{"id":6829,"date":"2022-11-03T09:32:25","date_gmt":"2022-11-03T09:32:25","guid":{"rendered":"https:\/\/dev-espa.summerize.io\/investeu-e26-billion-unlock-agreement-euro-in-investments\/"},"modified":"2023-07-27T18:37:39","modified_gmt":"2023-07-27T18:37:39","slug":"investeu-e26-billion-unlock-agreement-euro-in-investments","status":"publish","type":"post","link":"https:\/\/espa.io\/en\/investeu-e26-billion-unlock-agreement-euro-in-investments\/","title":{"rendered":"InvestEU: \u20ac26 billion &#8216;unlock&#8217; agreement euro in investments"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/espa.io\/wp-content\/uploads\/2023\/07\/investeu-symfonia-gia-to-ksekleidoma-26-dis-euro-se-ependyseis-1024x572.jpg\" alt=\"\"\/><\/figure>\n\n<p>The European Union reached an important milestone <strong>in the implementation of the InvestEU programme<\/strong>, <strong>with the signing of the Guarantee Agreements and an Advisory Hub<\/strong> between the European Commission, the <strong><a href=\"https:\/\/european-union.europa.eu\/institutions-law-budget\/institutions-and-bodies\/search-all-eu-institutions-and-bodies\/european-investment-bank-eib_el\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">European Investment Bank<\/a><\/strong> (EIB) and the <strong><a href=\"https:\/\/www.consilium.europa.eu\/el\/policies\/investment-plan\/strategic-investments-fund\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">European Investment Fund<\/a><\/strong> (EIF). The programme is a key pillar of the European Union&#8217;s biggest support package  <strong>for the recovery from the pandemic.<\/strong> The programme also aims to help <strong>building a greener, more digital and more resilient European economy.<\/strong> It can also support European economy <strong>facing new challenges<\/strong> arising from uncertainties linked to the global and security outlook.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3B4;&#x3BF;&#x3BC;&#x3AE;-&#x3C4;&#x3BF;&#x3C5;-investeu\"><strong>Structure of InvestEU<\/strong><\/h2>\n\n<p><strong>InvestEU<\/strong> consists of three elements:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>InvestEU Fund<\/strong><\/li>\n\n\n\n<li><strong>InvestEU Advisory Hub<\/strong><\/li>\n\n\n\n<li><strong>InvestEU Portal<\/strong><\/li>\n<\/ul>\n\n<p>With the provision of <strong>EUR 26.2 billion, it will be possible to provide the necessary financial support. euro of EU<\/strong> budgetary guarantee to support financial and investment operations, the InvestEU programme will attract <strong>public and private funding to mobilise at least \u20ac372 billion. euros<\/strong> additional investments by 2027. These investments will be made with the <strong>benefit of people and businesses across Europe in mind<\/strong>. In addition to securing significant investment volumes, it will focus on the <strong>possibility of financing investments<\/strong> that provide the highest impact for the objectives of the target policy.<\/p>\n\n<p>The <strong>EIB Group<\/strong> (consisting of the EIB and the EIF) <strong>will implement 75% of the EU budget guarantee<\/strong> (EUR 19.65 billion). It will also apply the same share <strong>the advisory budget under the InvestEU Advisory Hub<\/strong>Except <strong>from the advisory budget under the InvestEU Advisory Hub<\/strong>the <strong>international financial institutions operating in Europe and national promotional banks will be able to use a share of the guarantee (25% in total)<\/strong> to support investment programmes and projects.<\/p>\n\n<p>The first projects are <strong>expected to receive an InvestEU Guarantee in April<\/strong>, after being presented to the Investment Committee.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3C4;&#x3BF;-&#x3C4;&#x3B1;&#x3BC;&#x3B5;&#x3AF;&#x3BF;-investeu-&#x3B2;&#x3B1;&#x3C3;&#x3AF;&#x3B6;&#x3B5;&#x3C4;&#x3B1;&#x3B9;-&#x3C3;&#x3C4;&#x3B7;&#x3BD;-&#x3B5;&#x3C0;&#x3B9;&#x3C4;&#x3C5;&#x3C7;&#x3AF;&#x3B1;-&#x3C4;&#x3BF;&#x3C5;-&#x3B5;&#x3C5;&#x3C1;&#x3C9;&#x3C0;&#x3B1;&#x3CA;&#x3BA;&#x3BF;&#x3CD;-&#x3C4;&#x3B1;&#x3BC;&#x3B5;&#x3AF;&#x3BF;&#x3C5;-&#x3C3;&#x3C4;&#x3C1;&#x3B1;&#x3C4;&#x3B7;&#x3B3;&#x3B9;&#x3BA;&#x3CE;&#x3BD;-&#x3B5;&#x3C0;&#x3B5;&#x3BD;&#x3B4;&#x3CD;&#x3C3;&#x3B5;&#x3C9;&#x3BD;-&#x3B5;&#x3C4;&#x3C3;&#x3B5;\"><strong>The InvestEU Fund builds on the success<\/strong> of the <strong>European Fund for Strategic Investments (EFSI)<\/strong><\/h2>\n\n<p>The InvestEU Fund will provide the EU with <strong>crucial long-term financing,<\/strong> crowding up private investment. The Guarantee Agreement signed <strong>lays down the rules<\/strong> for granting the EU budget guarantee, as well as for the <strong> implementation by the EIB and the EIF.<\/strong> Actions benefiting from the EU budgetary guarantee will <strong>finance investments in four policy areas<\/strong> to support the EU&#8217;s objectives of sustainability, scientific excellence and social inclusion:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>sustainable infrastructure<\/strong><\/li>\n\n\n\n<li><strong>research, innovation and digitalisation<\/strong><\/li>\n\n\n\n<li><strong>small and medium-sized enterprises (SMEs) and <a href=\"https:\/\/espa.io\/en\/business_size\/small\/\" target=\"_blank\" rel=\"noreferrer noopener\">small<\/a> mid-caps<\/strong><\/li>\n\n\n\n<li><strong>Social investment and skills<\/strong><\/li>\n<\/ul>\n\n<p>At least <strong>30% of all investments will take place in sectors that directly support Europe&#8217;s green transition.<\/strong><\/p>\n\n<p>The programme <strong>builds on the successful model of the Investment Plan for Europe<\/strong> and the European Fund for Strategic Investments (EFSI). <strong>Combines 13 EU financial instruments<\/strong> available under the previous Multiannual Financial Framework (MFF) <strong>in an integrated medium.<\/strong> It covers the wider scope of policy areas from the EFSI, as well as <strong>The impact of his loans was significant.<\/strong> EFSI overdelivered and so far <strong>it has mobilised \u20ac546.5 billion. euro in investments<\/strong>, to the benefit of <strong>more than 1.4 million SMEs<\/strong>.It has been <strong>successful in co-financing projects<\/strong> that would not otherwise have taken place.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3BF;-&#x3C3;&#x3C5;&#x3BC;&#x3B2;&#x3BF;&#x3C5;&#x3BB;&#x3B5;&#x3C5;&#x3C4;&#x3B9;&#x3BA;&#x3CC;&#x3C2;-&#x3BA;&#x3CC;&#x3BC;&#x3B2;&#x3BF;&#x3C2;-&#x3B2;&#x3BF;&#x3B7;&#x3B8;&#x3AC;-&#x3C4;&#x3B1;-&#x3AD;&#x3C1;&#x3B3;&#x3B1;-&#x3BD;&#x3B1;-&#x3C6;&#x3C4;&#x3AC;&#x3C3;&#x3BF;&#x3C5;&#x3BD;-&#x3C3;&#x3C4;&#x3BF;-&#x3C3;&#x3C4;&#x3AC;&#x3B4;&#x3B9;&#x3BF;-&#x3C4;&#x3B7;&#x3C2;-&#x3C7;&#x3C1;&#x3B7;&#x3BC;&#x3B1;&#x3C4;&#x3BF;&#x3B4;&#x3CC;&#x3C4;&#x3B7;&#x3C3;&#x3B7;&#x3C2;\"><strong>The advisory hub helps projects reach the financing stage<\/strong><\/h2>\n\n<p>Building on the success of the European Investment Advisory Hub and other advisory programmes, the <strong>EIB and the European Commission also signed an agreement to provide technical, financial and strategic expertise to project promoters<\/strong>, regional and national authorities and financial intermediaries under the <strong>InvestEU<\/strong> Advisory Centre.
