{"id":7512,"date":"2022-11-14T09:54:37","date_gmt":"2022-11-14T09:54:37","guid":{"rendered":"https:\/\/dev-espa.summerize.io\/state-aid-the-regional-aid-map-is-in-force-until-2027\/"},"modified":"2023-08-02T14:08:16","modified_gmt":"2023-08-02T14:08:16","slug":"state-aid-the-regional-aid-map-is-in-force-until-2027","status":"publish","type":"post","link":"https:\/\/espa.io\/en\/state-aid-the-regional-aid-map-is-in-force-until-2027\/","title":{"rendered":"State aid: The regional aid map is in force until 2027"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/espa.io\/wp-content\/uploads\/2023\/08\/kratikes-enisxyseis-se-ishy-o-xarths-perifereiakon-enisxyseon-mexri-to-2027-1024x576.jpg\" alt=\"\"\/><\/figure>\n\n<p>The <strong><a href=\"https:\/\/commission.europa.eu\/index_el\" target=\"_blank\" rel=\"noreferrer noopener\">European Commission<\/a><\/strong> has approved, in accordance with the European Union&#8217;s State aid rules, <strong>Greece&#8217;s map for the granting of regional aid<\/strong> from <strong>1 January 2022 to 31 December 2027<\/strong> <strong>under the Revised Regional Aid Guidelines (&#8220;RAG&#8221;). ).<\/strong><\/p>\n\n<p>In the context of the revised KGPE and in accordance with the rules of the E.U. for state aid, <strong>Member States are allowed to support the most disadvantaged European regions<\/strong> <strong>to close the gap and reduce disparities in terms of<\/strong>:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>economic well-being<\/strong><\/li>\n\n\n\n<li><strong>income and unemployment<\/strong><\/li>\n<\/ul>\n\n<p><strong>Cohesion objectives<\/strong> at the heart of the Union.<\/p>\n\n<p>The revised CPGs, approved by the Commission on 19 April 2021 and entered into force on 1 January 2022, also provide <strong>increased possibilities for Member States<\/strong> to support the Regions which <strong>face transitional or structural challenges, such as population decline<\/strong>, to fully contribute to <strong>green and the digital transition.<\/strong><\/p>\n\n<p>At the same time, the revised FTAs <strong>retain strong safeguards<\/strong> <strong>to prevent member states from using public money<\/strong> to encourage <strong>the relocation of jobs f<\/strong>rom one EU member state to another. Which <strong>is essential for fair competition in the single market.<\/strong><\/p>\n\n<p>The regional map of Greece <strong>defines the Greek Regions that are eligible for regional investment aid<\/strong>. The map also sets out the <strong>maximum aid intensities<\/strong> in the eligible regions. The aid intensity <strong>is the maximum amount of state aid that can be granted per beneficiary.<\/strong> It is expressed <strong>as a percentage of eligible investment costs.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3BF;&#x3B9;-&#x3C0;&#x3B5;&#x3C1;&#x3B9;&#x3C6;&#x3AD;&#x3C1;&#x3B5;&#x3B9;&#x3B5;&#x3C2;-&#x3C0;&#x3BF;&#x3C5;-&#x3B8;&#x3B1;-&#x3BB;&#x3AC;&#x3B2;&#x3BF;&#x3C5;&#x3BD;-&#x3C7;&#x3CE;&#x3C1;&#x3B1;-&#x3BF;&#x3B9;-&#x3BA;&#x3C1;&#x3B1;&#x3C4;&#x3B9;&#x3BA;&#x3AD;&#x3C2;-&#x3B5;&#x3BD;&#x3B9;&#x3C3;&#x3C7;&#x3CD;&#x3C3;&#x3B5;&#x3B9;&#x3C2;\"><strong>The Regions<\/strong> <strong>where the State aid will take place<\/strong><\/h2>\n\n<p>Within the framework of the revised Regional Development Plans, <strong>Regions covering 82.34% of the population of Greece<\/strong> will be eligible for regional investment aid twelve Regions:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>North Aegean<\/strong><\/li>\n\n\n\n<li><strong>Southern Aegean Sea<\/strong><\/li>\n\n\n\n<li><strong>Crete<\/strong><\/li>\n\n\n\n<li><strong>Eastern Macedonia<\/strong><\/li>\n\n\n\n<li><strong>Thrace<\/strong><\/li>\n\n\n\n<li><strong>Central Macedonia<\/strong><\/li>\n\n\n\n<li><strong>Western Macedonia<\/strong><\/li>\n\n\n\n<li><strong>Epirus<\/strong><\/li>\n\n\n\n<li><strong>Thessaly<\/strong><\/li>\n\n\n\n<li><strong>Ionian Islands<\/strong><\/li>\n\n\n\n<li><strong>West Greece<\/strong><\/li>\n\n\n\n<li><strong>Central Greece<\/strong><\/li>\n\n\n\n<li><strong>Peloponnese<\/strong><\/li>\n<\/ul>\n\n<p>These Regions are among the most disadvantaged regions of the EU. GDP per capita <strong>is below 75% of the EU average.<\/strong><\/p>\n\n<p>These areas are eligible for aid under Article 107(3)(a) <strong>TFEU (so-called &#8216;a&#8217; areas), with maximum aid intensities for large enterprises between 30% and 50%,<\/strong> depending on the GDP <strong>per capita of the respective area &#8220;a&#8221;.<\/strong> <strong>Evrytania<\/strong>, which belongs to Central Greece, <strong>is also eligible as a sparsely populated<\/strong> area with <strong>less than 12.5 inhabitants<\/strong> per kilometer. In <strong>sparsely populated areas<\/strong>, Member States may <strong>use operating aid schemes to prevent or reduce<\/strong> population decline.<\/p>\n\n<p>In order to deal with regional disparities, <strong>Greece defined as so-called non-predetermined areas<\/strong> &#8220;c&#8221; the Regions:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Western Sector of Athens<\/strong><\/li>\n\n\n\n<li><strong>East Attica<\/strong><\/li>\n\n\n\n<li><strong>Western Attica <\/strong><\/li>\n\n\n\n<li><strong>Piraeus, Islands<\/strong><\/li>\n<\/ul>\n\n<p><strong>The maximum intensities<\/strong> from state aid for large businesses in the region <strong>Western Sector of Athens is 15%.<\/strong> The <strong>other &#8220;c&#8221; areas<\/strong> mentioned above <strong>bordering on &#8216;a&#8217; areas.<\/strong> For that reason, <strong>the aid intensity in these regions was increased to 25 %.<\/strong> The result is the difference in the intensity of the aid <strong>with the border areas &#8220;a<\/strong>&#8221; to <strong>limited to 15 percentage points.<\/strong><\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3C4;&#x3B1;-&#x3B5;&#x3C0;&#x3CC;&#x3BC;&#x3B5;&#x3BD;&#x3B1;-&#x3B2;&#x3AE;&#x3BC;&#x3B1;&#x3C4;&#x3B1;\"><strong>The next steps<\/strong><\/h2>\n\n<p>Greece has the possibility <strong>to further define so-called non-predetermined &#8220;c&#8221;<\/strong> areas (up to a maximum of 1.16 % of the national population). The specific characterization of these areas <strong>may be carried out in the future<\/strong> and will lead to strict <strong>amendments<\/strong> to the approved regional aid map.<\/p>\n\n<p><strong>In all the above areas<\/strong>, maximum State aid intensities can be <strong>increased by 10 percentage points<\/strong> for <strong>investments made by <a href=\"https:\/\/espa.io\/en\/business_size\/medium\/\" target=\"_blank\" rel=\"noreferrer noopener\">medium-sized enterprises<\/a><\/strong> and by <strong>20 percentage points for investments by <a href=\"https:\/\/espa.io\/en\/business_size\/small\/\" target=\"_blank\" rel=\"noreferrer noopener\">small enterprises<\/a><\/strong>, for their initial investments <strong>with eligible expenses up to 50 million euro.<\/strong><\/p>\n\n<p>Once a future territorial just transition plan is in place under the Just Transition Fund Regulation, Greece has the possibility to notify the Commission <strong>amendment of the approved regional aid map<\/strong>, in order to apply <strong>possible increase in maximum amplification intensity<\/strong> in the future Just Transition areas, as defined in the revised KGPE for the &#8220;a&#8221; areas.<\/p>\n\n<p><a href=\"https:\/\/www.espa.io\/epidotisi\/arrange-a-call\/\"><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission has approved, in accordance with the European Union&#8217;s State aid rules, Greece&#8217;s map for the granting of regional aid from 1 January 2022 to 31 December 2027 under the Revised Regional Aid Guidelines (&#8220;RAG&#8221;). ).
