{"id":10130,"date":"2023-03-03T14:48:38","date_gmt":"2023-03-03T14:48:38","guid":{"rendered":"https:\/\/dev-espa.summerize.io\/nsrf-1-billion-in-grants-euro-to-56000-smes\/"},"modified":"2023-07-14T10:19:43","modified_gmt":"2023-07-14T10:19:43","slug":"nsrf-1-billion-in-grants-euro-to-56000-smes","status":"publish","type":"post","link":"https:\/\/espa.io\/en\/nsrf-1-billion-in-grants-euro-to-56000-smes\/","title":{"rendered":"NSRF: 1 billion in grants. euro to 56,000 SMEs"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/espa.io\/wp-content\/uploads\/2023\/07\/espa-epidotiseis-1-dis-euro-se-56-000-mme-1024x498.jpg\" alt=\"\"\/><\/figure>\n\n<p>Grants worth \u20ac1 billion will be shared by around 56,000 businesses under the two programmes of the <strong>new NSRF<\/strong>: <strong>Digital Transformation of<\/strong> <strong>SMEs<\/strong> and <strong>Green Transition for SMEs<\/strong>, which starts on 31 January.<\/p>\n\n<p>According to the Deputy Minister of Development and Investment, Yannis Tsakiris, the action for the <strong><a href=\"https:\/\/espa.io\/en\/c\/information-communications-technologies\/\" target=\"_blank\" rel=\"noreferrer noopener\">digital transformation<\/a> of small and medium-sized enterprises<\/strong>, with an initial <strong>budget of 300 million euros<\/strong> will be published <strong>until 31 January<\/strong>. This will be followed shortly afterwards by the <strong>Green Business Transition<\/strong> <strong>Action<\/strong>, with a budget of <strong>700 million euros<\/strong>.<\/p>\n\n<p>As Mr Kostis Hatzidakis said : Tsakiris &#8220;<strong>all interested SMEs will be able to join until the budget is exhausted<\/strong>&#8220;. At the same time, he underlined that the <strong>Regional Aid Map<\/strong> is the <strong>most important parameter<\/strong> in all programmes.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-&#x3C7;&#x3B1;&#x3BC;&#x3AE;&#x3BB;&#x3C9;&#x3C3;&#x3B1;&#x3BD;-&#x3C4;&#x3B1;-&#x3BA;&#x3C1;&#x3B9;&#x3C4;&#x3AE;&#x3C1;&#x3B9;&#x3B1;-&#x3B3;&#x3B9;&#x3B1;-&#x3C4;&#x3BF;-&#x3C0;&#x3C1;&#x3CC;&#x3B3;&#x3C1;&#x3B1;&#x3BC;&#x3BC;&#x3B1;-&#x3B5;&#x3C3;&#x3C0;&#x3B1;\"><strong>They &#8220;lowered&#8221; the criteria<\/strong> <strong>for the NSRF programme<\/strong><\/h2>\n\n<p>With the aim of integrating as many companies as possible, <strong>they &#8220;lowered&#8221; the criteria for membership in terms of the number of employees<\/strong>.<\/p>\n\n<p>As Mr. Tsakiris the Commission wanted the <strong>limit<\/strong> for the <strong> AWUs (Annual Work Units)<\/strong> to be <strong>7.<\/strong>, After the negotiation the <strong>lower<\/strong> <strong>limit<\/strong> has been <strong>lowered<\/strong> to <strong>3 AWUs<\/strong>.<\/p>\n\n<p>In particular, the NSRF <strong>call for<\/strong> <strong>digital<\/strong> <strong>switchover<\/strong> is open to <strong>businesses<\/strong>:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>with three employees all year round, or<\/strong><\/li>\n\n\n\n<li><strong>six workers in the six months, or<\/strong><\/li>\n\n\n\n<li><strong>12 workers in 3 months<\/strong><\/li>\n<\/ul>\n\n<p>It is noted that the <strong>pre-publication<\/strong> states that the <strong>limit<\/strong> is <strong>five<\/strong> <strong>employees<\/strong>.<\/p>\n\n<p>The <strong>green<\/strong> <strong>transition<\/strong> requires a minimum of <strong>two employees<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>FIFO system<\/strong><\/h2>\n\n<p>Please note that <strong>each<\/strong> <strong>call<\/strong> will not <strong>have<\/strong> a <strong>deadline<\/strong>, but <strong>each<\/strong> <strong>application<\/strong> will be met on a <strong>first<\/strong> in, first out basis.<\/p>\n\n<p>&#8220;Our main goal is to <strong>close<\/strong> the <strong>digital<\/strong> and <strong>green<\/strong> <strong>gap of<\/strong> <strong>Greek<\/strong> <strong>businesses<\/strong> with the European average as soon as possible&#8221;, Mr. Tsakiris, explaining that the <strong>inclusion of<\/strong> businesses in the two actions will be done on <strong>a<\/strong> <strong>priority<\/strong> basis and not through <strong>benchmarking<\/strong>, <strong>as<\/strong> was previously the case. From now on, <strong>businesses<\/strong> whose <strong>applications<\/strong> <strong>have<\/strong> <strong>been<\/strong> submitted <strong>first<\/strong> will ensure their inclusion in the actions and the order of priority will be respected <strong>&#8220;until the budget is exhausted&#8221;.<\/strong><\/p>\n\n<p>Mr Tsakiris estimates that <strong>this amount<\/strong> will <strong>be exhausted<\/strong> in <strong>2 years-3 years<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>From 18.000 euros<\/strong> <strong>the NSRF grant<\/strong><\/h2>\n\n<p>The <strong>digital<\/strong> <strong>transformation<\/strong> programme for <strong>SMEs<\/strong> includes 3 &#8220;pillars&#8221;, depending on the digital readiness of each <strong>business<\/strong>, with the <strong>available<\/strong> <strong>budget<\/strong> starting from <strong>\u20ac18,000<\/strong> and reaching <strong>up to \u20ac1,200,000<\/strong>.<\/p>\n\n<p>Similarly, the <strong>NSRF programme<\/strong> for the <strong>green<\/strong> <strong>transition<\/strong> will have <strong>2 &#8220;pillars&#8221;,<\/strong> with the amount of funding ranging from <strong>\u20ac30,000<\/strong> to  <strong>1 million. euros<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>The two &#8220;thorns&#8221;<\/strong><\/h2>\n\n<p>However, the package of actions for the green transition of SMEs <strong>does not<\/strong> <strong>include<\/strong> <strong>franchises<\/strong> because they are associated businesses, according to Mr. Tsakiri, while it is not only a Greek problem, but a European problem,<\/p>\n\n<p>The Deputy Minister of Development stressed, however, that &#8220;we are trying to <strong>solve<\/strong> <strong>this<\/strong> <strong>issue<\/strong> in consultation with the Commission&#8221;.<\/p>\n\n<p>In particular, a <strong>questionnaire<\/strong> to be <strong>completed by franchisees<\/strong> in the form of an affidavit will be used to clarify the <strong>franchisor&#8217;s<\/strong> <strong>percentage<\/strong> of <strong>participation<\/strong>, where the franchisee <strong>buys raw materials from<\/strong>, etc.<\/p>\n\n<p>A <strong>second issue<\/strong> that remains to be resolved concerns the <strong>purchase of<\/strong> <strong>hybrid<\/strong> <strong>vehicles<\/strong> and <strong>not only electric<\/strong> vehicles, which is a problem in the case of trucks and coaches. &#8220;We are awaiting a response on this issue from the European Commission,&#8221; Mr Tsakiris said.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>The platform for creating company profiles is leading the way<\/strong><\/h2>\n\n<p>Before the two <strong>NSRF<\/strong> actions are announced, so that applications <strong>can start<\/strong>, the new <strong><a href=\"https:\/\/opske.gr\/el\" target=\"_blank\" rel=\"noreferrer noopener\">Integrated State Aid Information System<\/a><\/strong> (OPSKE ), which is an evolution of the OPSKE, will be opened.<\/p>\n\n<p>The ministry aims to <strong>open<\/strong> on <strong>Thursday 19 January<\/strong> at <strong>12.00 noon<\/strong>. At this, <strong>interested businesses<\/strong> &#8211; but also <strong><a href=\"https:\/\/espa.io\/en\/c\/consultant-services\/\" target=\"_blank\" rel=\"noreferrer noopener\">business advisors<\/a><\/strong>&#8211; and create a profile.<\/p>\n\n<p>&#8220;The new <strong>IPSKE<\/strong> is <strong>more friendly<\/strong> to the <strong>businesses concerned<\/strong>, while ensuring that <strong>businesses<\/strong> are <strong>interconnected<\/strong> with <strong>all<\/strong> <strong>key<\/strong> <strong>state<\/strong> <strong>systems<\/strong>, such as <strong><a href=\"https:\/\/login.gsis.gr\/mylogin\/login.jsp?bmctx=1DB55AB50C08F2B418903DE4EB7466AD47038BC455E39B9EA82B1EB28CE52BC6&amp;contextType=external&amp;username=string&amp;password=secure_string&amp;challenge_url=https%3A%2F%2Flogin.gsis.gr%2Fmylogin%2Flogin.jsp&amp;ssoCookie=disablehttponly&amp;request_id=5618705220268363405&amp;authn_try_count=0&amp;locale=en_US&amp;resource_url=https%253A%252F%252Fwww1.gsis.gr%252Ftaxisnet%252Fmytaxisnet\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">taxisnet<\/a><\/strong>, <strong><a href=\"https:\/\/eservices.yeka.gr\/(S(j4v1alxpsbrfmo0ivcjld4co))\/login.aspx?ReturnUrl=%2f\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Ergani<\/a><\/strong> etc.&#8221;, explained Mr. Tsakiris, referring to an exclusively electronic procedure.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>What is included in the call for the Digital Transformation of SMEs<\/strong><\/h2>\n\n<p>The package of actions of the NSRF <strong>Digital Transformation of SMEs<\/strong> aims to <strong>address<\/strong> the <strong>lagging behind of<\/strong> Greek enterprises in terms of the <strong>adoption<\/strong> and <strong>integration of<\/strong> <strong>modern<\/strong> <strong>digital<\/strong> <strong>technologies<\/strong> in their productive activity, covering their targeted needs depending on their existing digital and technological maturity, but also their different investment needs.<\/p>\n\n<p><em><strong>The programme includes the following three funding baskets:<\/strong><\/em><\/p>\n\n<p><strong><a href=\"https:\/\/espa.io\/programmata\/drasi-ena-vasikos-psifiakos-metasximatismos-mme\/\" target=\"_blank\" rel=\"noreferrer noopener\">Action 1 &#8211; Basic Digital Transformation of SMEs<\/a><\/strong>. It concerns enterprises that have <strong>not<\/strong> yet <strong>integrated important information and telecommunications technologies<\/strong> (ICT) in their operations and aims to cover basic deficiencies in applications and equipment.<\/p>\n\n<p>The <strong>minimum<\/strong> and <strong>maximum<\/strong> <strong>total<\/strong> <strong>supported<\/strong> <strong>budget of<\/strong> the funding application is set between <strong>18,000<\/strong> and <strong>30,000 euros<\/strong>.<\/p>\n\n<p><strong><a href=\"https:\/\/espa.io\/programmata\/drasi-dio-proigmenos-psifiakos-metasximatismos-mme\/\" target=\"_blank\" rel=\"noreferrer noopener\">Action 2 &#8211; Advanced Digital Transformation of SMEs<\/a><\/strong>. It concerns enterprises that <strong>aim to<\/strong> <strong>expand<\/strong> their <strong>digital<\/strong> and <strong>technological<\/strong> <strong>maturity<\/strong> with integrated investments in new ICTs that will upgrade their competitiveness.<\/p>\n\n<p>The <strong>minimum<\/strong> and <strong>maximum<\/strong> <strong>total<\/strong> <strong>supported<\/strong> <strong>budget of<\/strong> the funding application is set between EUR <strong>50,000<\/strong> and <strong>650,000<\/strong>.<\/p>\n\n<p><strong><a href=\"https:\/\/espa.io\/programmata\/drasi-tria-psifiakos-metasximatismos-aixmis-mme\/\" target=\"_blank\" rel=\"noreferrer noopener\">Action 3 &#8211; Cutting Edge Digital Transformation of SMEs<\/a><\/strong>. It concerns enterprises that <strong>have<\/strong> already integrated <strong>ICT<\/strong> in <strong>many of their operations<\/strong> and are now seeking to <strong>implement<\/strong> integrated <strong>investments<\/strong> in <strong>cutting-edge<\/strong> <strong>technologies<\/strong> or <strong>4th industrial revolution solutions.<\/strong><\/p>\n\n<p>The <strong>minimum<\/strong> and <strong>maximum<\/strong> <strong>total<\/strong> <strong>supported<\/strong> <strong>budget of<\/strong> the funding application is set between <strong>200,001<\/strong> and <strong>1,200,000 euros<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\"><strong>What Green Transition for SMEs is about<\/strong> <strong>of the NSRF<\/strong><\/h2>\n\n<p>The <strong>Green Transition SME<\/strong> package aims to <strong>upgrade<\/strong> the country&#8217;s <strong>SMEs<\/strong>. Eligible costs of the actions include, but are not limited to: buildings,<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>facilities and surroundings<\/strong><\/li>\n\n\n\n<li><strong>machinery &#8211; equipment<\/strong><\/li>\n\n\n\n<li><strong>product certification<\/strong><\/li>\n\n\n\n<li><strong>marketing costs<\/strong><\/li>\n\n\n\n<li><strong>expenditure on <a href=\"https:\/\/espa.io\/en\/c\/energy\/\" target=\"_blank\" rel=\"noreferrer noopener\">improving energy efficiency and energy saving<\/a><\/strong><\/li>\n<\/ul>\n\n<p><em><strong>The programme includes two &#8220;arms&#8221;, as follows:<\/strong><\/em><\/p>\n\n<p><strong><a href=\"https:\/\/espa.io\/programmata\/prasinos-metasximatismos-mme\/\" target=\"_blank\" rel=\"noreferrer noopener\">Action 1 &#8211; Green Transformation of SMEs<\/a><\/strong>.
