> of 120 installments<\/strong> implemented by the government had joined<\/strong> more than 600,000 individuals<\/a><\/strong> and businesses<\/a><\/strong> . However, in the process several and various reasons lost it.<\/p>\n\n

36 or 72 instalments for pandemic debts<\/strong>. The regulation applies to debts<\/strong> to the IRS<\/strong> and social security<\/strong> funds<\/strong> that were established between March 1, 2020 and July 31, 2021.<\/strong> These arrangements<\/strong> are repayable<\/strong> in up<\/strong> to 36 interest-free monthly instalments<\/strong> or in up to 72 instalments<\/strong> at an interest rate of 2.5%.<\/p>\n\n

Natural and legal persons who had been identified as affected by the pandemic could join the scheme for the repayment of debts. The minimum monthly instalment was \u20ac30<\/strong> for debts of up to \u20ac1,000<\/strong>. If the amount<\/strong> of debts<\/strong> was higher<\/strong> the minimum<\/strong> amount<\/strong> was \u20ac50<\/strong>.<\/p>\n\n

The data highlighting debt repayment<\/strong><\/h2>\n\n

According to the data of the tax administration, debts amounting to 5.3 billion euros<\/strong> have been included<\/strong> in some arrangement (100 instalments, 120 instalments, pandemic debts in up to 72 instalments and a fixed arrangement of the Ministry of Finance<\/a><\/strong> 24-48 instalments). Of the regulated balance, 53.5%<\/strong> comes from natural persons<\/strong> and the remaining 46.5%<\/strong> from legal entities<\/strong>.<\/p>\n\n

36.4% of the regulated balance<\/strong> (\u20ac1.932 billion) comes from debtors<\/strong> with a basic debt of \u20ac5,001-50,000<\/strong>. 26.2%<\/strong> of the adjusted balance comes from debtors with a basic debt of \u20ac50,001-\u20ac300,000.<\/strong><\/p>\n\n

It is noted that over 4 million<\/strong> individuals<\/strong> and legal<\/strong> entities<\/strong> have overdue debts<\/strong> to the tax authorities<\/strong>. Of these, 3.8 million<\/strong> or 9 out of 10 owe<\/strong> up to 10,000 euros<\/strong>.
