This package complements the <strong>first set of crisis response measures<\/strong>. Measures adopted under the <strong><a href=\"https:\/\/www.espa.gr\/el\/Pages\/staticFisheriesFund.aspx\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">European Maritime, Fisheries and Aquaculture Fund<\/a><\/strong> (EMFAF) on 25 March.<\/p>\n\n<p>It includes financial compensation:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>for additional costs<\/strong><\/li>\n\n\n\n<li><strong>for revenue foregone and for the storage of products<\/strong><\/li>\n\n\n\n<li><strong>on the temporary cessation of fishing activities where they are currently unsafe<\/strong><\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3C7;&#x3C1;&#x3B7;&#x3C3;&#x3B9;&#x3BC;&#x3BF;&#x3C0;&#x3BF;&#x3AF;&#x3B7;&#x3C3;&#x3B7;-&#x3C4;&#x3C9;&#x3BD;-&#x3B5;&#x3BD;&#x3B1;&#x3C0;&#x3BF;&#x3BC;&#x3B5;&#x3B9;&#x3BD;&#x3AC;&#x3BD;&#x3C4;&#x3C9;&#x3BD;-&#x3BA;&#x3BF;&#x3BD;&#x3B4;&#x3C5;&#x3BB;&#x3AF;&#x3C9;&#x3BD;-&#x3B1;&#x3C0;&#x3CC;-&#x3C4;&#x3B7;&#x3BD;-&#x3C0;&#x3B5;&#x3C1;&#x3AF;&#x3BF;&#x3B4;&#x3BF;-2014-20-&#x3B3;&#x3B9;&#x3B1;-&#x3C4;&#x3B7;&#x3BD;-&#x3C0;&#x3B1;&#x3C1;&#x3BF;&#x3C7;&#x3AE;-&#x3C3;&#x3C4;&#x3AE;&#x3C1;&#x3B9;&#x3BE;&#x3B7;&#x3C2;-&#x3B1;&#x3BD;&#x3C4;&#x3B9;&#x3BC;&#x3B5;&#x3C4;&#x3CE;&#x3C0;&#x3B9;&#x3C3;&#x3B7;&#x3C2;-&#x3C4;&#x3B7;&#x3C2;-&#x3BA;&#x3C1;&#x3AF;&#x3C3;&#x3B7;&#x3C2;\"><strong>Using the remaining funds from 2014-20 to provide crisis support<\/strong><\/h2>\n\n<p>Russia&#8217;s military aggression against Ukraine has increased the <strong>prices of energy and raw materials<\/strong>. It caused <strong>high additional operating costs<\/strong> and a squeeze on profit margins in the <strong>fisheries, aquaculture and seafood processing sectors.<\/strong> The war also led to a <strong>preventive cessation of fishing activities<\/strong> in some areas. Once the proposal is adopted, member states will be able to <strong>swiftly grant financial support<\/strong> for the additional costs and economic losses resulting from the crisis, namely:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Financial compensation for the temporary cessation of fishing activities<\/strong> in cases where Russia&#8217;s military aggression against Ukraine endangers the safety of fishing activities. This compensation shall not be subject to the financial ceiling and maximum duration fixed for other cases of temporary cessation.<\/li>\n\n\n\n<li>Financial compensation to <strong>producer organisations stocking fishery or aquaculture<\/strong> products in accordance with the storage mechanism of Regulation (EU) No [&#8230;] Regulation (EU) No 1379\/2013 (common market organisation).<\/li>\n\n\n\n<li>Financial compensation to operators in the fisheries and aquaculture sector (including the processing sector) for their <strong>income foregone and for the additional costs<\/strong> incurred due to market disruption caused by Russia&#8217;s military aggression against Ukraine. As well as the impact on the <strong><a href=\"https:\/\/espa.io\/en\/c\/supply-chain\/\" target=\"_blank\" rel=\"noreferrer noopener\">supply chain<\/a><\/strong> for <strong>fishery and aquaculture products<\/strong>.<\/li>\n<\/ul>\n\n<p>The proposal integrates these compensation schemes into <strong>existing EMFF measures<\/strong> to facilitate their swift implementation.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3BC;&#x3B7;&#x3C7;&#x3B1;&#x3BD;&#x3B9;&#x3C3;&#x3BC;&#x3BF;&#x3AF;-&#x3B5;&#x3C5;&#x3B5;&#x3BB;&#x3B9;&#x3BE;&#x3AF;&#x3B1;&#x3C2;\"><strong>Flexibility mechanisms<\/strong><\/h2>\n\n<p>The proposal also introduces flexibility mechanisms to facilitate the swift implementation of these new measures:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Simplified procedure for <strong>amending member states&#8217; operational programmes<\/strong> for the introduction of these measures. This includes the <strong>reallocation of financial resources.<\/strong><\/li>\n\n\n\n<li><strong>R<\/strong><strong>etroactive eligibility of expenditure for those measures<\/strong> from <strong>24 February 2022.<\/strong><\/li>\n\n\n\n<li><strong>Possibility to reallocate lump sums originally earmarked for certain EMFF measures<\/strong> (i.e. control and enforcement, data collection) to the new crisis-related measures.<\/li>\n<\/ul>\n\n<p>Please note that this is a legislative proposal. <strong>It will have to be approved by the European Parliament and the Council.<\/strong> A <strong>normal legislative procedure<\/strong> will be followed before it enters into force.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3B2;&#x3B9;&#x3C1;&#x3B3;&#x3BA;&#x3AF;&#x3BD;&#x3B9;&#x3BF;&#x3C5;&#x3C2;-&#x3C3;&#x3B9;&#x3BD;&#x3BA;&#x3AD;&#x3B2;&#x3B9;&#x3C4;&#x3C3;&#x3B9;&#x3BF;&#x3C5;&#x3C2;-&#x3B5;&#x3C0;&#x3AF;&#x3C4;&#x3C1;&#x3BF;&#x3C0;&#x3BF;&#x3C2;-&#x3C0;&#x3B5;&#x3C1;&#x3B9;&#x3B2;&#x3AC;&#x3BB;&#x3BB;&#x3BF;&#x3BD;&#x3C4;&#x3BF;&#x3C2;-&#x3C9;&#x3BA;&#x3B5;&#x3B1;&#x3BD;&#x3CE;&#x3BD;-&#x3BA;&#x3B1;&#x3B9;-&#x3B1;&#x3BB;&#x3B9;&#x3B5;&#x3AF;&#x3B1;\"><strong>Virginijus Sinkevi\u010dius, Commissioner for Environment, Oceans and Fisheries<\/strong><\/h2>\n\n<p>&#8220;The <strong>fisheries and aquaculture<\/strong> sectors are heavily affected <strong>by the war in Ukraine.<\/strong> <strong>Financial resources remain available<\/strong> under the EMFF.
