This is <strong>55% of Greece&#8217;s building stock<\/strong> that was built four decades ago and which are very low on the energy efficiency list while many of them have not been seismically tested.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3C3;&#x3C4;&#x3BF;&#x3B9;&#x3C7;&#x3B5;&#x3AF;&#x3B1;-&#x3C0;&#x3B1;&#x3BB;&#x3B1;&#x3B9;&#x3CC;&#x3C4;&#x3B7;&#x3C4;&#x3B1;&#x3C2;-&#x3BA;&#x3C4;&#x3B9;&#x3C1;&#x3AF;&#x3C9;&#x3BD;\"><strong>Building age data<\/strong><\/h2>\n\n<p>The Ministry is working on ways in which energy buildings constructed decades ago can be subsidized, given that <strong>A determining factor in energy consumption is the age of the buildings<\/strong>. Especially <strong>55% of residential buildings were constructed before the year 1980<\/strong>, i.e. they are thermally unprotected, while due to the economic downturn the number of buildings that <strong>Built after 2010<\/strong> with the minimum requirements of the KENAK is <strong>just 1.5%<\/strong> of the total stock of normal dwellings used by households. It is characteristic that <strong>83.82%<\/strong> of the buildings constructed <strong>before the year 1980 are class<\/strong> H, according to the Energy Performance Certificates issued until the year 2014, while the buildings constructed in the next three decades were largely class C, D or E.<\/p>\n\n<p>This was one of the reasons why the Ministry of Environment and Energy proceeded with a memorandum of cooperation with the Technical Chamber of Greece, through which, among other things, the technical instructions of the Energy Performance of Buildings Regulation will be amended, the specifications for RES, bioclimatic, etc., will be updated, while the way in which energy certificates are issued is expected to change.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3C4;&#x3C1;&#x3BF;&#x3C0;&#x3BF;&#x3C0;&#x3BF;&#x3B9;&#x3AE;&#x3C3;&#x3B5;&#x3B9;&#x3C2;-&#x3BC;&#x3AD;&#x3C3;&#x3C9;-&#x3C0;&#x3C1;&#x3CC;&#x3B3;&#x3C1;&#x3B1;&#x3BC;&#x3BC;&#x3B1;&#x3C4;&#x3BF;&#x3C2;-&#x3C4;&#x3CD;&#x3C0;&#x3BF;&#x3C5;-&#x3B5;&#x3BE;&#x3BF;&#x3B9;&#x3BA;&#x3BF;&#x3BD;&#x3CC;&#x3BC;&#x3B7;&#x3C3;&#x3B7;-&#x3BA;&#x3B1;&#x3C4;-&#x3BF;&#x3AF;&#x3BA;&#x3BF;&#x3BD;-&#x3C3;&#x3B5;-&#x3C0;&#x3B1;&#x3BB;&#x3B9;&#x3AC;-&#x3B1;&#x3BA;&#x3AF;&#x3BD;&#x3B7;&#x3C4;&#x3B1;\"><strong>\u03a4\u03c1\u03bf\u03c0\u03bf\u03c0\u03bf\u03b9\u03ae\u03c3\u03b5\u03b9\u03c2 \u03bc\u03ad\u03c3\u03c9 \u03a0\u03c1\u03cc\u03b3\u03c1\u03b1\u03bc\u03bc\u03b1\u03c4\u03bf\u03c2 \u03c4\u03cd\u03c0\u03bf\u03c5 \u0395\u03be\u03bf\u03b9\u03ba\u03bf\u03bd\u03cc\u03bc\u03b7\u03c3\u03b7 \u039a\u03b1\u03c4\u2019 \u039f\u03af\u03ba\u03bf\u03bd \u03c3\u03b5 \u03c0\u03b1\u03bb\u03b9\u03ac \u03b1\u03ba\u03af\u03bd\u03b7\u03c4\u03b1<\/strong><\/h2>\n\n<p>According to information, the Ministry for the current program is considering amendments, which focus on <strong>simplifying procedures<\/strong>, ensuring a <strong>greater number of beneficiaries<\/strong>, while at the same time not requiring a long implementation time that will delay the start date of submission of proposals. \u039f <strong>\u03c0\u03c1\u03bf\u03cb\u03c0\u03bf\u03bb\u03bf\u03b3\u03b9\u03c3\u03bc\u03cc\u03c2<\/strong> \u03c4\u03bf\u03c5 \u03c3\u03c5\u03b3\u03ba\u03b5\u03ba\u03c1\u03b9\u03bc\u03ad\u03bd\u03bf\u03c5 \u03c0\u03c1\u03bf\u03b3\u03c1\u03ac\u03bc\u03bc\u03b1\u03c4\u03bf\u03c2 <strong>\u0395\u03be\u03bf\u03b9\u03ba\u03bf\u03bd\u03cc\u03bc\u03b7\u03c3\u03b7 \u039a\u03b1\u03c4\u2019 \u039f\u03af\u03ba\u03bf\u03bd \u0399\u0399<\/strong> \u03c0\u03bf\u03c5 \u03c0\u03b5\u03c1\u03b9\u03bc\u03ad\u03bd\u03bf\u03c5\u03bd \u03bf\u03b9 \u03b9\u03b4\u03b9\u03bf\u03ba\u03c4\u03ae\u03c4\u03b5\u03c2 \u03ce\u03c3\u03c4\u03b5 \u03bd\u03b1 \u03b5\u03c0\u03b9\u03b4\u03bf\u03c4\u03b7\u03b8\u03bf\u03cd\u03bd \u03b5\u03bd\u03b5\u03c1\u03b3\u03b5\u03b9\u03b1\u03ba\u03ac \u03c7\u03b9\u03bb\u03b9\u03ac\u03b4\u03b5\u03c2 \u03bd\u03bf\u03b9\u03ba\u03bf\u03ba\u03c5\u03c1\u03b9\u03ac \u03ba\u03b1\u03b9 \u03b8\u03b1 \u03ad\u03c1\u03b8\u03b5\u03b9 \u03c4\u03bf\u03c5\u03c2 \u03b5\u03c0\u03cc\u03bc\u03b5\u03bd\u03bf\u03c5\u03c2 \u03bc\u03ae\u03bd\u03b5\u03c2 \u03c5\u03c0\u03bf\u03bb\u03bf\u03b3\u03af\u03b6\u03b5\u03c4\u03b1\u03b9 \u03c0\u03b5\u03c1\u03af \u03c4\u03b1 <strong>250 million euros<\/strong>. In any case, citizens who want to benefit <strong>should have closed any pending issues with a Land Registry and arbitrarily,<\/strong> given that the previous relevant provision will not change and thus, their application will be rejected.<\/p>\n\n<p>In a second year and in order to achieve the goals set in the <strong>National Energy and Climate Plan,<\/strong> a new <strong>Home Energy Upgrade Program<\/strong> is expected to be announced immediately with the start of the new Programming Period 2021-2027.<\/p>\n\n<p>In particular, the new programme examines all potential changes that will lead to its rationalisation and mobilisation of as much private capital as possible, increase the number of submissions, improve application procedures and speed up the completion of the proposed interventions, such as increasing the available budget by combining different sources of funding. In particular, it will include:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Subsidies from the NSRF or other Community sources<\/li>\n\n\n\n<li>Bank support through Green-bonds<\/li>\n\n\n\n<li>Funded by ESCO<\/li>\n\n\n\n<li>Private participation of building owners<\/li>\n\n\n\n<li>VAT exemption\/reduction for interventions<\/li>\n\n\n\n<li>Enfia exemption\/reductions<\/li>\n\n\n\n<li>Contribution of the so-called enforcement regime, under which energy suppliers (and henceforth also distribution network operators, i.e. HEDNO and Gas Distribution Companies) will have to \u2013 in accordance with Community legislation \u2013 make investments and achieve specific energy saving targets.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>\u03a4\u03bf
